I asked this question at almost every community meeting over the past couple months, "can anyone explain the difference between True & Full Valuation and Taxable Valuation". The State of North Dakota is currently seeking input from parents, educators, students, and community members regarding the use of technology in our schools. This is an important conversation, and one that Bismarck Public Schools believes deserves thoughtful discussion at the local level as well.

The role of technology in education is not a simple issue. Research continues to expand our understanding of brain development, attention, screen use, and the impact technology can have on learning. At the same time, our students are preparing for a future that requires strong digital literacy and cyber skills, priorities that have also been emphasized by the North Dakota Legislature.

Technology has the potential to personalize learning, provide targeted support, and help educators more precisely meet the needs of individual students. For some learners, particularly those who rely on adaptive technologies, digital tools are not simply helpful—they are essential to accessing their education.

At the same time, educators and families continue to ask important questions about balance, student well-being, appropriate screen time, distraction, and the value of face-to-face interaction, hands-on learning experiences, and meaningful human connection.

As part of the district's strategic planning work, Bismarck Public Schools will be convening parents, students, educators, and community members this September to engage in a deeper discussion about the role of technology in teaching and learning. We believe the best path forward is one informed by research, practical classroom experience, student needs, and the values of the Bismarck community.

There may not be one perfect answer, but there is tremendous value in having the conversation together. Watch for additional information this fall about opportunities to participate and lend your voice and insights to this important discussion.

There have been several questions recently about how Bismarck Public Schools is currently utilizing the Hughes Educational Center following the transition of district administration to the Central Administration Building (CAB) three years ago. I thought it would be helpful to provide some updated information and visuals.

Hughes continues to serve an important operational and educational role for BPS. The facility remains home to the district’s full Technology Department, Print Shop, and Library Media Services, including the shared library resources utilized by both BPS and the public. The south side of the building also continues to house the Sanford Health Sciences classrooms, and Hughes now serves as the home base for instructors within our K-8 Virtual Academy. These programs and services support students, staff, and families across the entire district on a daily basis.

In addition, a significant portion of the Hughes facility is actively utilized through a long-term partnership with North Dakota Career and Technical Education (NDCTE). The organization leases more than 6,000 square feet (marked in red) of office and operational space within the building, along with access to shared board room and collaboration areas. The current lease extends through June of 2031 and generates approximately $120,000 annually in lease revenue for BPS, with scheduled increases throughout the agreement.

One of the long-term strategic reasons for preserving the Hughes facility was to maintain flexibility for future educational programming needs. As BPS continues to grow, Hughes provides opportunities for expanded middle school career exploration and hands-on learning pathways without immediately requiring new construction.

The partnership with NDCTE also keeps the facility aligned with education-focused work that directly supports students, career readiness, leadership development, and workforce preparation across North Dakota.
