The Trade Adjustment Assistance Center serving NY, NJ and the Commonwealth of PR (TAAC) is a non-profit, regional center that provides aid exclusively to NY, NJ and PR manufacturing and service companies that have been impacted by foreign competition. Our service begins with confidential assessment and assistance with application —all at no cost. For approved candidates, support continues with gra

nts to offset the cost of expert guidance, and strategies for business-enhancing projects. Typically these projects are targeted to help improve management, marketing, finance, information technology, manufacturing/engineering, and certification status (ISO, QS, TS, UL, CE and more). Assistance for implementing these projects is provided by both the TAAC professional staff, and by independent industry specialists and consultants. Since 1978, TAAC has helped over 1200 New York firms, providing them with more than $53,000,000 in assistance to compete more effectively in the global marketplace. Should need arise, we are also available for presentations to trade associations, economic development groups, consulting firms, banks and other groups you work closely with, for the purpose of having these groups better understand this unique federal assistance program. Funding is provided to the TAAC by the U.S. Economic Development Administration through the Department of Commerce under the national Trade Adjustment Assistance (TAA) for Firms program. (The are 11 dedicated TAA centers nationwide)

TAAC is administered by The Research Foundation for the State University of New York at Binghamton University. The Research Foundation is a private, nonprofit educational corporation that administers externally funded contracts and grants for and on behalf of the State University of New York. Since its establishment in 1951, the Research Foundation has facilitated research, education, and public service at 30 state-operated SUNY locations. Help for Companies Impacted by Foreign Competition

Trade Adjustment Assistance for Firms (TAAF) is the only federal program specifically designed to help American manufacturers that have been hurt by foreign competition. Firms can qualify for up to $75,000 of matching funds to implement critical business improvements.

The Trade Adjustment Assistance Center of NY, NJ and PR (TAAC) administers the program in New York, New Jersey and the Commonwealth of Puerto Rico. TAAC strongly encourages manufacturers to call us for a quick discussion about their specific situation. In general, to qualify for TAAF, a manufacturer must be experiencing declines in sales and employment, as well as losing business to imports.

Over the past few weeks, it’s become clear that the world is facing an unprecedented challenge. Like all of you, the Trade Adjustment Assistance Center serving New York, New Jersey, and Puerto Rico (TAAC) is deeply concerned and wants to do all that we can to help our manufacturers and service companies weather this storm.

On behalf of TAAC, I wanted to let you know how we are responding to the situation. While our grant program cannot immediately assist firms that are facing struggles due to the COVID-19 situation – we may be able to refer you to resources that can. Please check with your local Manufacturing Extension Partnerships (MEP’s) who are working tirelessly to gather local, state and federal resources on their websites and emails to keep you up to date as to what is available. Many of your local Small Business Development Centers (SBDC), as well as local government entities, are doing the same as well.

So how the can TAAC help my organization?
If your company has experienced increased foreign competition, a decline in sales or production and a decline or impending decline in employment, the TAAC may be able to assist your organization. The TAAC provides import-impacted manufacturers up to $75,000 of matching government funds to cover the costs of strategic projects that can help drive revenue and cut costs. Through our vast network of service providers, we serve manufacturers in New York, New Jersey, and Puerto Rico.

Since 1978, the TAAC has helped more than 1,500 firms recover from the effects of foreign competition. The center has provided more than $60 million in assistance.

The TAAC is one of 11 regional centers throughout the country that provides assistance under the Trade Adjustment Assistance for Firms (TAAF) program sponsored by the U.S. Department of Commerce (Economic Development Administration). The TAAC will assist import-impacted firms in strategic areas of importance, including:

• Management
• Marketing
• Finance
• Information technology
• Manufacturing/engineering
• ISO/QS/TS/UL/CE certification

A firm can use TAAC funds to hire consultants to provide expert assistance aimed at improving your firm’s competitive advantage. These funds are applied toward the cost of consultants, engineers, designers or industry experts for improvement projects.

For existing firms in the program – contact our office with any knowledge based projects you may need to assist you through this time.

For firms who would like to submit a petition for our Trade Adjustment Assistance for Firms (TAAF) grant –

1. We will work with your firm to process all the paperwork for your petition
2. Keep in mind – the wait period after submission is 90-120 days minimum before projects can begin –so funding is not immediate with our program.

From the onset of this situation, we have been listening to the appropriate sources for accurate and up-to-date information, and for programs and resources to assist our firms. As things evolve, we are monitoring the situation and will try to keep you informed of any changes or additional programs/resources. We will continue to communicate with you in a timely way.

We recognize this is a challenging time for all and our manufacturers and service firms who are the heart of our program, and we remain deeply committed to assisting your organizations in any way that we can.

“TAAC made it possible for American Pride Fasteners to move beyond commercial manufacturing and to attain their Quality certifications, we are now AS9100D/ISO9001-2015 and QSLM 2&3. With the help we received from TAAC we expanded operations and our capacity by adding Precision CNC equipment specifically for aerospace components manufacturing.
We are now looking to become ITAR registered and hope to have that by the end of 2019.”
