Among the actions announced by the White House, the executive orders:

-Direct the Department of Agriculture, in consultation with the U.S. Trade Representative, to review within 90 days all statutory and regulatory authorities that may allow for mandatory country-of-origin labeling (MCOOL) for beef and conduct an updated economic analysis. Following that review, USDA may pursue regulations requiring MCOOL under existing law or work with the White House to develop legislative recommendations to restore mandatory labeling.

-Heighten enforcement of the Packers and Stockyards Act, including investigations into unfair practices and price manipulation, increased enforcement resources, and coordination with the Department of Justice on antitrust actions.

-Expand interstate market opportunities for independent producers and processors by increasing participation in state-federal cooperative inspection programs and directing USDA to identify barriers preventing state-inspected and custom-exempt meat from entering interstate commerce. The orders also call for streamlined inspection, technical assistance for small processors, and a guaranteed loan program to support small and regional processing capacity.

-Direct the Department of the Interior to determine within 90 days whether gray and Mexican wolves meet Endangered Species Act criteria for delisting or downlisting and begin that process if warranted. The orders also direct agencies to improve livestock depredation compensation and evidentiary standards and consider greater flexibility and emergency responsiveness for lethal removal of wolves threatening livestock.

-Require a governmentwide review of federal regulations and policies affecting ranchers, with recommendations aimed at improving their financial viability and market access.

President Trump today signed two executive orders addressing several challenges facing America’s cattle and sheep producers.

The orders include:
• A path forward on mandatory country-of-origin labeling (MCOOL) for beef
• Heightened Packers and Stockyards Act enforcement, including investigations into unfair practices and price manipulation
• Expanded opportunities for small and regional processors and examination of barriers preventing state-inspected and custom-exempt meat from entering interstate commerce
• Action toward gray and Mexican wolf delisting or downlisting, along with changes addressing livestock depredation, compensation and lethal removal
• A government-wide review of federal regulations and policies affecting ranchers

These executive orders don’t fix everything with the stroke of a pen, but they put the weight of the administration behind tackling many of the problems cattle producers have raised for decades.

This is only the start, and there is still work to be done!

We must ensure these directives are fully implemented and continue working toward a cattle and beef marketplace that rewards American producers, provides consumers with transparency and rebuilds our domestic cattle industry for generations to come.

The petition calls on President Donald Trump to support the immediate restoration of MCOOL for beef and Congress to act swiftly to make it law.

The coalition said the rapid response and nationwide participation underscore the growing demand for consumers to be able to distinguish imported beef from beef produced exclusively from cattle born, raised and harvested in the United States, while giving American cattle producers the ability to differentiate their product in the marketplace.

Supporters are encouraged to keep the momentum growing by adding their names and sharing the petition with others. With more than 5,000 signatures and counting, the coalition plans to use the petition to demonstrate to the White House and Congress the strength of support for restoring MCOOL.

More than 660 million pounds of additional foreign beef is headed to the U.S. market over the next 90 days.

But when you buy beef at the grocery store, you still won't necessarily know which beef is the lower-priced foreign product and which came from cattle born, raised and harvested in the United States.

And American cattle producers are left competing against increasing volumes of lower-priced foreign beef without a label that allows consumers to distinguish their U.S.-produced beef in the marketplace.

The U.S. Department of Justice announced via X today that it is expanding its ongoing investigation into beef affordability to include eight of the nation’s largest grocery retailers, including Kroger, Publix, Walmart, Albertsons, Aldi, Ahold Delhaize USA, Costco and Amazon. The investigation has thus far focused on the nation’s four largest meatpackers.

R-CALF USA has long raised concerns about the widening spread between cattle and beef prices and the market power held by highly concentrated beef packers and retailers. In May, the organization called for greater scrutiny of the retail sector, including an investigation into widening retail beef margins to determine whether rising retail beef prices were attributable to legitimate inflationary costs or the improper exercise of market power.

The National MCOOL Coalition, a broad-based coalition of national and regional organizations representing farm, ranch, rural, consumer and other interests, launched a petition this week calling on the White House and Congress to restore mandatory country-of-origin labeling (MCOOL) for beef.

The petition, “Label Our Beef,” follows a proclamation signed by President Donald J. Trump temporarily increasing the quota for lean beef trimmings by 300,000 metric tons, more than 660 million pounds, from Sept. 1 through Nov. 30. The action comes as the United States is already importing record volumes of beef and follows the administration’s earlier move to increase the quota for beef imports from Argentina.

The coalition said the additional imports add urgency to efforts to restore MCOOL and is asking Americans to support its restoration so consumers can distinguish imported beef from beef produced exclusively from cattle born, raised and harvested in the United States.

Momentum for MCOOL is growing in Congress. Earlier this month, the Senate Agriculture Committee voted 17-6 to advance MCOOL in the Farm Bill.

Through the petition, the National MCOOL Coalition is asking cattle producers, consumers and supporters of American agriculture to build on that momentum by signing and sharing the petition and sending a clear message to the White House and Congress: Label Our Beef.

“Together, today’s and the earlier October initiative begin to address the symptomatic fallout from decades of failed trade and market protection policies, but fall short of reversing the underlying policies that caused the serious and ongoing erosion of the U.S. cattle industry.

“We recognize the Secretary’s initiatives as important steps toward reinforcing an ailing cattle industry against the policy‑driven forces that suppress marketplace competition, enable foreign capture of domestic supply chains, and erode market transparency—pressures that collectively undermine the confidence and long‑term viability of American ranchers.

“We look forward to working with the administration and Congress to reverse those policy-driven forces through such policy reforms as restoring mandatory country-of-origin labeling for beef, eliminating the beef packers’ anticompetitive buying practices, managing trade through effective import controls, and ending the massive beef checkoff program subsidy that perpetuates monopolistic control over America’s cattle industry.”

R-CALF USA continues its decades-long effort to restore competition throughout the cattle and beef supply chain, by addressing excessive concentration and market power, urging strong enforcement of the Packers and Stockyards Act, expanding independent and local processing opportunities through such initiatives as the PRIME Act and Strengthening Local Processing Act, and restoring mandatory country-of-origin labeling (MCOOL) so consumers can distinguish between domestic beef and foreign beef.

Rebuilding the U.S. cattle herd requires producer confidence that investments made today to expand production will retain their value in the years ahead. Producers need a competitive marketplace that rewards domestic production and supports long-term investment in the U.S. cattle industry rather than repeatedly turning to increased imports when supplies tighten. Our persistent over-reliance on foreign beef is not the answer. Recent decisions to increase beef imports add uncertainty at a time when rebuilding the U.S. cattle herd requires greater producer confidence.

We encourage Congress and the administration to advance meaningful reforms that restore competition, strengthen producer confidence and give independent cattle producers the opportunity to rebuild America’s cattle industry, while restoring consumers’ ability to choose between domestic and foreign beef through MCOOL.
