Amidst shifting priorities and recognizing concerns with the complexity and cost of the Program, the Big Bear Area Regional Wastewater Agency (BBARWA) Governing Board voted three to two to pursue a revised program scope, focusing on a simplified approach to groundwater recharge. At the April 27, 2026 Replenish Big Bear Workshop, the BBARWA Governing Board approved moving forward with the modified Greenspot Recharge Area alternative. This alternative maintains a groundwater recharge volume of 500 acre-feet per year, equivalent to approximately 162,925,714 gallons annually.

Edit: Slide 35 addresses the Greenspot Recharge Area being Phase I and Big Bear Lake/Sand Canyon being Phase II for a combined approach.

The Big Bear Area Regional Wastewater Agency will hold a Special Meeting for a Replenish Big Bear Workshop on April 27, 2026, at 9:00 a.m. The workshop will include a presentation on the current project scope and associated financial impacts, an overview of the Greenspot Recharge Alternative, discussion of potential grant funding implications, and key questions for Board consideration.

At BBARWA’s regular meeting on September 24, 2025, a motion to cancel Replenish Big Bear did not pass. The vote was 2-2, with one board member absent. Since cancellation requires at least 3 votes in favor, the final design will continue.
