10.C. Funding and Financing Plan: review of financing options including the WIFIA loan, grants, and potential future bonds/loans

10.D. Surplus Land Act Resolution: Board consideration of a resolution under the Surplus Land Act

10.E. NHA Advisors Agreement Amendment: Amendment to NHA Advisors' scope to support the WIFIA loan and the funding and financing plan for Phase II

10.F. Tom Dodson & Associates Agreement Amendment: Amendment for continued environmental services related to the project, including an addendum to the Program Environmental Impact Report for the Greenspot site

At the April 27, 2026 Replenish Big Bear Workshop, the BBARWA Governing Board approved moving forward with the Greenspot Recharge Project. This phased framework reflects a shift in the overall Program, with Phase I focusing on advancing the Greenspot Recharge Project while preserving the Stanfield Marsh/Big Bear Lake option for future Phase II implementation.

Amidst shifting priorities and recognizing concerns with the complexity and cost of the Program, the Big Bear Area Regional Wastewater Agency (BBARWA) Governing Board voted three to two to pursue a revised program scope, focusing on a simplified approach to groundwater recharge. At the April 27, 2026 Replenish Big Bear Workshop, the BBARWA Governing Board approved moving forward with the modified Greenspot Recharge Area alternative. This alternative maintains a groundwater recharge volume of 500 acre-feet per year, equivalent to approximately 162,925,714 gallons annually.

Edit: Slide 35 addresses the Greenspot Recharge Area being Phase I and Big Bear Lake/Sand Canyon being Phase II for a combined approach.
