Kuskokwim River Mainstem Set Net Opportunities

Pursuant to authority delegated by the Federal Subsistence Board, the Yukon Delta National Wildlife Refuge In-Season Manager announces three set gillnet fishing opportunities. The locations included are the mainstem Kuskokwim River downstream of the Aniak box to the mouth of the Kuskokwim River at the Refuge boundary for federally qualified subsistence users only.

Set Gillnet:
• August 29, 08:00 am to 08:00 pm (12 Hours)
• September 5, 08:00 am to 08:00 pm (12 Hours)
• September 12, 08:00 am to 08:00 pm (12 Hours)

Set gillnets are restricted to 4-inch or less mesh, may not exceed 45 meshes in depth, and 60 feet in length.

The salmon-bearing tributaries and the Aniak Box listed in 04-SS-26-03 will remain closed to all gillnets and all species of fish may be retained during these opportunities. When each harvest opportunity expires, Federal public waters of the mainstem Kuskokwim River, downstream of Aniak Box to the mouth of the Kuskokwim River will return to closed to the use of gillnets by all users for the protection of coho salmon.

Justification: The use of four-inch mesh or less set gillnets is intended to target whitefish species that are normally harvested during the fall. Near 90% of the coho salmon run is likely past the lower river and the harvest of coho salmon is anticipated to be minimal.

These management actions were decided on in consultation with the Kuskokwim River Inter-Tribal Fish Commission.

Kuskokwim River Federal Public Waters Closed to Gillnets and the Harvest of Coho Salmon

The Yukon Delta National Wildlife Refuge (YDNWR) In-Season Manager has issued Emergency Special Action 04-SS-26-03, determining that Federal management is necessary for conservation, and for the continuation of subsistence uses for coho salmon within the Federal public waters of the Kuskokwim River drainage. Current Bethel Sonar estimates indicate that coho salmon escapement goals may not be achieved. The Federal in-season manager will consider announcing gillnet fishing opportunities for federally qualified subsistence users after evaluating conservation needs and consultation with partners.
Beginning on August 12, 2026, and expiring September 15, 2026, the following restrictions will be in place:

REGULATION: 36 CFR 242.27(e)(4)(ii) and 43 CFR 51.27(e)(4)(ii) are amended to read:

(A) Unless re-opened by the YDNWR Manager, the following Federal public waters of the Kuskokwim River within and adjacent to the exterior boundaries of the Yukon Delta National Wildlife Refuge are closed to the use of gillnets and the harvest of coho salmon by all users from August 12, 2026 at 5:00 p.m. to September 15, 2026 at 11:59 p.m.:

(1) The Kuskokwim River mainstem.

(2) The Eek River.

(3) The Kwethluk River drainage beginning at its confluence with Kuskokuak Slough.

(4) The Kasigluk and Kisaralik River drainages including Old Kuskokuak Slough to ADF&G regulatory markers at the confluence of Old Kuskokuak Slough and Kuskokuak Slough.

(5) The Tuluksak River drainage including its confluence with the Kuskokwim River and downstream approximately 1-mile to ADF&G regulatory markers.

(6) The Aniak River drainage within the Yukon Delta NWR boundary (on the Aniak River, starting about 500 yards upstream of the Aniak / Kuskokwim rivers confluence up stream to near the Aniak / Buckstock rivers confluence).

(7) The Aniak box defined as: The waters of the Kuskokwim River mainstem from the Yukon Delta NWR boundary at Aniak downstream to a line formed from the northwest corner of the runway (see map in Appendix 1; latitude 61° 35’ 16” N, longitude 159° 33’ 28” W), due north to a point on the southeast corner of the sandbar (latitude 61° 35’ 37” N, longitude 159° 33’ 16” W).

(B) Fishing from tributaries not listed above is restricted to fishing 100 yards upriver from the mouth of the tributary (confluence with the mainstem Kuskokwim River).

(C) For non-federally qualified users: The retention of coho salmon is not allowed within all Federal public waters. The retention of Chinook, Chum, Sockeye Salmon, and other non-salmon species utilizing means and methods other than a gillnet may be allowed/not allowed dependent on the State of Alaska fishing regulations. If beach seines can be used, they must meet the definition in (E) below.

(D) For federally qualified subsistence users: The use of dip nets, beach seines (see (E) below), fish wheels, and rod and reel will remain open throughout the closure within all Federal public waters. Retention of coho salmon is not allowed and retention of Chinook, Chum, Sockeye Salmon, and other non-salmon species is allowed.

(E) Beach seines are defined as non-monofilament webbing, 50 fathoms in length, 100 meshes in depth, and no greater than three and one-half inches stretched webbing.

Some Kuskokwim River Federal Salmon Fishing Restrictions Rescinded

STARTING MONDAY, July 13th at 12pm (noon)

The Yukon Delta National Wildlife Refuge (YDNWR) In-Season Manager issued a Temporary Special Action (04-KSCS-26-02) rescinding portions of the previous salmon fishing restrictions announced in 04-KSCS-26-01 within the Kuskokwim River Drainage: Chum Salmon management within all Federal waters, and Chinook Salmon management within the Kuskokwim River mainstem (not including tributaries), is now rescinded. Chinook Salmon restrictions will remain in place for only the tributaries within Federal waters as stated in Temporary Special Action 04-KSCS-26-01 and below, which will expire July 31, 2026. The YDNWR Manager, in partnership with the Kuskokwim River Inter-Tribal Fish Commission, determined that Federal management for the conservation of Chum Salmon is no longer needed in 2026 and that conservation of Chinook Salmon within the tributaries is still necessary.

Temporary Special Action 04-KSCS-26-02 and the following regulatory language will supersede 04-KSCS-26-01:

REGULATION: 36 CFR 242.27(e)(4)(ii) and 43 CFR 51.27(e)(4)(ii) are amended to read:
(A) Unless re-opened by the YDNWR Manager, the following Federal public waters of the Kuskokwim River drainage within and adjacent to the exterior boundaries of the Yukon Delta National Wildlife Refuge are closed to the harvest of Chinook salmon by all users from July 13, 2026 at 12:00 p.m. to July 31, 2026 at 11:59 p.m.:
(1) The Eek River.
(2) The Kwethluk River drainage beginning at its confluence with Kuskokuak Slough.
(3) The Kasigluk and Kisaralik River drainages including Old Kuskokuak Slough to ADF&G regulatory markers at the confluence of Old Kuskokuak Slough and Kuskokuak Slough.
(4) The Tuluksak River drainage including its confluence with the Kuskokwim River and downstream approximately 1-mile to ADF&G regulatory markers.
(5) The Aniak River drainage within the Yukon Delta NWR boundary (on the Aniak River, starting about 500 yards upstream of the Aniak / Kuskokwim rivers confluence up stream to near the Aniak / Buckstock rivers confluence).

Notice of public comment period for a Subsistence Cabin on the Fog River - draft Compatibility Determination.

The U.S. Fish and Wildlife Service (Service) – Yukon Delta National Wildlife Refuge has prepared a draft Compatibility Determination (CD) for a subsistence use permit for a subsistence trapping cabin on Service lands. The Service invites interested persons to review the and make comments on the draft CD as it affects their interest in the area and on how the construction of a subsistence trapping cabin on Refuge land may affect refuge purposes and/or the mission of the National Wildlife Refuge System.

The CD is available online at: https://www.fws.gov/refuge/yukon-delta, and hard copies are available at 807 Chief Eddie Hoffman Hwy, Bethel Alaska.

Comments will be accepted through July 3, 2026.
