Northern Water Northern Water and its Municipal Subdistrict provide water to Northeastern Colorado from the Colorado-Big Thompson and Windy Gap projects.

Established in 1937, Northern Water partners with the U.S. Bureau of Reclamation to jointly operate and maintain the federally owned Colorado‑Big Thompson (C‑BT) Project. The C‑BT system captures supplemental water west of the Continental Divide and delivers it to more than 1.1 million people and 615,000 irrigated acres across Northeastern Colorado, supporting agricultural, municipal, domestic and

industrial needs. Our priorities have expanded over time, including working to conserve and protect water supplies and planning for future supplies. Our day-to-day work can involve anything from repairing canals to collecting water data to shepherding proposed supply projects through review.

This month marks 13 years since the Robert V. Trout Hydropower Plant at Carter Lake was dedicated. Named for Bob Trout, Northern Water’s legal counsel for more than 35 years, the plant has a projected output of 7 million to 10 million kilowatt-hours per year, enough to power about 1,000 homes.
