Due the winter storm in our area, the Borough of Berlin offices have been closed for the rest of the day, Wednesday, February 20, 2019. BOROUGH OF BERLIN IS SEEKING CANDIDATES FOR THE EXECUTIVE BOROUGH SECRETARY POSITION:

The Borough of Berlin, Somerset County, population 2,104, is accepting applications for the position of Borough Executive Secretary. The Borough Executive Secretary reports to a 7-member Borough Council. Must have a working knowledge of, but not limited to: 1) Governmental regulations applicable to municipal operations – particularly the Pa. Borough Code and Pa. Municipal Authorities Act; 2) Municipal records management and reports; 3) A municipal electric distribution system, refuse collection system, water system, and sanitary sewer system; and 4) Municipal finance including pension plans and grant writing. A BA or BS in accounting/public administration is a plus. Applicants must possess excellent oral and written communication skills. A functional knowledge of Microsoft Office software is also required. Salary is commensurate with experience, education, and overall qualifications. The Berlin Borough offices will close at Noon on Monday, December 24th and will be closed on Tuesday, December 25th to celebrate Christmas. The offices will reopen on Wednesday, December 26th at 8:00 a.m. There will be no garbage collection on Tuesday, December 25th. Garbage for this route will be picked up on Wednesday, December 26th. The Borough of Berlin 2019 Proposed Budget was unanimously approved by the Borough Council. The Borough assessed real estate taxes will remain at zero mills for the 4th consecutive year and there will be no increases in fees or services. Electric rates and garbage services fees will remain the same as in 2018. The Borough Council will consider the 2019 Proposed Budget for final adoption at the December 6, 2018 Regular Council Meeting at 7:00 p.m. in the Borough Offices Conference Room at 700 North Street.

TOM JONES RECEIVES PRESTIGIOUS AMP SEVEN HATS AWARD

COLUMBUS, OH: Tom Jones is the 2018 recipient of the AMP Seven Hats Award.

Jones serves as the executive borough secretary for the Borough of Berlin, a community of more than 2,200 in Somerset County, Pa. He first joined the Borough of Berlin in 2016, bringing 35 years of experience in the private sector in financial and senior executive management.

“Tom Jones exemplifies what this prestigious award signifies – a strong work ethic, dedication and expert project management skills,” said Marc Gerken, President/CEO of American Municipal Power, Inc. “I am pleased to present this honor to Tom and thank him for his service to public power.”

Jones performs his borough responsibilities with strong work ethic. Through his attention to detail and his project management expertise, Jones led the borough’s Interactive Distribution Generation (IDG) Project to completion, while securing approximately $200,000 in savings over the approved contracted installation price.

Borough of Berlin Mayor Joseph Krause noted that, “Jones’ ability is what got the IDG project done over what seemed to be insurmountable odds.”

As executive borough secretary, Jones manages the Berlin Municipal Electric System, the Public Works Department, the Refuse Collection System and is manager of the administrative staff and offices. The municipal electric system serves approximately 1,150 residential, commercial and industrial customers.

In addition to his borough responsibilities, Jones is involved in the community. Jones serves as vice president of the Somerset County Boroughs Association; serves on the Somerset County Tax Collection Committee; and acts as liaison for the Borough with residents, businesses, civic organizations, schools and other government entities.

The award was presented to Jones during the 2018 AMP/OMEA Annual Conference held in Cleveland Sept. 24 – 27.

The AMP Seven Hats Award — modeled after the American Public Power Association’s national Seven Hats Award — was initiated in 1984 to recognize utility managers who serve smaller communities of less than 2,500 meters, and whose management duties extend well beyond the scope of a manager in a larger system. Award winners show skill in seven areas: planning and design, administration, public relations, field supervision, accounting, personnel or employee direction, and community leadership.

With all the rain and storms in the area last night, Penelec was experiencing some problems with the electric transmission supplying the Borough. The Borough generators were in stand by mode and started and operated properly for approximately 48 minutes at approximately 1:00 a.m. and again for approximately 17 minutes at 3:07 a.m. This graph screenshot tracks the activity. Please be sure to check your clocks, etc. to see if they need to be reset.

CAUTION: Columbia Gas will begin gas line replacement construction the week beginning September 10, 2018 in the east section of Berlin. Construction will be along the north side of Main Street from 12th Avenue extending down to the McIlwain Bus Garage, and from the intersection of Main Street and Hay Street extending down Hay Street towards Meadow View Nursing Center. There may be traffic delays due to the construction. Please use extreme caution when traveling through the construction areas.

The Borough has received several calls about the paving to be done on Tuesday, September 4th and how the school bus schedule will be effected. There should not be any effect during the morning pick-up or after school drop off on West Main Street. The crews will be just getting started in the morning and should be done there and working on Mulberry Street in the afternoon after school.

On Tuesday, September 4th beginning at 7:00 a.m., New Enterprise will be paving at the Upper Diamond to the intersection of High Street, and on Mulberry Street from the intersection of Diamond Street to the intersection of Main Street. These streets will be closed during paving so please avoid these areas until the paving is complete. Thank you.
