The Franklin County Office of Emergency Management & Communications (OEMC) is dedicated to safeguarding the lives, property, and environment of our community through proactive emergency planning, effective communication, and coordinated response efforts. We strive to enhance public safety by fostering resilience, providing education and resources, and collaborating with local, state, and federal p

artners to ensure a comprehensive approach to emergency management and 911 communications. Our commitment is to empower our community to prepare for, respond to, and recover from emergencies and disasters. The intended purpose of the OEMC's social media platforms is to serve as a means of communication between the agency and members of the public. Therefore, information, posts, and comments containing any of the following forms of content shall not be allowed and will be removed from any platform if posted. Social media pages shall clearly indicate that posted comments will be monitored and that the agency reserves the right to remove obscenities, off-topic comments, and personal attacks. The following items are prohibited:

• Profane language or content

• Content that promotes, fosters, or perpetuates discrimination on the basis of race, religion, gender, marital status, familial status, national origin, age, mental or physical disability, sexual orientation, gender identity, source of income, or other protected status under applicable law

• Inappropriate sexual content or links to inappropriate sexual content

• Solicitations of commerce

• Conduct or encouragement of illegal activity

• Private and confidential information

• Information that may tend to compromise the safety and security of the public or public systems

• Content that violates a legal ownership interest of any other party

• Comments in support of or opposition to political campaigns or ballot measures

The agency disclaims any and all responsibility and liability for any materials or content that the agency deems inappropriate for posting. The agency shall make efforts to remove said materials in an expeditious or otherwise timely manner, but disclaims liability if circumstances exist that prevent or hinder efforts to remove said materials. The agency does not endorse nor otherwise support or sponsor any advertising that may be posted by the social media host (Facebook, Twitter, YouTube, Instagram) on the agency’s official platforms. Facebook, YouTube, Instagram and Twitter are privately operated sites, and the privacy terms of each respective site apply. The agency does not guarantee the reliability or accuracy of any third-party links. The agency reserves the right to remove any comment or conversation that is prohibited by this social media policy.

The Franklin County Sheriff's Office is currently seeking qualified applicants for a Lateral Deputy Sheriff position. Applicants must have a minimum of two years service with a municipal, county, or state law enforcement agency and must be certified by the Illinois Law Enforcement Training and Standards Board (ILETSB). We offer a competitive salary, excellent benefit package, IMRF SLEP Retirement System, and vacation time upon hire.

This is an excellent opportunity for experienced law enforcement officers who are looking to continue their careers with a professional and dedicated agency committed to serving and protecting the citizens of Franklin County. Investing in the Future of 9-1-1 Communications

This week, the Franklin County Office of Emergency Management & Communications (OEMC) is proud to host the Certified Communications Training Officer (CTO) Program presented by Franklin County 911 & LevelUp 911 Training. The course was instructed by Jason Long. The two-day course is designed for experienced telecommunicators who serve as trainers, mentors, and evaluators for new communications personnel.

Participants learned proven techniques for adult learning, coaching, performance evaluation, documentation, leadership, and developing legally defensible training programs. The course focuses on building confident Communications Training Officers who can effectively prepare the next generation of 911 professionals.

OEMC & Franklin County 911 remain committed to providing high-quality professional development opportunities that strengthen our communication centers and enhance the service we provide to our partner agencies and the citizens of Franklin County.

The Franklin County Office of Emergency Management & Communications extends its deepest condolences to the family, friends, and colleagues of Brian J. Brackemyer. Brian served as the Region 11 Coordinator for Southern Illinois prior to his appointment as Manager of Field Operations for the Illinois Emergency Management Agency. During this difficult time, our thoughts and prayers are with all those affected by this loss.

OEMC was proud to participate in the Bikes & Badges event at Rend Lake today!

It was a great day of community engagement, bringing together families, cyclists, first responders, and community partners along the Rend Lake bike trail system. We appreciate the efforts of Kyle Bacon - Franklin County Sheriff and the Rend Lake Project Office/ Visitor Center for hosting this outstanding event and promoting safe outdoor recreation. Special thanks to our friends at Du Quoin Emergency Management Agency for allowing us to use their Unified Command Post for the day!

Thank you to everyone who stopped by to visit with our staff. OEMC is proud to support events that strengthen the relationship between public safety agencies and the communities we serve.

Jail-Based Mental Health Restoration Program to Launch:

After more than a year of planning and collaboration among the Franklin County Sheriff's Office, Illinois Department of Human Services (IDHS), and Centerstone, we are pleased to announce the launch of a Jail-Based Mental Health Restoration Program at the Franklin County Sheriff's Office on June 16th, 2026.

Franklin County will become one of only three county jails in Illinois to operate such a program, joining Kankakee and McHenry Counties. The establishment of this mental health treatment program marks a significant milestone not only for Franklin County, but for communities throughout Southern Illinois.

As part of the program, mental health providers from Centerstone will be embedded within the Franklin County Jail to initiate individualized treatment and restoration services to individuals who have been found unfit to stand trial. The goal of the program is to help participants achieve fitness while receiving appropriate mental health care in a secure local setting.

The Franklin County Sheriff's Office is honored to serve as a host site for this important initiative and looks forward to serving as a regional resource for Southern Illinois. This program represents a meaningful investment in public safety, mental health treatment, and the overall administration of justice.

We are grateful to Jim Kaitschuk, Executive Director of the Illinois Sheriffs' Association, for his assistance in facilitating the initial communication and collaboration among the participating agencies. We also extend our sincere appreciation to the administrators and managers with the Illinois Department of Human Services and Centerstone for their dedication and partnership in bringing this program to Franklin County.

We are especially thankful for the dedicated employees of the Franklin County Sheriff's Office, who recognize the tremendous value of this program and have worked diligently over the past year to prepare for its successful launch. Their commitment, professionalism, and willingness to embrace this important initiative have been instrumental in making this opportunity possible.

This program is funded through appropriations made by the Illinois Department of Human Services.
