On Sunday, May 30th Scott County Deputies were notified of a stolen vehicle out of Ste Genevieve county, entering Scott County on Interstate 55. This notification was made by a FLOCK camera, which notified local dispatch centers.

A Scott City Firefighter, overheard information being given to Scott County Deputies by radio, and at that time spotted the stolen vehicle. The firefighter was able to follow the vehicle at a safe distance, and provide updates on the location of the vehicle until a Deputy was able to intercept the vehicle at the Benton exit of Interstate 55.

Deputies attempted a vehicle stop on the stolen vehicle and the driver, later identified as Joshua Weaver of Portageville, fled the vehicle stop which lead to a vehicle pursuit. Mr. Weaver ultimately wrecked the stolen truck into a tree, and fled on foot where deputies continued to pursue him. Mr. Weaver was located laying behind an HVAC unit, in a backyard of an abandoned house, where he was taken into custody.

Mr. Weaver remains in custody, and has been formally charged by the Scott County Prosecuting Attorney’s Office with the following charges:

Aggravated Fleeing, Felony D
Resisting Arrest, Felony E
Receiving Stolen Property, Felony D
Property Damage, Misdemeanor B

Mr. Weaver also faces charges out of Ste. Genevieve County, and Cape Girardeau County.

We would like to thank the Missouri State Highway Patrol, Scott City Fire Department, Miner Police Department, and Kelso Police Department for their assistance during this investigation.

Scott County Sheriff’s Office Officially Receives Missouri Blue Shield Designation

Today, the Scott County Sheriff’s Office received official word from the Missouri Department of Public Safety that it has earned the Missouri Blue Shield designation for 2026. This honor recognizes Missouri communities that demonstrate their commitment to enhancing public safety, investing in and supporting law enforcement, and building partnerships between law enforcement and the community. The Scott County Sheriff’s Office was also recognized with a Blue Shield designation in 2025.

The Missouri Blue Shield Program was created by Governor Kehoe in January 2025 through Executive Order 25-03. In 2025, 201 Missouri communities earned the Blue Shield designation, recognizing local governments’ significant efforts to reduce crime and foster law enforcement-community partnerships to strengthen public safety. The opportunity to earn the Blue Shield designation for 2026 opened on February 4, 2026. Communities that earned the Blue Shield designation in 2025 had to reapply this year to be approved once again.

“The Blue Shield program has shown what’s possible when communities commit to prioritizing law enforcement and public safety,” Governor Kehoe said. “After awarding $50,000 grants to more than 200 communities last year, we’re continuing that work by welcoming new communities and renewing Blue Shield designations for counties, towns, and cities that remain committed to the program.”

“Strengthening public safety and committing to joint law enforcement-community citizen safety efforts is what the Blue Shield Program is all about, and the Department of Public Safety is honored to work with communities like Scott County Sheriff’s Office that have answered the Blue Shield challenge,” said Mark James, Director of the Missouri Department of Public Safety. “Last year, the essential equipment provided by Blue Shield grants included 388 mobile data terminals, 351 body cameras, 151 license plate readers, 102 ballistic vests, 91 interoperable radios, and 56 vehicles. We look forward to getting additional important equipment and training to our partners in local law enforcement.”

“We are blessed to have received this funding from the Missouri Department of Public Safety for the last two years, made available through the Governor’s Office,” said Sheriff Derick Wheetley. “This grant is allowing our department to catch up on outdated equipment while also adding new investigative tools that will help us better serve and protect the citizens of Scott County.”

Eligibility and Program Details

Communities are eligible for a Missouri Blue Shield designation based on their dedication to reducing crime, making substantial investments in public safety, and developing strong collaboration with law enforcement agencies and community stakeholders. Each participating community’s commitment is reviewed annually to ensure continued alignment with the program’s goals.

Participation Incentives

Communities that earn a Missouri Blue Shield designation will receive grant funding for law enforcement training and equipment as part of Governor Kehoe’s Recommended Budget for State Fiscal Year 2027, provided the General Assembly approves the funding. The Governor’s FY 2027 budget appropriated $10 million to the program for equipment and training grants. Communities will also be featured on Governor Kehoe’s social media pages, as well as the DPS website, to highlight their participation in the program.

The Scott County Sheriff’s Office earned a Missouri Blue Shield designation because of its exceptional commitment to public safety. Through initiatives such as officer recruitment efforts, law enforcement funding, and partnerships with community stakeholders, the Sheriff’s Office has demonstrated a strong and ongoing commitment to protecting its residents. This designation affirms the Scott County Sheriff’s Office’s efforts to create a safer, more secure environment for all who live and work here.

Scott County Woman Arrested on Forgery Charges after Scott County Public Administrator notices overpayment to ward account.

The Scott County Sheriff’s Office announces the arrest of Carol Jean McClard in connection with an investigation involving alleged forged bank documents.

On May 15, 2026, at approximately 4:14 p.m., Carol Jean McClard was taken into custody following an investigation by the Scott County Sheriff’s Office. The case was submitted to the Scott County Prosecuting Attorney’s Office, and a warrant was issued through the 33rd Judicial Circuit Court of Scott County, Missouri.

McClard has been charged with:

Forgery — RSMo 570.090 — 19 counts
Charge Level: Class D Felony

The investigation began after the Scott County Public Administrator’s Office received correspondence from the Social Security Administration regarding possible overpayment issues involving a ward account. During the investigation, bank records allegedly provided by McClard were compared to subpoenaed records from First State Community Bank. Investigators reported numerous discrepancies, including altered balances, inconsistent formatting, and altered transaction information.

The probable cause statement further alleges McClard admitted during an interview that she sent the documents and statements to the Public Administrator’s Office.

A warrant was issued on May 16, 2026, with no bond until appearance.

This remains an active case and Ms. McClard could be having further charges. All persons charged with a crime are presumed innocent until proven guilty in a court of law.

Once again, my dedicated staff had the opportunity to participate in more school functions during this final week of school for our schools here in Scott County.

This week, we were able to participate in Play Day at Oran Elementary, a second round of activities at Scott County Central, and on Friday, we wrapped up the week with Play Day at Kelly Elementary.

As you can see in the pictures provided, my staff, the students, and the school staff all had an amazing time. We are thankful for the opportunity to spend time with the kids in our county and to be part of these positive moments as the school year comes to a close.

Today, our staff had the opportunity to participate in two great school events here in Scott County.

We started the day at Oran Elementary for Career Day, where we were able to visit with students and talk about what we do at the Sheriff’s Office. Later, we joined Scott County Central for their elementary play day. Our staff had a great time racing, taking part in water balloon tosses and water fights, playing basketball, and joining in on other fun activities with the kids.

We truly appreciate moments like these. So often, the things we post and share involve the bad that happens in our county, but days like today give us the chance to spotlight our staff interacting with our students in a positive way.

Later this week, we will be participating in play days at other schools as the school year comes to a close. We appreciate all of our schools for inviting us, and we always enjoy getting out of the office for a little while to spend time with the kids in our county.

As always I'm also grateful to my staff who is willing to help with community involvement and outreach.

SCAM ALERT

Our office has been made aware of several reports of scam phone calls, of people impersonating Scott County Deputies asking for bond money for loved ones in the custody of our jail.

We want to remind the public that a law enforcement officer would NEVER call and ask for money under any circumstances. Do not send money to anyone posing as an official of Scott county, before verifying with an official Scott county office. If you receive a call that you believe is a scam, hang up and call our office and we can assist you.

Stolen Firearm/Property Recovery

On May 5th 2026, Scott County Deputies received information in regards to a string of thefts from motor vehicles in the Morley area. Deputies responded and gathered video surveillance from the victims, and were able to gather clothing descriptions and a list of items stolen.

The items include:
Rock Island 1911 Pistol
Sig Sauer 9mm Pistol
Apple AirPods
$60 Cash

Deputies turned the information over to the Scott County Criminal Investigation Unit, for further investigation. Investigators spoke with a victim who was able to locate the stolen AirPods using the “Find My” app, through an Apple IPhone. The AirPods pinged at a residence in Morley, where further surveillance took place of the suspect residence, and a search warrant was later obtained. Deputies and Investigators with the Sheriff’s Office executed the search warrant, finding clothing items that were worn during the thefts. Several individuals were detained, and interviewed by investigators. The individuals were cooperative during this investigation, which lead to two juvenile suspects being identified out of New Madrid County.

Investigators, along with the New Madrid County Sheriffs Office, followed up with the parents, and juvenile suspects at their residence and were able to recover both stolen fi****ms, and the Apple AirPods. The juveniles were referred to the Scott County Juvenile Division for formal charges.

We would like to thank the New Madrid County Sheriff’s Office, for their assistance, and the citizens of Morley for being vigilant and arming your homes with surveillance cameras, as well as the witnesses who cooperated during the course of the investigation.
