Message from the City Manager
September 14, 2026

Good Afternoon Benicia,
The efforts we make, the decisions we reach, and the actions we take as a community in this moment will have profound consequences for the future of Benicia. I believe we are on the precipice of a renewal of prosperity for our community. But such a future is not assured; we must work for it together.

Far too often, we see what happens in other communities when important decisions are delayed by a lack of commitment or consensus. One of the most effective ways to overcome these challenges is through clear, consistent, and transparent communication. That is why the "Pieces of Benicia" campaign is so important. It is our effort to ensure that every household has an opportunity to understand the issues, initiatives, and decisions that will shape our community.

An informed community is essential to making good, timely decisions. There is simply too much at stake for us to be complacent when it comes to communicating with our community.

We are living in a transformative moment. At the same time that we must resolve problems that are decades old, we must prepare for challenges and opportunities that will shape Benicia for decades to come. That undertaking can seem daunting. Yet, if there was ever a community equipped to meet this moment, it is Benicia. We have already demonstrated our collective resolve to repair our roads, increase investment in the care of our parks, and do everything possible to sustain the essential services our residents rely upon. Now, alongside those efforts, we must also prepare for the opportunities that can come through thoughtful redevelopment and economic renewal.

This is a time of significant challenge, but it is also a time of tremendous opportunity. Please continue to stay informed, stay engaged, and believe in what our community can accomplish.

Traffic remains slow in the area as congestion clears.

The Measure F-funded 2026 Citywide Pavement Project is continuing through September. Major pavement rehabilitation on Rose Drive and Cambridge Drive is now complete. Temporary striping is in place, and final striping will be installed in the coming weeks. Please use caution when driving through the area while temporary striping is in place. A small portion of Rose Drive between Columbus Parkway and Cambridge Drive will receive a multi-layer surface treatment later in the project.

Construction is now shifting to residential and local streets in Pavement Zones 17 and 6. These streets will receive a different treatment than the treatment applied on Cambridge Drive and Rose Drive, which is more appropriate for the pavement condition and type of roadway being treated.

Pavement Zone 17: Atkins Ct., Baylor Ct., Bigler Ct., Breck Ct., Byron Ct., Capitol Dr., Cooper Dr., Devonshire Dr., Gordon Ct., Grant Ct., London Cir., London Dr., Sargent Ct., Stuart Ct., Union Ct., and Winston Ct.

Pavement Zone 6: Anita Cir., Carolina Dr., Charmian Ct., Cheryl Dr., Corrigan Ct., Drolette Way, Fry Ct., George Ct., Goettel Ct., and Landahl Ct.

Residents in these areas will receive a door hanger or mailer several days before pavement grinding or paving operations begin in front of their homes. No parking signs will be posted 48 hours in advance. Additional information about road work and temporary street closures will also be posted on the City's roads webpage at www.ci.benicia.ca.us/roads.

Please plan for temporary construction activity, follow posted traffic controls, and use caution when traveling through work areas. Thank you for your patience as we continue investing in Benicia's streets through Measure F.

Attention Marina users! The City of Benicia is preparing to begin structural repairs to the Benicia Marina Breakwater, with construction scheduled to begin in mid-September.

Join City of Benicia Engineering Division Staff for a project briefing and Q&A session to learn more about the project and what to expect during construction. Representatives from the City and construction management team will be on hand to provide an overview of the work, discuss potential impacts to marina users, and answer questions.

This briefing will be held on Wednesday, September 9, 2026, from 7:00 to 8:00 PM in the Richard Boltz Regatta Room at the Benicia Yacht Club, 400 East 2nd Street. This presentation is open to the public, and Benicia Yacht Club membership is not required to attend.

Good Afternoon Benicia,
This week, we pause to remember September 11, 2001, and honor the lives lost, the families forever changed, and the first responders who answered the call to serve.

It is hard to believe that 25 years have passed. Yet the courage, sacrifice, and unity we witnessed that day remain powerful reminders of the strength we find in one another.

Here in Benicia, our community has several opportunities to remember and reflect:

Benicia Fire Department: A flag memorial will be displayed on the lawn adjacent to the Gazebo at City Park, at 1st Street and Military from sunrise to sunset. All residents are invited to stop by, remember, and reflect on those whose lives were lost that day.

Benicia Police Department: A memorial on the lawn in front of the Police Department honors the 72 law enforcement officers who lost their lives. I encourage you to stop by and take a moment to read their names.

Benicia Public Library: From September 10–12, the Library will host a special display of posters from the 9/11 Memorial in New York City, providing another opportunity to reflect and remember.

Twenty-five years later, we continue to honor those we lost and those who served through remembrance, gratitude, and community.

The Bay Area Air District has awarded $30 million in Catalyst grant funds to the City of Benicia as part of the Bay REPAIR program. Bay REPAIR, which stands for Reinvesting Penalties for Air Improvement and Resilience, directs a portion of penalties collected from air quality violations, including Valero’s October 2024 penalty, back into affected communities.

The City will use the funding to support new and existing projects that advance clean energy, expand mobility and active transportation options, improve air quality and public health, and support Benicia’s economic transition.

“This funding comes at a critical moment for Benicia as we prepare for a significant economic transition,” said City Manager Mario Giuliani. “Our responsibility now is to turn this investment into meaningful, lasting improvements for our community. We will approach that work thoughtfully and transparently, focusing these resources on projects that strengthen our infrastructure, improve quality of life, and help build a more resilient and sustainable future for Benicia.”

The award is especially impactful as Benicia begins to experience the economic and operational impacts of the closure of the Valero refinery. Mayor Steve Young, who represents Solano County on the Bay Area Air District Board of Directors, emphasized the importance of the Air District’s support during this transition.

“I am incredibly proud to serve on the Air District Board and represent Benicia during such a consequential time for our community,” said Mayor Young. “This $30 million award is an extraordinary investment in our city, and I am deeply grateful to my fellow Board members for recognizing both the challenges ahead and the importance of supporting Benicia through this transition. This funding will make a meaningful difference as we work together to build a strong and resilient future.”

This grant award represents a significant investment in Benicia and will help to secure a bright future for our community. However, it does not replace the approximately $7.7 million in annual City revenue lost because of the Valero refinery closure. The grant funds are restricted to specific eligible projects and will be invested over a five-year period. They cannot be used as a substitute for the ongoing revenue that previously supported City services and operations. The funding will help Benicia make important investments during this period of transition, but the City must continue addressing the long-term structural revenue loss created by the refinery closure.

Since yesterday, the Benicia Fire Department has received numerous additional calls regarding odors in the Industrial Park. The odor is due to clean up operations of a mercaptan drum. Mercaptan is the odorant commonly added to natural gas and propane so that these odorless gases can be detected.

Fire crews have continued to work with Valero staff and have continued air monitoring in the area. Air monitoring readings continue to show no indication of potential health impacts.

Valero has advised that the contractor cleaning the mercaptan drum underestimated the time needed to complete the work. As a result, odors are expected to continue intermittently over the next several days, including through the weekend.

The Fire Department will continue to monitor the situation and provide updates as needed.

The upcoming Planning Commission agenda for September 10 will include a proposed new ordinance regulating data centers in Benicia’s industrial park.

What you need to know:

- No active applications: There is currently no active application for a data center in Benicia.

- Proactive Regulation: This ordinance would establish clear limitations on the scale and operation of these facilities, guarantee public review, and give the City the authority to require appropriate conditions or mitigations.

- Timely Action: Taking action now will ensure the City has robust regulatory tools ready before any application is submitted.

The agenda will be available by the end of day on Thursday, September 3 at www.ci.benicia.ca.us/agendas. The agenda will include a summary of the proposed regulations, the draft ordinance, and information about how to attend and participate.
