The Deschutes Collaborative Forest Project is working with federal, state, and local partners on a pilot prescribed fire project designed to get more prescribed fire on the ground while also managing smoke and working hard to reduce community exposure.

The aim of this survey is to understand the knowledge and perception of prescribed fire, awareness of prescribed fire communications, and behaviors adopted to mitigate health risks by adults in the Deschutes County area. The survey will inform outreach and community communication in coming years to ensure the public is smoke-ready and can reduce their potential exposure.

Join the City of Bend on Monday, June 10 from 5:30 to 8 p.m. at Bend Municipal Court (555 NE 15th Street, Bend) for a public safety open house and roundtable discussion. The evening will be spent focusing on traffic calming through design and enforcement in Bend.

Public Safety Open House from 5:30 - 7 p.m.

Community members citywide are invited to come and learn about how traffic calming and enforcement are addressed by public safety and transportation planning. Attendees will hear from Bend Police Chief Mike Krantz and Right-of-Way Director Janet Hruby on these topics. There will also be tables with interactive displays, information and staff from Bend Police and Transportation & Mobility departments to answer questions.

Neighborhood Roundtable from 7 - 8 p.m.

Following the open house, neighborhood district board members are invited to a roundtable discussion with Councilors and City staff around Public Safety Council Goals such as technology investments like the automated traffic response, and related neighborhood concerns. The City invites one representative from each neighborhood board to be a part of the roundtable discussion. Community members attending the open house are welcome to stay and observe the discussion.

Olney Pedestrian and Bicycle Improvements: A 2020 Transportation GO Bond Project

The improvements include:

- A safe crossing at the intersection of NE Second Street and NW Olney Avenue
- Protected bike lanes on NW Olney Avenue at the Parkway undercrossing
- A shared use path adjacent to the roadway from NW Wall Street to the railroad. The shared use path will close the sidewalk gap over the railroad, remove existing barriers to east-west bicycle connectivity, and mitigate right-turn hook crashes.

Beginning in April 2024, City of Bend water customers can apply to the new Turf Removal Rebate program and earn $3 per square foot (up to $3,000) to remove currently-planted lawns into low-water Xeriscapes. This water-wise type of gardening conserves water and helps protect the environment and valuable resources.

The Turf Removal Rebate program will continue through 2024 until the $75,000 funds are used. Participation is on a first come, first served basis and an application and approval is required. To learn more about the City of Bend Water Conservation program and the rebates offered, visit bendoregon.gov/conservation.

Stay leak-savvy this spring! Leaks, whether from a dripping faucet, a hidden pipe, or a malfunctioning appliance, can lead to wasted water and inflated utility bills. The longer a leak persists, the more it costs you and strains our water supply.

1. Know Your Winter Water Consumption
- Keep track of your water consumption during the winter months.
- If you suspect a leak or notice unusually high usage, investigate promptly.
- Reach out to City of Bend's Utility Billing department if you need assistance or have questions.

2. Detect and Report Leaks Promptly
- Sign up for WaterSmart- Track daily water use, compare your usage to similar water users and get notifications of potential water leaks: bendoregon.gov/watersmart.
- Regularly inspect your home for signs of leaks. Check faucets, toilets, and appliances.
- If you spot a leak, report it promptly to Utility Billing.

3. Save Water and Money
- Fix leaky faucets and toilets. A small drip can waste gallons of water over time.
- Opt for water-efficient appliances and fixtures.
- Be mindful of your water usage during daily activities. Turn off the tap while brushing your teeth or scrubbing dishes.

Highlights from the Tree Update Advisory Committee's recommendations to the Planning Commission and City Council:

- Developers would be required to preserve 20% of priority trees, which are defined as 20 inches in diameter or larger.

- Another option for developers is to preserve 25% of what is called the total “diameter at breast height” on a site. Diameter at breast height is the measurement of a tree’s diameter measured at 4 ½ feet off the ground. For this option, that means diameters of all trees that have a 6-inch diameter or larger on a development site would be added together, and 25% of that total would need to be preserved.

- If saving trees is not possible on a certain site, developers would have the option to replace a certain number of trees for every tree that was removed from the site. Bigger trees that were removed would require more trees to be planted in its place.

- If none of these options can be achieved, a developer may pay a “fee-in-lieu,” meaning the developer must pay a certain amount of money to mitigate for a certain number of trees. The fund would help with purchasing, planting and maintaining trees throughout the city.

- In general, developers would be required to preserve at least 5% of the total diameter at breast height of trees 6 inches or greater on a site. Lots that are an acre or less would be exempted from this requirement. The developer or property owner would still need to replan trees or pay the fee in lieu.

The transportation fee is a new monthly charge on City of Bend utility bills that will provide additional funding for Bend’s transportation future. Learn about the what, when, why, and how, and review the draft code at bendoregon.gov/transportation-fee.

This fee is proposed to be phased-in over three years, with the first charges appearing on utility bills this July. Curious about what you might see on your bill? The Phase 1 "Proposed Transportation Fee Rate Schedule" shows the proposed rates based on number of residential units, and non-residential building use or square footage. Residential accounts on Utility Billing Assistance would be charged a reduced rate.

Community members are invited to an open house from 5-7 p.m. on Thursday, Feb. 29, at Bend Municipal Court, 555 NE 15th Street, to learn about the Bend Bikeway Project, review potential design configurations and provide input. The community can share concerns about existing safety matters on the bikeway routes and give feedback about preliminary design concepts by completing the online survey by Mar. 6, 2024.

Improving the transportation system by focusing on safety is a City Council goal. Creating safer connections between neighborhoods, places of work, schools, parks and businesses, for people who ride bikes, walk or roll, is a City priority. The City is designing a variety of safer and more accessible bike and pedestrian routes throughout the community, including the Bend Bikeway Project that will make the most of the existing system to build one connected and protected North-South and one East-West key route.

This project is partially funded by the voter-approved 2020 Transportation GO Bond.
