Our mission was to provide social networking among active and retired police officers of Irish heritage, support designated local charities and to recognize outstanding official acts by police officers across the state for acts of Valor, Life-saving, Investigations, Meritorious Service, Community Service, Humanitarian Acts and also to honor officers killed in the line of duty with the Medal of Honor, presented posthumously. The IAPOA is an all-volunteer group of active and retired police officers from local, county, university and State Police as well as Corrections Officers and Federal Agents. When people ask, “Why should I join?” the answer is simple: family.

That has always been the foundation of who we are and what we pride ourselves on as an organization. Being part of the Irish American Police Officers Association of Massachusetts means becoming part of a family that supports one another, both professionally and personally. It also provides access to our parent organization, the National Conference of Law Enforcement Emerald Societies (NCLEES).

Each year, members in good standing have the opportunity to apply for national scholarships on behalf of their children and grandchildren who are pursuing higher education. We are incredibly proud to share that this year, three of the five national scholarship recipients came from the Irish American Police Officers Association of Massachusetts.

Last evening, Detective Matt Quinlan accepted a scholarship award on behalf of his daughter, Charlotte, who will be attending Saint Anselm College this fall. Retired Officer Katie McDaid received a scholarship on behalf of her son, Max Costa, who will be attending High Point University. Officer Steve Emery’s daughter was also awarded a scholarship and will be attending Stonehill College this fall.

We congratulate these outstanding students and their families on this remarkable achievement. We wish them continued success as they begin this exciting new chapter.

Chief Hanrahan is pleased to announce the promotions of Kenneth Swift to Captain, Mark Lewis to Lieutenant, and Joseph Farrar to Sergeant, effective Thursday, June 11, 2026.

Captain Kenneth Swift is a 24-year veteran of the department. He served as a patrol officer for 14 years before being promoted to Sergeant, where he spent five years as the Sergeant Detective Prosecutor and three years as the Sergeant Detective. He was then promoted to Lieutenant and served as the Lieutenant Detective for the past two years. As Captain, he will oversee the Patrol Division.

Lieutenant Mark Lewis is a 20-year veteran of the department. He served as a night-shift patrol officer for five years before moving to the Detective Division, where he worked for 10 years. Promoted to Sergeant in 2022, he has served as both the Night Shift and Day Shift Patrol Supervisor. For the past two years, he has served as the Sergeant Detective. Lieutenant Lewis will serve as the Night Shift Lieutenant.

Sergeant Joseph Farrar was appointed as a patrol officer in 2022. He served on the night shift for three years before moving to the day shift, where he has continued serving as a patrol officer. In addition to his patrol responsibilities, Sergeant Farrar has served as a background investigator and field training officer for the department. He will now serve as the C Platoon Sergeant on the night shift.

With a heavy heart, we announce the passing of active-duty Sergeant James Quigley. Jim left us earlier today after a long and courageous battle with cancer. Throughout his battle, Jim continued to serve our community with commitment and selflessness.

Jim joined the Dedham Police Department on August 31, 2015. After 2+ years assigned to uniformed patrol, Jim’s demonstrated skills earned him the opportunity to serve as a detective. Jim spent several years conducting drawn out investigations which require advanced training and knowledge. On August 22, 2022, Jim was promoted to Police Sergeant where he represented the Dedham Police Department at the Dedham District Court. In this role, Jim worked with the Norfolk County District Attorney’s Office and court personnel as cases made their way through the court system. He proudly served as an advocate for domestic violence victims while leading the effort to develop a program for law enforcement officers to support victims.

Jim was a man of great character, integrity and intelligence. As a quiet leader within the Dedham Police Department, he led through the quality of his work and integrity. Jim was proud to serve our community and of his family’s past police service. Even more so, Jim was immeasurably proud of and devoted to his family. We ask you to remember Jim’s family at this incredibly difficult time.

Join us for our final meeting of the summer with our brothers and sisters from the Boston Police Emerald Society! ☘️

Food will be served, merchandise from both organizations will be available, and members will have the opportunity to renew their memberships. Bring a friend and introduce a potential new member!

We will also be presenting the recipients of the National Conference of Law Enforcement Emerald Societies (NCLEES) Scholarship Awards. These scholarships are awarded annually to children and grandchildren of members in good standing who are enrolled as full-time college students. Applications are submitted each March and reviewed through the NCLEES scholarship process.

This year, out of approximately 20 applicants from Emerald Societies across the country, all four scholarship recipients are from Massachusetts! 🇺🇸🙏🏼

To make it even more special:

* Three scholarships were awarded to children of IAPOA members.
* One scholarship was awarded to a child of a Boston Police Emerald Society member.

We look forward to recognizing these outstanding students and celebrating their achievements with our Emerald Society family. ☘️🇮🇪🇺🇸

Chicago Man Pleads Guilty to Sexually Exploiting Minor in Brookline

This investigation originated in Brookline where BPD Detective Oliveira and Detective Sergeant Molloy, with additional assistance from Detective Kajita, identified a suspect who was communicating with a Brookline juvenile victim. He was later arrested in Chicago, IL.

Joshua Rogers, 31, of Chicago, pleaded guilty to one count of sexual exploitation of children. U.S. District Court Judge Richard G. Stearns scheduled sentencing for Sept. 29, 2026.

According to the charging documents, in July 2025, BPD detectives were notified of an individual purporting to be a 17-year-old boy named ‘John’ –later identified as Rogers – engaging in sexually explicit communications with a 14-year-old female minor victim on Snapchat. A review of cell phone data revealed numerous communications from Rogers in which he coerced the minor to engage in sexually explicit acts – many of which he demanded be documented by photo or video. In his communications, Rogers also discussed kidnapping the minor or the minor running away.

The charge of sexual exploitation of minors (and attempt and conspiracy) provides for a sentence of no less than 15 years and up to 30 years in prison, at least five years and up to a lifetime of supervised release and a fine of up to $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

The continued collaboration between local and federal law enforcement agencies remains a valuable effort in identifying potential predators and safeguarding our most vulnerable members.
