On Wednesday, December 10, 2025 a joint investigation was conducted by the Pennsylvania State Police, Pennsylvania Attorney General Office, Tyrone Police Department, and the Bellwood Police Department into the involvement of Quida Mertens (54) and his significant other Toya Kennedy (32) both of Altoona, Pa formerly of Newark, NJ.

Agents/Troopers conducted the months long investigation into Mertens traveling from the Blair County Area to Newark, NJ to obtain large quantities of co***ne. On this date agents/troopers received information that Mertens had departed Blair County and was enroute to Newark, NJ. Agents and Troopers were able to confirm this information to be corrected and began conducting surveillance on I-80 west bound and I-99 south bound.

A trooper from the Pennsylvania State Police Vice Unit observed the vehicle traveling west on I-80 and was able to confirm the Pennsylvania Registration of the vehicle which was registered to Kennedy. The vehicle was then followed until vice units were able to direct the Pennsylvania State Police IRT Patrol Units to the vehicle to conduct an interdiction stop on the vehicle which took place on I-99 in Northern Blair County.

Upon troopers conducting a traffic stop they made contact with Mertens, a passenger and Kennedy the driver, along with a small child in the back seat of the vehicle. Troopers interviewed Mertens at which time he advised that they were on their way back from a dentist appointment for their child and Kennedy advised that they were eating in Bellefonte, Pa. Troopers then requested the assistance of a K9 who was in the area to conduct an open-air sniff of the vehicle.

Upon the K-9 being deployed on the vehicle the K-9 alerted on the vehicle indicating the odor of a controlled substances. Troopers immediately detained Mertens and Kennedy and placed them in a Pennsylvania State Police vehicle and they were transported to the Pennsylvania State Police Barracks in Hollidaysburg. A tow truck was then requested to impound the vehicle, while waiting for the tow truck arrangements were made with a grandparent to respond to the scene to take custody of the small child.

The vehicle was towed and placed in a secure garage under video surveillance while a search warrant was compiled. The search warrant was approved by the Blair County District Attorney Office and granted by the on-call Magisterial District Justice Matthew Dunio.

The search warrant was then executed on the vehicle and upon ex*****on officers located in the trunk of the vehicle a plastic bag containing two (2) pounds of co***ne and Christmas lights. The two (2) pounds of co***ne is valued at approximately $90,700 when broken down and sold in gram weights.

Agents/Troopers were aware that Mertens was currently released on bail from a February 2025 case where a search warrant was executed and multiple pounds of co***ne and crack co***ne was seized from Mertens possession.

Agents and Troopers compiled a criminal complaint and charged Mertens and Kennedy with multiple Title 35 Violations. Kennedy and Mertens are currently at the Blair County Prison awaiting arraignment.
