Logan County Metropolitan Housing Authority was established in 1982. The mission of the agency is to provide affordable, decent, safe and sanitary housing through the maintenance of its existing housing units, as well as the expansion of the housing stock via the application process for available funds. Logan MHA expects the cooperation from its residents in maintaining a clean and healthy living

environment, free from discrimination that enables its residents to live responsibly and with dignity. Logan MHA supports, pursues, and promotes opportunities to assist its residents in their efforts to achieve self-sufficiency. Logan MHA owns and administers a Public Housing Program consisting of 100 three- and four-bedroom single family and duplex homes that are located on scattered sites in Bellefontaine, DeGraff, and Quincy. Logan MHA also administers 296 vouchers in the Housing Choice Voucher Program. This program assists income eligible families with their rent on the open market. Logan MHA proves assistance to residents of Logan and the surrounding counties of Champaign, Union, Hardin, and Auglaize. Current waiting list preferences include US veteran status and living or working in Logan County. Logan MHA does not have emergency or immediate voucher assistance available at this time.

Application Information

The Logan County Metropolitan Housing Authority is now accepting applications on-line for its Public Housing and Housing Choice Voucher programs. Applications must be submitted on-line at: www.waitlistcheck.com/OH1437

Any and all income-eligible households may submit an application for one or both of the Housing Authority’s assistance programs. Program descriptions are as follows:

1. Public Housing – 3 and 4 bedroom single family homes and duplexes, located on scattered sites throughout Bellefontaine, DeGraff and Quincy.

2. Housing Choice Voucher (Section 8) – Provides tenant based assistance in the form of a voucher, for rental units chosen by the tenant in the private market.

Acceptance and/or assistance is based on income verification, eligibility requirements, and preference factors. Maximum income levels, for Logan County residents, based on family size are as follows:

Based on 2016 HUD Income Limits for Logan County, OH (50% AMI)

You may apply using any computer with internet access. Someone else may apply for you if you need help using a computer. The Logan County District Library and Logan County Job and Family Services both have computers available for public use.

The on-line application has a language translation option for non-English speaking applicants.

You will need the following information to complete the application:

1. For all household members:
a. Full Name
b. Social Security Number
c. Date of Birth
2. Legal and or Mailing address
3. Telephone Number, if any
4. E-mail address, if any
5. Gross income by source
6. Cash value of assets owned by all family members (bank account, real estate, etc.)
7. Income received from any assets (Interest, dividends, etc.)
8. Name, address and phone number of additional contact person or agency, if desired
After you have successfully applied, you will receive an email receipt with a confirmation number and instructions for checking your application status on-line at: https://www.hmsforweb.com/owl/login.php

Processing can take up to 2-4 weeks after application. Once your application has been processed by the Housing Authority, you will receive notification by US mail on your approval/disapproval. If approved, you will be placed on the Waiting List. The Logan County Metropolitan Housing Authority does not offer emergency assistance.

The Logan County Metropolitan Housing Authority has an opening for the following part time position with a competitive salary and full time potential:
Housing Quality Standards Inspector/ Resident Opportunity Specialist: Entry level position for HUD subsidized rental housing programs; Responsible for the Housing Quality Standard (HQS) mandatory home inspections of the open market rental units utilized in the Section 8 Housing Choice Voucher Program. As Resident Opportunity Specialist, provides case management to Family Self Sufficiency (FSS) Program participants to enable them to become financially self-sufficient through community resources and education.
QUALIFICATIONS: Have a minimum of an Associate’s degree (or 2 years of college-level coursework) from an accredited institution in Social Work, Sociology, Psychology or related area of study preferred plus 1-3 years related work experience. Valid Ohio driver's license; Have proficiency in Microsoft Office applications; Able to communicate clearly and precisely, both orally and in writing;

WANTED: LANDLORDS
to help us to provide safe, decent, affordable housing:

Any Landlords can participate in our open market Section 8 Housing Choice Voucher Program. Call our office today to have a Landlord Outreach Handbook sent to you. 937-599-1845

Landlords use the same lease for Section 8 as you do for any other tenants. The unit will need to pass an initial inspection and an annual inspection for the tenant to remain on our rental assistance program. This protects both the tenant and the Landlord.

Landlords who work with the Section 8 program are guaranteed timely paid rent. An added bonus of working with Section 8 is that if the tenant is court evicted or is court ordered to repay you back rent or damages, that debt will follow the tenant via the HUD database for tenant terminations and debts owed. The tenant will not be permitted to receive federal rental assistance for five years in the county, outside the county OR outside the state until that debt is paid to you.

FAQ:

Q. How are tenants selected for participation in the Housing Choice Voucher Program?

A. The tenants apply for rental assistance with the Logan Metropolitan Housing Authority when applications are being accepted. The names of each applicant are placed on a “waiting list.” It is a first come/first serve process. The applicant is income eligible with a criminal history check completed to verify that there are no felonious crimes committed within the past five years.

When pulled from the list of applicants, the applicant first attends an initial interview when all information on the application is verified and documented. Next is a briefing session. The briefing session will explain the Housing Choice Voucher program rules and regulations. The tenants are advised on the proper procedure in finding housing with regards to the bedroom size allocated to them based on family size. The applicant receives a Housing Choice Voucher that allows the applicant to begin their search for housing.

Logan MHA offers HUD rental assistance to income eligible singles and families. Our Waiting List is open. We do have local preferences for those that are US Veterans and those who live or work in Logan County. We do not offer emergency assistance. In 2016, our waiting list is currently around 2-6 months for Public Housing and 6-12 months for Housing Choice Voucher.

Rental Assistance Programs Offered

1. Low-Rent Public Housing (PH)
This scattered site development program consists of 3 and 4 bedroom single family and duplex homes owned by Logan MHA and located in Bellefontaine, DeGraff, and Quincy. Families must need a 3 or 4 bedroom unit to qualify.

2. Housing Choice Voucher (HCV)
Also known as Section 8 (S8), this program assists income eligible families with their rental costs on the open market. The Logan MHA office serves singles and families on the HCV Program in Logan, Union, Hardin, Champaign, and Auglaize Counties in Ohio.

3. Supportive Housing
Logan MHA’s Supportive Housing Program consists of 12 units (eight 1-bedroom and four 2-bedroom units) in Bellefontaine and is restricted to income-eligible singles and families who are elderly or disabled.
