On Thursday, May 28, 2026, at approximately 2:18 a.m., officers with the Beaverton Police Department responded to multiple reports of gunfire at the Monte Vista Apartments located at 14848 SW Scholls Ferry Road, Beaverton, Oregon.

Multiple callers reported hearing gunshots in rapid succession outside one of the apartment buildings.

Additional callers advised a gray sedan was seen leaving the area immediately after the shooting.

Responding officers located shell casings in the parking lot and discovered a nearby vehicle had been struck by gunfire.

At the time of the shooting two adult males were seated in the targeted vehicle. Neither of the men were hit by the gunfire and no injuries were reported.

During the investigation, officers identified the suspect as Karl Armstrong Jr., 51, of Beaverton. Officers located Armstrong a short distance from the scene and took him into custody without incident. Investigators later recovered a firearm believed to be used in the incident.

Investigators believe the shooting stemmed from an ongoing dispute involving individuals connected to the apartment complex.

Armstrong was lodged at the Washington County Jail on charges of Attempted Murder, Attempted Assault 1, Felon in Possession of a Firearm, and Unlawful Use of a Weapon.

Anyone with information related to this case is asked to contact the Beaverton Police Department at 503-526-2280 and reference case number 26-1480086.

Beaverton Police Investigate Fraud Attempt Involving Counterfeit Rolex Watches

On April 29, 2026, at approximately 2:35 p.m., Beaverton Police officers responded to a report of a fraud in progress at Capital Pawn, located in the 12000 block of SW Canyon Road.

Officers were advised that individuals were attempting to sell a counterfeit Rolex watch to the business. Employees reported the same suspects had successfully sold a fake Rolex to a similar business in Portland the previous day.

The investigation determined the suspects were involved in an ongoing scheme targeting pawn shops and similar businesses by attempting to sell counterfeit high-end watches as authentic items.

Arrested and charged in this case are 23-year-old Destiny Villalpando of Moreno Valley, California; 21-year-old Christopher Rosales of Los Angeles, California; and 23-year-old Isaac R. Hernandez of Chino, California.

All three were taken into custody on fraud-related charges and transported to the Beaverton Police Department. Charges are being referred to the Washington County District Attorney’s Office.

Investigators seized $20,373 from the suspects in this case. The money is believed to be proceeds from the fraudulent activity.

This remains an active investigation. Detectives are working to determine whether additional businesses in the region may have been targeted or victimized.

Anyone with information related to this case, or who believes they may have been a victim of a similar fraud, is encouraged to contact the Beaverton Police Department.

Youth Services Officer, Officer Lutu (pictured right) recently learned of a student in need at one of his schools. This particular student has a comfort dog to assist her. Her living situation wouldn’t allow her to keep the comfort dog without an appropriate kennel. She feared she was going to have to get rid of her best canine friend.

Knowing the student well, and that the comfort dog helps support her and keep her in school, Officer Lutu began looking to find her the perfect kennel.

Officer Lutu, who happens to be a former BPD K9 Handler, reached out to David Wright (pictured left) one of the owners of Blackwood Canine in Scappoose, Oregon. David and Officer Lutu spoke about the student and her situation. David and Blackwood Canine graciously donated a kennel to this student and her family allowing her to keep her comfort dog.

The Beaverton Police Department would like to thank David and Blackwood Canine for donating this kennel and helping Officer Lutu with the students he serves every day.

I am not afraid. I was born to do this.

Youth Services Officer, Officer Haugen has been volunteering as the Women’s Lacrosse Chaplain at Jesuit for several years and wanted to do something meaningful for all female athletes at Jesuit.

Officer Haugen began working on a project with the school to honor and encourage athletes. This led to lessons about Joan of Arc and her accomplishments.

Working with his connections, Officer Haugen was able to speak with a Jesuit priest from France and the hometown of Joan of Arc. On a recent trip to the United States, the priest was able to bring soil from the garden of the birthplace of Saint Joan of Arc in Domremy-La-Pucelle, France to Portland.

Officer Haugen worked with Jesuit High Students in the art and robotics departments to have a modern image and plaque representing Joan of Arc created.

The plaque reads: “I am not afraid. I was born to do this.” -Saint Joan of Arc.

On April 23rd, the plaque was unveiled and dedicated by Father Jack Krause to the female athletes of Jesuit High School and will eventually be mounted in the women’s locker room.

To Officer Haugen, and to all of our Youth Services Officers, thank you for what you do in our community every day.

Media Release: Drone as First Responder Program Testing in Washington County

On Friday, February 20, 2026, the Washington County Sheriff’s Office will begin a trial using the Drone as First Responder (DFR) program. DFR uses cutting-edge technology to quickly gather information and relay it to responding patrol deputies via a dedicated control station.

A designated pilot in command (PIC) can remotely control the Skydio X10 drones used as DFRs. Each PIC holds a Federal Aviation Administration (FAA) license, and Skydio trained each pilot in the specific use of the X10 drone.

To better support call volume, the Skydio X10 drones’ secure charging bases (docks) will be based in Aloha. During the trial period, DFR may be seen in the Aloha area, recognizable by their red and blue emergency lights, and operate at a lower elevation of about 200 ft or less due to FAA regulations. A PIC can deploy a DFR to police calls where exigency necessitates a quick response.

PICs strictly adhere to the Oregon Revised Statutes when deploying drones as a valuable tool for gathering evidence. Current Sheriff’s Office policy and procedures guide the drone pilots in the deployment of drones in the field and through DFR.

The privacy of our community members is paramount, and drones cannot be used to establish probable cause or reasonable suspicion of a crime, even if that crime was committed in view of the pilot during a training flight.

Sheriff Caprice Massey expressed her deep appreciation for the program and its impact on public safety - “In 2025 alone, our interagency drone team deployed nearly 650 times. That means 650 moments when we were able to assess danger more quickly, provide real-time information to deputies, and protect both our community members and first responders. Programs like Drone as First Responder allow us to see more, know more, and respond smarter — ultimately saving time, resources, and potentially lives. We will continue leveraging technology to meet the growing demand for service in innovative and responsible ways.”

Following the trial period, Sheriff’s Office leadership will conduct a comprehensive review of deployment data, response times, and operational outcomes to evaluate the program’s effectiveness. Based on those findings, the agency will determine whether to expand coverage to additional areas of the County through a longer-term partnership with Skydio. Additional information will be shared after the evaluation is complete.

Thank you for supporting the Washington County Sheriff's Office and for our continued efforts to make our community safer.
