📋 Consent Agenda:
• Items on the Consent Agenda are typically operational items related to City business and may all be passed together with one Council vote unless further discussion is needed. These are the items Council will consider on this meeting's Consent Agenda:
✔️ Automotive Batteries Contract
• Consider awarding a contract to NAPA of Beaumont for automotive batteries at an estimated annual cost of ~$88K, a 17.84% increase from the current contract.
✔️ FTA Grant Application for Zip Transit
• Consider authorizing submission of a $4.3M grant application to the Federal Transit Administration to improve Zip transit facilities and services, including reroofing transit headquarters, replacing rolling stock, and improving bus stops. The grant requires a local match of ~$951K, which the City intends to offset using Transportation Development Credits.
✔️ Police Community Advisory Committee Appointment
• Consider appointing Stephen "Doc" Watson to fill an unexpired term on the Police Department Community Advisory Committee.
✔️ CVB Funding for 2027 TTCC
• Consider authorizing the Convention and Visitors Bureau to apply for and accept ~$18K in grant funding to provide shuttle transportation for the 2027 Texas Travel Counselors Conference.
📋 Regular Agenda:
✔️ Adopt FY2027 Budget and Master Fee Schedule
• Consider adopting the City's Fiscal Year 2027 Budget, including the Master Fee Schedule, following today's public hearing. The proposed budget reflects a tax rate of $0.68293, slightly lower than previously proposed.
✔️ Ratify Property Tax Increase in FY2027 Budget
• Consider ratifying the property tax revenue increase reflected in the FY2027 Budget, which is expected to generate ~$1.3M more in property tax revenue than FY2026, as required by state law.
✔️ Adopt FY2027 Capital Program
• Consider adopting the City's Fiscal Year 2027 Capital Program following a public hearing.
✔️ Highway 124 Water Main Project Closeout
• Consider executing Change Order No. 3, accepting maintenance, and authorizing final payment to SETEX Construction Corp. for the Highway 124 12-Inch Water Main Replacement Project, bringing the final contract amount to ~$306K.
✔️ Sanitary Sewer Evaluation Phase V Closeout
• Consider executing Change Order No. 3, accepting maintenance, and authorizing final payment to Pro-Pipe Inc. for the Sanitary Sewer Evaluation Work Order Contract - Phase V, resulting in a final contract amount of ~$623K.
✔️ Athletic Complex Parking Lot Rehabilitation Closeout
• Consider accepting maintenance and authorizing final payment of ~$82K to Elite Contractors for the rehabilitation of parking lots and Engelbrecht Drive at the Athletic Complex.
✔️ Emergency Sewer Trunk Line Repair
• Consider approving an emergency contract with King Solution Services for ~$230K to repair a collapsed 60-inch sanitary sewer interceptor at the Wastewater Treatment Plant. The collapse threatened wastewater conveyance and plant operations, requiring immediate action to prevent service disruptions.
✔️ Reduce Mayor and Council Compensation to Zero
• Consider an ordinance reducing total compensation for the Mayor and City Council to zero.
✔️ Bulldog Roll-Off Dumpsters Franchise Agreement
• Consider granting a new solid waste franchise agreement to Bulldog Roll-Off Dumpsters, LLC, a locally owned company specializing in container rentals for residential and commercial cleanouts.
✔️ Water Utility Easement Abandonment – 1850 W. Commerce Parkway
• Consider abandoning a portion of a water utility easement at 1850 W. Commerce Parkway to allow for a parking lot expansion after a water meter is relocated.
✔️ Specific Use Permit – Community Garden near Irving Avenue
• Consider approving a Specific Use Permit to allow a community garden and associated educational and neighborhood activities on city-owned lots south of 2060 Irving Avenue.
✔️ Specific Use Permit – Washateria at 3505 Pine Street
• Consider approving a Specific Use Permit to allow a washateria, including a self-service laundromat and drop-off wash and fold service, at 3505 Pine Street. The proposed use would occupy a vacant commercial building that has been empty for approximately ten years.
