Mutual Aid: Village of Fishkill FD and the Castle Point FD to the scene. Rombout FD and Glenham FD stood by at Beacon Fire Station 2. The Beacon Volunteer Ambulance, Philipstown Ambulance, City of Beacon PD, Dutchess County cars 13/17, and Central Hudson assisted at the scene. During the Hudson Ave. the fire Rombout FD and Glenham FD responded to a smoke detector activation alarm at 424 Main Street.

Incident Summary: The City of Beacon Fire Department received a report of a house fire at 9:09. The first arriving engine company reported smoke and flames showing from the right side of a 2-story duplex. The occupant had safely exited the house with 1st degree minor burns. A second alarm was request per BFD car 2. The second floor was charged with smoke with the main fire in the second-floor front bedroom. City of Beacon firefighters made entry through the front door with a hose line up a flight of stairs to the bedroom. The main body of fire was quickly knocked down. A second hose line was stretched for back up. Searches, ventilation, and checking for fire extension were conducted by beacon and Fishkill firefighters. Fire damage was confined to the second floor with no extension into the attic or the neighboring attached duplex unit. The quick interior fire attack and one of the bedroom doors being closed assisted in keeping the fire from spreading throughout the second floor. The unit sustained smoke damage throughout. Central Hudson crews disconnected service to the one duplex. The occupant was transported by BVAC to St. Luke’s ER. Two City of Beacon firefighters received minor injuries and were treated and released from St. Luke’s ER.

Fire Cause: Under investigation at this time by the Beacon Police Department.

INVITATION TO BID AND NOTICE TO BIDDERS

The City of Beacon (the “City”) is hereby inviting submission of sealed bids for the purchase of surplus fire department apparatus (“Apparatus”) per this Invitation to Bid 2021-009.

Bidders must submit bids in sealed envelope by mail, overnight delivery, or hand delivery using the attached Bid Return Form. Bidders must print on the face of the mailing envelope the name and address of the bidder and the bid number.

The Apparatus is being offered for sale in “As Is” conditions, and the City makes no warranty or guarantee of the condition of the apparatus. The Apparatus specifications and photos follow this page. Bidders should confirm all information. The City reserves the right to refuse any and all bids if they are deemed to be not in interest of the City. The successful bidder must submit payment in full within ten (10) days of bid acceptance and is responsible for picking up and transporting the Apparatus from its location in the City of Beacon within thirty (30) days of bid acceptance.

The City of Beacon Fire Department operates this Apparatus primarily for specialized incidents and not as a front-line vehicle, which is why the Apparatus has low mileage. The Apparatus has been well maintained and is in excellent condition. The Apparatus is being declared surplus and sold because the Beacon Fire Department is replacing it with a rescue vehicle/pumper. The Apparatus comes will original manuals.

Prospective bidders may submit questions to the City by September 17, 2021, and may schedule an inspection of the Apparatus through the Contract Person.

City of Beacon Fire Department EMS Life Saving Award

The City of Beacon and the City of Beacon Fire Department recognize Career Firefighters Dave Brewer and Eric Jensen for their life saving actions on June 5, 2020.

At 11:38 p.m. on June 5, 2020, the Beacon Fire Department was dispatched for a call of an unresponsive male. Cardiopulmonary Resuscitation (CPR) instructions were being given to family members by the Dutchess County 911 Dispatcher. Beacon Fire Department Engine 33-11 and Ladder 33-45 responded to the scene. Upon arrival, the patient was found on the second floor, unresponsive and with no pulse. An occupant of the same address was performing chest compressions. Firefighter Jensen was first on the scene and performed an assessment. Firefighters Jensen and Brewer took over CPR, inserted an airway and used a bag mask ventilator with oxygen. They continued CPR and shocked the patient three times with an automated external defibrillator (AED). The patient was then transported to Montefiore Saint Luke’s Hospital Emergency Room.

Firefighters Brewer and Jensen displayed professionalism, and exercised their EMS skills at an intense emergency situation. The patient survived his cardiac arrest and was released from the hospital 21 days later. The actions of these two City of Beacon Firefighters on June 5, 2020 qualify them for the EMS Life Saving Award.

On 7-7-21 the BFD responded to assist in the removal of an injured contractor. The contractor was on the 3rd floor of a construction site. The patient accidently discharged a phonematic nail gun into his knee. 33-45 was utilized for a safe removal.

The occupant and a family dog had safely exited the house. A second alarm was request per first arriving apparatus. The entire house was charged with smoke with the main fire in a rear basement bedroom Three City of Beacon firefighters made entry through the front door with a hose line to the basement. The main body of fire was quickly knocked down. A second hose line was stretched to the rear of the house. Searches and checking for fire extension were conducted by the Fishkill and Rombout firefighters. Fire damage was confined to the basement bedroom and rear exterior walls of the house. The quick interior fire attack and the bedroom door being closed assisted in keeping the fire from spreading throughout the house. The sustained smoke damage throughout. The Red Cross provided lodging and assistance or the occupants. No injuries reported.

Mutual Aid: Village of Fishkill FD, and Rombout FD, and the Castle Point FD to the scene. East Fishkill FD and Glenham FD stood by at Beacon Fire Station 2. The Beacon Volunteer Ambulance, Mobile Life Support, City of Beacon PD, County Sheriff K-9 unit, Dutchess County Fire Investigation Team, Dutchess County cars 13/17, the Red Cross, and Central Hudson assisted at the scene.
