The contractor, Astech Corporation, has been delayed at a current project and now plans to start mirco surfacing on Sunday, September 13th and be completed by Tuesday, September 15th, depending on weather conditions. Existing traffic markings will be removed, followed by placing a scratch course to fill in existing cracks and minor rutting, and then a final surface course will be placed. ASTECH is planning to complete these streets overnight on September 13th, 14th, and 15th working from 6:00 p.m. to 6:00 a.m.

September 10th-14th approximately 5.2 miles of street will be micro surfaced. Streets to be micro surfaced are Baxter Drive north of TH 210, Conservation Drive, Fairview Road from Conservation Drive to Baxter Drive, Excelsior Road from Inglewood Drive to roundabout at Edgewood Drive and east of Cypress Drive roundabout east to the city limit, Edgewood Drive from Excelsior Road to Woida Road, Dellwood Drive from Design Road to 400 feet north of Woida Road and Whispering Woods Lane to Wise Road (CSAH 49).

Existing traffic markings will be removed, followed by placing a scratch course to fill in existing cracks and minor rutting, and then a final surface course will be placed. ASTECH is planning to complete these streets overnight on September 10th, 11th, and 14th working from 6:00 p.m. to 6:00 a.m.

The Contractor will then install new pavement markings on the micro surface streets two weeks following completion
The streets will remain open to local traffic throughout the project.

Starting on Monday, August 17, 2026, at 9:00 pm, Edgewood Drive will be closed to through traffic. Access to local businesses will remain open along Edgewood Drive and can be accessed from Clearwater Road.

A closure to through traffic can be anticipated for Edgewood Drive between Design Road and Clearwater Road until Tuesday, August 18th at 8:00 am.

Beginning on Monday, August 17th, construction activities will start on Joneswood Circle, Joneswood Drive, Joshua Tree Circle, Joshua Tree Drive, Knotty Pine Drive (north of Marble Road), Marble Road (west of Jasperwood Drive), Cherrywood Drive (south of Excelsior Road), Timberlane Drive, Park Street and Woodland Drive.

The roads will remain open to local traffic only, with periodic closure for specific construction activities. Construction activities are anticipated for the next 10 weeks.

The Public Works Department will be flushing water mains in various sections of Baxter.

Flushing will begin on Tuesday, September 8th through Friday, November 6th during the hours of 7:30a.m. to 3:00p.m.

On rare occasions customers may notice some discoloration of their water. If this occurs, run your water for a few minutes until it clears up. If you have any questions or concerns, please contact the Public Works Department at (218) 454-5135.

Clearwater Road will be closed between Memorywood Drive and Welton Road beginning July 28th to thru traffic. A detour route will be signed along Memorywood Drive, Cedar Scenic Road and Oakwood Drive.

Local access will be provided to residents along Clearwater Road, and for emergency services.

Over the next three weeks the city will be crack sealing various streets. Biodegradable tissue paper is placed over the crack sealant so the streets can remain open to traffic. The tissue paper allows vehicles to drive over the crack sealant without sticking to tires while it hardens. Should you have any concerns, please contact public works at 218-454-5135.

Traffic Impacts at the intersection of Welton Road and Clearwater Road near Whipple Beach:

Welton Road will be closed and barricaded off near the intersection of Clearwater Road. A temporary gravel road will be utilized as a detour for Welton Road, beginning Monday, July 20th. This roadway is proposed to be used as an access route to Welton Road until approximately mid-August.

Trail Closure Notice:

Due to roadway and utility construction near the intersection of Clearwater Road and Welton Road, the trail within Whipple Beach (near Welton Road) will be closed beginning Wednesday, July 15. The trail is expected to remain closed for several months as work continues in this area and along Clearwater Road.

A map is shown for reference. Additional trail closures may occur over the course of the next few weeks as a result of construction in the area.

Please exercise caution while travelling, biking, or walking near the construction zone.
