The preliminary conceptional drawings for the Battle Creek Park Master Plan have arrived in Battle Creek.

At the request of those who may have been unable to attend (and some of those who did attend) the Open House on April 23rd, at the Community Clubhouse, some of the preliminary drawings have been copied and delivered to the Battle Creek City Office for anyone who may be interested in viewing and commenting on. These drawings will be on view in the City Council Chambers, 102 S. 2nd Street, during normal business hours.

Comments relating to likes, dislikes or any other suggestions can be left with city staff to be forwarded to the consulting firm of Olsson Associates for possible inclusion in the Final Conceptual Master Plan. Community input is a critical part of shaping a park that reflects local needs and priorities.

In Spring 2025, the City of Battle Creek was awarded a Civic and Community Center Financing Fund (CCCFF) Grant from the Nebraska Department of Economic Development. With assistance from the Northeast Nebraska Economic Development District (NENEDD), the City applied for funds to develop a master plan for the City park, which is an eligible project for CCCFF funding. The City of Battle Creek, along with NENEDD, will ensure strict compliance with all rules and regulations outlined in Nebraska regulations regarding the CCCFF Grant. From the time of award, the city has two years to complete the Plan. We anticipate a final plan by late summer or early fall of 2026, well within the time frame of the CCCFF Grant rules.

The $30,000 CCCFF Planning Grant project (50% grant / 50% City match) is being used for professional planning services through Olsson, including site evaluation, concept development, and public engagement.

The CCCFF program also has a construction grant program. That is separate from the planning grant. Once a plan is developed and the community determines which projects to move forward, the City of Battle Creek can apply for the CCCFF construction grant.

ROAD WORK TO BEGIN SOON

Street repairs to East Main Street from Boyer Street (4-Way Stop Signs) east to the dead end at 547th Avenue will be starting soon. Contractors hired by the City of Battle Creek and Madison County will soon be milling, stabilizing and resurfacing East Main Street similar to the repair performed earlier to McAllister Street/840th Road between Highway 121 (4th Street) and 547th Avenue.
During these repairs, street/road closures may be experienced. Please be patient and/or avoid this roadway while repairs are being performed. Once the work is completed, we should have a much smoother entrance into the community from the east.

City Council Proceedings
April 13, 2026

The regular meeting of the Mayor and City Council for the City of Battle Creek, Nebraska was held at the City of Battle Creek Council Chambers at 7:00 p.m. on March 9, 2026. Present for this meeting were Mayor Heath J. Mettler as well as Council members John C. Bomar, Tammi D. Barry and Eric E. Kraft. Council member John E. Hrabanek was absent from this meeting.

Mayor Mettler stated that a copy of the open meetings law was displayed on the south wall of the Council Chambers in compliance with the law and available for the public to see.

The Pledge of Allegiance was recited by all present.

Mayor Mettler officially opened the Public Hearing concerning an application from Jeff Meinke for a Conditional Use Permit to construct a garage over 1000 square feet on property described as Highlawn Addition Lats 6-9 Block 1, City of Battle Creek, Madison County Nebraska, at 7:01 p.m. The property is located at 304 West Park Street. The Public Hearing was closed at 7:05 p.m.

The Council voted to approve passage of RESOLUTION NO. 2026-003R: A RESOLUTION GRANTING A SPECIAL USE PERMIT FOR CERTAIN LAND LOCATED WITHIN THE ZONING JURISDICTION OF THE CITY OF BATTLE CREEK, NEBRASKA, UNDER AUTHORITY GRANTED BY SECITON 18-1306 OF THE REVISED STATURES OF THE STATE OF NEBRASKA.

The following Consent Agenda items were approved: Minutes from the March 9, 2026, Regular Meeting, the Treasurer’s Report from March, 2026, Building Permit Application for Mark Arduser, 108 West McAllister Street (Oversized Storage Garage) and Appointment of Rescue Personnel (Kaitlyn Pochop).

Mayor Mettler called for any comments or questions from the public. City Administrator Fleer introduced Katie Relitz, who had recently been hired to replace Tricia Wennekamp as the Deputy Clerk/Treasurer. No one else came forward with any questions, comments or concerns.
Departmental reports were heard and approved by the City Council.
The Council voted to authorize the residents at 107 East O’Neill Street (Tyler & Cassandra Bolling to remove the sidewalk adjacent to North Boyer Street from their property.
The Council heard an address from Mr. Russ Hamer, President of the Battle Creek Ball Association relating to the upcoming Baseball and Softball Seasons and voted to disburse the budgeted funds from the KENO Fund for assistance with said programs.
The Council voted to authorize the Fire and Rescue Department to place an order with Danko Emergency Equipment Company for a new ambulance.
The Council voted to direct City Administrator Fleer to establish a Sinking Fund for a replacement City Pumper for the Fire Department.
The Council voted to authorize the purchase of a Supervisory Control and Data Acquisition (SCADA) system for the Waste-Water Treatment Plant and Sewer System from Hydro Optimization and Automation (HOA) Solutions, Inc.
The Council voted to upgrade the SCADA System for the Water Distribution System.
The Council voted to approve passage of ORDINANCE NO. 2026-002: AN ORDINANCE OF THE CITY OF BATTLE CREEK, NEBRASKA TO AMEND SECTION 2-210 OF THE REVISED MUNICIPAL CODE OF THE CITY OF BATTLE CREEK TO PROVIDE FOR CITY COUNCIL APPROVAL OF ANY AND ALL PAY RATE ADJUSTMENTS FOR THE NURSING HOME ADMINISTRATOR AND DIRECTOR OF NERSING; TO REPEAL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; TO PROVIDE WHEN THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT; AND TO PROVIDE FOR THE PUBILCATION OF THIS ORDINANCE IN PAMPHLET FORM on First Reading.
The Council voted to approve the Nursing Home Board recommended pay increase of three percent for the Director of Nursing for the Community Pride Care Center.
Claims On File were approved for payment.
The Council voted to enter Closed Session to protect the reputation of concerned individuals while discussing delinquent Utility Accounts. The Closed Session was entered into at 8:12 p.m.
The Council voted to come out of Closed Session at 8:28 p.m.
The Council voted to direct City Administrator Fleer to write off the balances of the delinquent accounts that had been listed in the agenda packets.
The City Council meeting was adjourned at 8:29 o’clock, p.m.
