With profound sadness, we share the passing of our beloved colleague, Kathryn Muller.

Kathy had an exemplary career in public service, dedicating more than four decades to Steuben County and its residents. She began her work with Steuben County in 1979 at the former Health Care Facility. In 1986, she joined the Community Services Department as a Social Worker and, in 1990, became Assistant Director of Community Services. In 2000, she was appointed Commissioner of Social Services, a role she held with pride and passion until her passing.

For more than a quarter of a century, Kathy was responsible for managing the County’s largest and most complex department, providing critical services to people in need and ensuring the protection of both the young and the elderly.

She developed a remarkable team that continues to reflect the values she displayedβ€”compassion, strength, creativity, and integrity. Kathy was an expert in her field and provided guidance and support across the state, as evidenced by her appointment as President of the New York Public Welfare Association (NYPWA) in 2020.

Kathy was a wonderful and unique friend, coworker, mother, and grandmother. Our community will not be the same without her, yet we know she has left a truly enduring legacy.

Steuben County Recognizes World Elder Abuse Awareness Day with Free SilverShield Scam Prevention Enrollment Event

BATH, NY – June 15, 2026 – In recognition of World Elder Abuse Awareness Day, Steuben County partnered with SilverShield to host a free scam prevention enrollment event Monday morning at the Civil Defense Building in Bath, helping residents protect themselves and their loved ones from fraud, scams, and financial exploitation.

The event introduced community members to SilverShield, a free service funded through New York State Office for the Aging, that helps identify suspicious emails, text messages, phone calls, pop-ups, and other potential scams. The program provides users with immediate guidance and support, allowing individuals to verify whether a communication is legitimate before responding, clicking links, or sending money.

"Financial scams and fraud continue to target vulnerable populations, particularly older adults," said Steuben County officials. "Programs like SilverShield provide residents with an easy-to-use resource that can help prevent financial loss and give families peace of mind."

SilverShield operates as a 24/7 scam prevention resource. Users can simply forward suspicious emails, send screenshots of questionable messages, text descriptions of phone calls, or share other concerns directly with SilverShield for review. The service then evaluates the communication and provides step-by-step guidance on what actions, if any, should be taken.

The program assists with identifying a wide range of scams, including:
β€’ Phishing emails and text messages
β€’ Grandparent and family emergency scams
β€’ Romance and lottery scams
β€’ IRS and Medicare impersonation schemes
β€’ Fake password reset requests
β€’ Fraudulent pop-ups and online scams

World Elder Abuse Awareness Day, observed annually on June 15, raises awareness about the abuse, neglect, and financial exploitation of older adults while encouraging communities to take action to protect vulnerable populations.
