In light of the expected pause to the federal Supplemental Nutrition Assistance Program (SNAP) beginning November 1, 2025, please see below for more information on Tri-County Office on Aging (TCOA) resources to support older adults who may be struggling to access food.
Carry-Out Meals (COM) Program for Seniors
Purpose: To serve older adults who are economically or socially disadvantaged and may not qualify for Home-Delivered Meals (HDM) or who are unable or prefer not to attend congregate (group) dining sites and who are experiencing access issues to healthy nutritious food.
Carry-Out Meals are designed to provide seniors healthy, well balanced nutrition:
1. To older adults with an occasional need for carry-out meals.
2. To older adults with a regular need, based on an individualized assessment, with priority given to those in greatest economic and social need.
Eligibility Requirements
Eligible referrals must:
• Be 60 years of age or older and complete the required registration.
• Be the spouse (of any age) of an eligible participant.
• Be family members with disabilities who live permanently with the eligible older adult in a non-institutional setting.
• People with disabilities living in senior housing that provides congregate nutrition services.
• Complete the required registration.
Those eligible will receive clear instructions for how and when to pick up meals. The meal recipient may also designate a proxy person to pick up their meals if needed.

TCOA Congregate Senior Dining Sites
The Congregate Senior Dining program typically provides hot, well-balanced meals at multiple locations. Participants enjoy good company and wholesome food as well as educational and entertaining activities. Sites are located in Clinton, Eaton, and Ingham counties.
