PROMOTION AMNNOUCEMENT!
The City of Batavia Fire Department is pleased to announce the promotion of Lieutenant Gowanlock to Captain and Firefighter Christina Marinaccio to Lieutenant with the City of Batavia Fire Department. Both promotions will become effective on July 5, 2026, and the members will be formally sworn in during the Batavia City Council meeting on June 22, 2026.
These promotions reflect the department’s commitment to recognizing leadership, professional development, and dedication to serving the residents of the City of Batavia.
Captain Gowanlock
Captain Gowanlock joined the City of Batavia Fire Department in 2014 and has served the community with professionalism and dedication throughout his tenure. Prior to joining the department, he worked as a Paramedic, building a strong foundation in emergency medical services and public safety.
During his career with the City of Batavia Fire Department, Captain Gowanlock served as a firefighter on both the First and Second Platoons before being promoted to Lieutenant of the Third Platoon in 2022. He has earned a reputation as a knowledgeable and dependable leader who is committed to the safety of both the community and his fellow firefighters.
In addition to his emergency response duties, Captain Gowanlock has played a significant role in several critical department programs and initiatives. He has overseen the department's EMS Quality Assurance and Quality Improvement (QA/QI) program, managed station supply operations, and provided oversight of the department's Health and Safety Program. He has also assisted with the development and review of departmental policies and procedures and contributed to the department's social media and public information efforts.
Captain Gowanlock was also a major contributor to the development and implementation of the City of Batavia Fire Department's Peer Support Team. Recognizing the unique challenges faced by firefighters and emergency responders, he helped establish a program focused on providing support, resources, and assistance to members dealing with personal and professional stressors. His efforts have helped strengthen the department's commitment to firefighter wellness, mental health awareness, and peer-to-peer support.
Through these responsibilities and initiatives, Captain Gowanlock has demonstrated a commitment to organizational improvement, firefighter health and safety, and the delivery of high-quality service to the community. His leadership and dedication have helped strengthen department operations while preparing him for the increased responsibilities associated with the rank of Captain.
Captain Gowanlock has demonstrated a strong commitment to professional development, earning a bachelor’s degree in emergency management while serving with the department. He has also remained active in emergency medical services as a per diem Paramedic, further enhancing his knowledge and experience in emergency response.
Lieutenant Christina Marinaccio
Lieutenant Marinaccio began her career with the City of Batavia Fire Department in March 2013 and served as a firefighter on both the Second and Third Platoons. She has consistently demonstrated a commitment to professional development and operational excellence. Throughout her career, she has earned numerous state and national certifications, including Fire Investigator and Fire Instructor. She is also certified as an EMT, Building Safety Inspector, Youth Fire setter Intervention Specialist, and Technician in Swiftwater Rescue, Rope Rescue, Confined Space Rescue, and Hazardous Materials Response.
As a Municipal Fire Instructor, Lieutenant Marinaccio has played a significant role in the department's training program, delivering instruction in technical rescue disciplines, firefighter survival, and forcible entry techniques. Her expertise and dedication to training have helped strengthen the department's operational capabilities while ensuring members remain prepared to respond safely and effectively to a wide range of emergency incidents.
Beyond her technical expertise, Lieutenant Marinaccio has established herself as a respected mentor and leader within the organization. She has dedicated considerable time and effort to developing newer firefighters, sharing her knowledge and experience to help prepare the next generation of City of Batavia firefighters for success both on and off the emergency scene.

As they assume their new positions, Captain Gowanlock and Lieutenant Marinaccio will take on expanded leadership responsibilities involving personnel supervision, training, operational readiness, emergency response, and the continued development of department members.
