In addition to fire suppression, the Department also provides first responder EMT-Defibrillator services, hazardous materials response and several technical rescue services. At any hour of the day, City of Batavia firefighters can be found at the City's fire station cleaning and maintaining the City's investment in emergency apparatus, conducting training exercises, assisting citizens and/or visit

ors, performing preplans, conducting public education classes, commercial fire safety inspections and multi-dwelling inspections, or a number of other activities that enhance the public safety.

Several members of the City of Batavia Fire Department completed New York State Office of Fire Prevention and Control Surface Water Rescue training and certification over 2 days this week. Some of those skills were put to use during a multi-agency search operation on Java Lake 2 days later.

On Saturday, the City of Batavia Fire Department deployed Rescue 14, a chief officer and two members of the Water Rescue Team for the search.

During the operation, CBFD personnel:

• Provided a work platform for a search canine team operating on the water using our zodiac boat.

• Inserted and extracted Niagara Frontier Search and Rescue personnel to and from remote search areas inaccessible by vehicle.

• Conducted shoreline search operations by boat.

• Conducted open-water search operations by boat.

• Provided line tending support for dive teams.

• Filled and maintained SCUBA cylinders to sustain dive operations.

The terrain surrounding portions of the lake proved extremely challenging for ground operations, with access to several areas possible only by boat. Some members of Niagara Frontier Search and Rescue described it as among the most difficult search conditions they have ever encountered.

Operations of this magnitude are made possible through cooperation between numerous agencies and specialized resources. We were honored to assist alongside our regional partners and extend our condolences to the family and friends of Robert Fuller during this difficult time.

UPDATE 1900: Shelter in place has lifted and all City units have been returned.

202, R14 and S16 as a part of the Genesee County Emergency Services Unit are currently operating at this incident.

The Shelter in place remains in effect.

Update: Shelter-in-Place Advisory Lifted – Bergen

As of 5:30 p.m., the reported leak near 15 Church Street in Bergen has been stopped.

Emergency crews are working with the DEC and EPA to verify conditions through testing. At this time, all testing appears favorable.

The shelter-in-place advisory has been lifted.

Thank you to residents and businesses for their cooperation and to all emergency responders who assisted.

Emergency officials advise that the shelter-in-place advisory remains in effect within a 1/2-mile radius of 15 Church Street in Bergen.

Residents and businesses outside of the 1/2-mile radius may resume normal travel, but should continue to avoid the area around 15 Church Street.

Emergency crews remain on scene. More information will be shared as it becomes available.

A shelter-in-place advisory has been issued for the area around 15 Church Street in Bergen due to a reported hazardous materials leak.

Bergen Fire, the Genesee County Hazmat Team, and Mercy Medic 1 are responding.

Residents in the area should:

Stay indoors
Close all windows and doors
Turn off air conditioners and ventilation systems
Keep pets inside
Avoid the area and allow emergency crews to work

This advisory will remain in effect until emergency officials determine the area is safe.

PROMOTION AMNNOUCEMENT!

The City of Batavia Fire Department is pleased to announce the promotion of Lieutenant Gowanlock to Captain and Firefighter Christina Marinaccio to Lieutenant with the City of Batavia Fire Department. Both promotions will become effective on July 5, 2026, and the members will be formally sworn in during the Batavia City Council meeting on June 22, 2026.

These promotions reflect the department’s commitment to recognizing leadership, professional development, and dedication to serving the residents of the City of Batavia.

Captain Gowanlock

Captain Gowanlock joined the City of Batavia Fire Department in 2014 and has served the community with professionalism and dedication throughout his tenure. Prior to joining the department, he worked as a Paramedic, building a strong foundation in emergency medical services and public safety.

During his career with the City of Batavia Fire Department, Captain Gowanlock served as a firefighter on both the First and Second Platoons before being promoted to Lieutenant of the Third Platoon in 2022. He has earned a reputation as a knowledgeable and dependable leader who is committed to the safety of both the community and his fellow firefighters.

In addition to his emergency response duties, Captain Gowanlock has played a significant role in several critical department programs and initiatives. He has overseen the department's EMS Quality Assurance and Quality Improvement (QA/QI) program, managed station supply operations, and provided oversight of the department's Health and Safety Program. He has also assisted with the development and review of departmental policies and procedures and contributed to the department's social media and public information efforts.

Captain Gowanlock was also a major contributor to the development and implementation of the City of Batavia Fire Department's Peer Support Team. Recognizing the unique challenges faced by firefighters and emergency responders, he helped establish a program focused on providing support, resources, and assistance to members dealing with personal and professional stressors. His efforts have helped strengthen the department's commitment to firefighter wellness, mental health awareness, and peer-to-peer support.

Through these responsibilities and initiatives, Captain Gowanlock has demonstrated a commitment to organizational improvement, firefighter health and safety, and the delivery of high-quality service to the community. His leadership and dedication have helped strengthen department operations while preparing him for the increased responsibilities associated with the rank of Captain.
Captain Gowanlock has demonstrated a strong commitment to professional development, earning a bachelor’s degree in emergency management while serving with the department. He has also remained active in emergency medical services as a per diem Paramedic, further enhancing his knowledge and experience in emergency response.

Lieutenant Christina Marinaccio

Lieutenant Marinaccio began her career with the City of Batavia Fire Department in March 2013 and served as a firefighter on both the Second and Third Platoons. She has consistently demonstrated a commitment to professional development and operational excellence. Throughout her career, she has earned numerous state and national certifications, including Fire Investigator and Fire Instructor. She is also certified as an EMT, Building Safety Inspector, Youth Fire setter Intervention Specialist, and Technician in Swiftwater Rescue, Rope Rescue, Confined Space Rescue, and Hazardous Materials Response.

As a Municipal Fire Instructor, Lieutenant Marinaccio has played a significant role in the department's training program, delivering instruction in technical rescue disciplines, firefighter survival, and forcible entry techniques. Her expertise and dedication to training have helped strengthen the department's operational capabilities while ensuring members remain prepared to respond safely and effectively to a wide range of emergency incidents.

Beyond her technical expertise, Lieutenant Marinaccio has established herself as a respected mentor and leader within the organization. She has dedicated considerable time and effort to developing newer firefighters, sharing her knowledge and experience to help prepare the next generation of City of Batavia firefighters for success both on and off the emergency scene.
Leadership Commitment

“Both Captain Gowanlock and Lieutenant Marinaccio have consistently demonstrated the leadership, professionalism, and dedication that are essential to the continued success of our department,” said Fire Chief Joshua Graham. “They each bring unique experiences, strengths, and perspectives to their new roles. Promotion Announcement

The City of Batavia Fire Department is pleased to announce the promotion of Captain Herberger to the position of Deputy Fire Chief for the City of Batavia Fire Department. Chief Herberger will officially assume his new role on June 14, 2026.

Chief Herberger has dedicated more than two decades of service to the City of Batavia Fire Department. He began his career with the department in May 2002 as a Paramedic and was promoted to Firefighter in December 2005, Lieutenant in January 2012, and Captain in June 2013.

Throughout his career, Chief Herberger has consistently demonstrated exceptional leadership, professionalism, and dedication to the residents of Batavia. His extensive operational experience and commitment to the department have earned the respect of his peers and the community he serves.

In addition to his formal assignments, Chief Herberger has twice served as the department's Interim Fire Chief, first from December 2015 through April 2017 and again from July 2021 through October 2022. During both periods, he provided steady leadership and ensured continuity of operations during times of organizational transition.

"Chief Herberger's promotion is a reflection of his years of dedicated service, proven leadership, and unwavering commitment to this department and our community," said Fire Chief Joshua Graham. "His experience, institutional knowledge, and passion for the fire service make him exceptionally qualified for this position. I look forward to working alongside him as we continue to advance the department and serve the residents of Batavia."

As Deputy Fire Chief, Herberger will assist with the overall management of department operations, training, personnel development, policy implementation, and emergency response activities. A big thank you to our neighbors at the Town of Batavia Fire Department, Inc. for loaning us Engine 21 while Engine 12 is out of town for maintenance.

Over the next couple of weeks, you may see Town of Batavia Engine 21 responding to calls throughout the City. The apparatus is being staffed and operated by City of Batavia firefighters to ensure uninterrupted service to our community.
