Good afternoon BCWCID #2 Customers,
Below is an important message from the General Manager, Paul Hightower regarding the District’s
current Water Conservation Stage and the Notification Alerts program.

Water Conservation Update:
After a long, stressful and tedious couple of weeks, we are pleased to announce that the District is returning to Stage 1 Water Conservation. Stage 1 is a voluntary stage. There are currently NO MANDATORY requirements in place. See the details below.

Stage I Triggers – Mild Water Shortage Conditions
A. Requirements for Initiation
Customers shall be requested to voluntarily conserve water and adhere to the prescribed requirements and restrictions on certain non-essential water uses, defined in Article II B Definitions, when daily water demand exceeds 85% of total production capability for three (3) consecutive days or water demand approaches a educed delivery capacity for all or part of the system, and President of the Board of Directors or his/her designee determines that no circumstances exist that will decrease the demand except conservation by customers.

Notification & Alerts:
BCWCID #2 signed an agreement this week to add text message capability to our new software system. We received positive feedback from customers when we used Bastrop County’s Reverse 911 system to send the text alerts out for the boil water notice. We were extremely thankful to the Bastrop County Dispatch for allowing us to use their system for this. It was huge help for us.��We are also working to get customers switched over to the new email alerts. Right now, we have 2 email systems in place so you may be getting extra emails, and we apologize for this. We will be working over the next several weeks to get everyone transitioned to the new system. If you have any questions regarding the NEW email system, please contact the office. Please pay attention to your emails for further information regarding this exciting update!

Customers, we are reducing the stage 4 emergency water rationing down to Stage 2. Please see the attached document or language on the requirements for this. We are continuing to try and conserve water as much as we can and are asking for your help with this. Please try to limit outside water to necessary use only for gardens, flowers or new sod. Please save any unnecessary outdoor use for a later date. We were able to restore one of the well motors but are still down one, so anything could happen as we’ve learned in the past few days. Our thanks to everyone for your patience and understanding as we get through this. As always, if you have any questions, please call the office. Thank you.

Mandatory water use restrictions. Under threat of penalty for violation, the following water use restrictions shall apply to all District water utility customers:

(1) Restricted Days/Hours. Irrigation of landscaped areas with hose-end sprinklers or automatic irrigation systems shall be limited to Sundays and Thursdays for customers with a street address ending in an even number (0, 2, 4, 6 or 8), and Saturdays and Wednesdays for water customers with a street address ending in an odd number (1, 3, 5, 7 or 9), and to irrigate landscapes only between the hours prior to 8:00 a.m. and the hours after 8:00 p.m. on designated watering days. However, irrigation of landscaped areas is permitted at any time if it is by means of a hand-held hose, a faucet-filled bucket or watering can of five (5) gallons or less or drip irrigation system.

(2) Use of water to wash any motor vehicle, motorbike, boat, trailer, airplane or other vehicle is prohibited except on designated watering days during the hours prior to 10:00 a.m. and the hours after 8:00 p.m. Such washing, when allowed, shall be done with a faucet-filled bucket or a hand-held hose equipped with a positive shutoff nozzle. Vehicle washing may be done at any time on the immediate premises of a commercial car wash or commercial service station. Further, such washing may be exempted from these regulations if the health, safety, and welfare of the public is contingent upon frequent vehicle cleansing, such as garbage trucks and vehicles used to transport food and perishables.

(3) Use of water to fill, refill, or add to any indoor or outdoor swimming pools, wading pools, or Jacuzzi-type pools is prohibited except on designated watering days during the hours prior to 8:00 a.m. and the hours after 8:00 p.m.

(4) Use of water from hydrants shall be limited to fire fighting, related activities, or other activities necessary to maintain public health, safety, and welfare, except that use of water from designated fire hydrants for construction purposes may be allowed under special permit from the President of the Board of Directors or his/her designee.

(5) Use of water for the irrigation of athletic fields is prohibited except on designated watering days during the hours prior to 8:00 a.m. and the hours after 8:00 p.m. However, if the athletic field utilizes a water source other than that provided by the District, the facility shall not be subject to these regulations.

(6) The following uses of water are defined as nonessential and are prohibited:
(a) Use of water to wash down any sidewalks, walkways, driveways, parking lots, tennis courts, or other hard-surfaced areas;
(b) Use of water to wash down buildings or structures for purposes other than immediate fire protection;
(c) Use of water for dust control;
(d) Flushing gutters or permitting water to run or accumulate in any gutter or street; and
(e) Failure to repair a controllable leak(s) within a reasonable period after having been given notice directing the repair of such leak(s).

Boil Water Notice Rescinded - August 7, 2026

On August 5, 2026, the Texas Commission on Environmental Quality required the Bastrop County WCID2 (PWS 0110020) public water system, to issue a Boil Water Notice to inform customers, individuals, or employees that due to conditions which occurred recently in the public water system, the water from this public water system was required to be boiled prior to use for drinking water or human consumption purposes.

The public water system has taken the necessary corrective actions to restore the quality of the water distributed by this public water system used for drinking water or human consumption purposes and has provided TCEQ with laboratory test results that indicate that the water no longer requires boiling prior to use as of August 7, 2026.

ATTENTION WCID2 CUSTOMERS 

Until further notice, we are activating stage four emergency water conditions. With the leak we've had that put a strain on the system, we have also lost a well motor trying to replenish in the middle of all this. Please see the information and attachment below. Section 4.05 Stage 4 response-Emergency water shortage conditions/water
emergency.
A. Goal. Achieve a reduction in daily water demand sufficient to assure the water
system for the protection of public health, safety, and welfare until the stage 4
trigger criteria(s) can be abated.
B. Supply management measures. The President of the Board of Directors or his/her
designee shall implement supply management measures that discontinue flushing of
water mains, irrigation of public landscaped areas and all water usage at water and
wastewater plants not required for direct operations of the facilities. Water usage at all District buildings shall be restricted to health, sanitation, cleanliness or
firefighting purposes. Attached hereto as Exhibit 4 is a sample notice to customers
of the implementation of the water use restrictions.
C. Mandatory water use restrictions. Under threat of penalty for violation, all
requirements of stage 3 shall remain in effect during stage 4 except:
(1) Irrigation of landscaped areas is absolutely prohibited.
(2) Use of water to wash any motor vehicle, motorbike, boat, trailer, airplane
or other vehicle is absolutely prohibited.
(3) Curtailment of service to persons shown to be of violation of prohibited
uses of water may be ordered by the President of the Board of Directors or
his/her designee, if the President of the Board of Directors or his/her
designee determines that such curtailment would not be detrimental to the
public health, safety, and welfare, and determines that such curtailment
would benefit the mitigation of stage 4 conditions.

Boil Water Notice for Community Public Water Systems

August 5, 2026

Due to a water main break causing a reduced system pressure in UNITS 1, 2 & 4, the Texas Commission on Environmental Quality has required the Bastrop County WCID2 (PWS 0110020) public water system to notify all customers to boil their water prior to consumption (e.g., washing hands/face, brushing teeth, drinking, etc). Children, seniors, and persons with weakened immune systems are particularly vulnerable to harmful bacteria, and all customers should follow these directions).

To ensure destruction of all harmful bacteria and other microbes, water for drinking, cooking, and ice making should be boiled and cooled prior to use for drinking water or human consumption purposes. The water should be brought to a vigorous rolling boil and then boiled for two minutes.

In lieu of boiling, individuals may purchase bottled water or obtain water from some other suitable source for drinking water or human consumption purposes.

When it is no longer necessary to boil the water, the public water system officials will notify customers that the water is safe for drinking water or human consumption purposes.

Once the boil water notice is no longer in effect, the public water system will issue a notice to customers that rescinds the boil water notice in a manner similar to this notice.

Aviso de Hervir Agua para Sistemas Públicos Comunitarios de Agua
August 5, 2026

Debido a rotura de tubería principal de agua, la Comisión de Calidad Ambiental de Texas ha requerido que el sistema público de agua Condado de Bastrop WCID2 (PWS 0110020) notifique a todos los clientes que hiervan el agua antes del consumo (p. ej., lavarse la cara y las manos, cepillarse los dientes, beber, etc.). Los niños, las personas mayores y las personas con un sistema inmunológico debilitado son particularmente vulnerables a bacterias dañinas y todos los clientes deberían seguir estas instrucciones.

Para asegurar la destrucción de todas las bacterias y otros microbios dañinos, el agua para beber, cocinar y hacer hielo debe ser hervida (y enfriada) antes de su uso como agua potable o para otros fines de consumo humano. El agua debe llevarse a una ebullición vigorosa y luego hervirse por dos minutos.

7am UPDATE: Upper portions of the Tahaitian are out of water but we just received a phone call and we found the leak in the Manawianui Drive area. Crews are heading that way now to get it repaired so that we can get the water back on. Thank you for your patience and we are working as fast as we can.
