Dortha Dunlap
1935-2026

Dortha Jeffus Dunlap, 90, of Springdale, Arkansas, died quietly in her sleep on May 25th, 2026 of natural causes.

Dortha was born in Huttig, Arkansas August 7th, 1935. Her family moved to El Dorado, where she graduated from high school. She then attended the University of Arkansas, where she earned a Bachelors degree in English and a Masters degree in Literature. Upon completion, Dortha taught english at a technical school in Milwaukee, Wisconsin, then later became an editor for the 5th Army Headquarters in Chicago, Illinois. She married Irvin Dunlap in June of 1967 and moved to Bartlesville, Oklahoma. She gave birth to a daughter, Catherine, in 1969. In the next 46 years she would be an active member of the League of Women Voters and frequently held officer positions at both state and local levels. She was a hard working supporter of OK ERA, and when that did not work out, she was part of the founders of Women’s Network. She was on the Washington County Election Board for many years. She also was an active supporter of the Bartlesville Civic Ballet, and often participated Bartlesville Little Theater Guild (now Theater Bartlesville) with costumes. Dortha was a member of St. Luke’s Episcopal Church and a choir member til the mid 90s. She did interview work, eventually working for the US Census Department part time from 1980 til 1997. Dortha and Irvin both were on the board for The Community Concert Association for several years. During her spare time Dortha knitted, sewed, read, and was an active constituent. In 2016 after a bout with breast cancer, she moved in with her daughter Catherine and and son-in-law Matthew, where she continued to knit, read, and keep a stern eye on politicians. After 50 years of supporting the mission, she became a Life Member of the League of Women Voters.

Dortha is survived by her cousin Herman Kuhnert and her daughter Catherine Dunlap. She was proceeded in death by her beloved husband of 46 years, Irvin Caldwell Dunlap, Jr. In lieu of flowers, Catherine asks that donations be made either to your state or local League of Women Voters, or to the Women Power Democracy initiative being started by the League of Women Voters of Arkansas.

On this day in 1919, Congress approved the woman’s suffrage amendment and sent it to the states for ratification. Adding the amendment to the Constitution required ratification by three-fourths of the states, which at that time was 36 of 48.

The National Woman’s Party led by Alice Paul began sewing stars on a giant purple, white, and gold flag. Each time a state ratified the 19th Amendment, a new star would be sewn on the flag.

The 19th Amendment became law more than a year after Congress approved the amendment. The 36th state, Tennessee, voted to ratify on August 18, 1920. This image shows Alice Paul unfurling that flag from the suffrage headquarters on that day.

The Library of Congress is home to the NWP records and library collection.
