Family League of Baltimore

Family League of Baltimore Family League of Baltimore leads, develops and implements collaborative solutions to help Baltimore's children lead better lives.

https://linktr.ee/familyleagueofbaltimore Family League mobilizes resources and empowers communities to meet our bold goal: by 2030, all children in Baltimore will be born healthy, succeed in school, graduate high school and transition into higher education and/or the workforce. We do this by focusing our work in three areas: Strengthening Organizations, Leading Collaboration and Influencing Syste

ms. We empower and fund organizations to create programs that support the accomplishment of our bold goal (e.g. one of the areas we’re currently addressing is babies born healthy, attendance, community schools, helping students become college and career ready). Further, we ensure the programs we fund are of high quality and collect data as to their role in improving lives. Family League targets its investments around key transition points in a child’s life—when they enter kindergarten, move on to high school and graduate to higher education and/or the work force.

Child poverty is a solvable problem. Maryland is proving it.

Family League of Baltimore joined Gov. Wes Moore and partners at the launch of The Bridge Project— a direct cash assistance program providing up to $20,000 per family to low-income mothers in Cherry Hill and Park Heights, two communities where we have deep, long-standing roots.

The Bridge Project operates through the Governor's ENOUGH Initiative, an effort by the Maryland Governor's Office for Children and partners to end childhood poverty through community-driven solutions. Family League is a City of Baltimore strategic partner of ENOUGH — and this announcement brings critical new capacity to organizations we've supported for years: Cherry Hill Strong, Inc, Park Heights Renaissance, and B'More for Babies (BHB).

Through BHB and programs like HIPPY (Home Instruction for Parents of Preschool Youngsters), Family League invests in the earliest years of a child's life — because we know that's where the foundation for lifelong health, education, and economic mobility is built. Direct cash assistance to new moms makes that foundation stronger.

Eligible mothers in Cherry Hill and Park Heights can apply at www.bridgeproject.org/apply.

"When I ran for governor, I committed to launching the most aggressive, all-out assault on child poverty this state has ever seen," said Gov. Wes Moore. "Through our ENOUGH Initiative and our partnership with the Bridge Project, we are turning that commitment into action — Maryland is not just pushing back, but pushing forward for working families."

We're proud to stand behind that commitment and keep advancing this work across Baltimore.

Last month, we closed out Afterschool Professionals Appreciation Week the right way. 💛

Family League of Baltimore brought together our OST community for the final Bi-Monthly Professional Development session of FY27 — and made it a moment to truly honor the people showing up every day for Baltimore's young people. Our staff and OST heroes created an appreciation video to show it. Watch here 👉 https://youtu.be/AcedDW-XiuI

As President & CEO Demaune Millard A. Millard said that day: "You are Baltimore's investment in its children."

And what an investment:
✅ 8,135 youth served in FY2025 — 26% above target
✅ 89% Average Daily Attendance — exceeding the 80% City of Baltimore target
✅ 73 OST sites across all 14 Baltimore City Council Districts
✅ $10.4 million invested in FY2026

Appreciation Week may be over — but our gratitude isn't. We see you. We honor you.

Enjoy the videos and music you love, upload original content, and share it all with friends, family, and the world on YouTube.

April 20–24 is National Home Visiting Week ( ), a national observance to celebrate home visitors and the profound difference they make in supporting child development, strengthening maternal and child health, and nourishing family relationships. This second annual celebration — organized by the Institute for the Advancement of Family Support Professionals — follows an inaugural year that saw celebrations, recognitions, and proclamations in 45 states across the country.

The national numbers tell a powerful story: more than 284,000 families received evidence-based home visiting services in 2024 — and yet that represents just 1.7% of all families who could benefit. The need is real. The work is urgent. And here in Baltimore, that work is happening every single day.

Family League of Baltimore, with the support of the City of Baltimore — including the Mayor's Office and City Council — is proud to steward a home visiting ecosystem that is making a measurable difference for Baltimore families. Across our funded partner network, 267 families were reached through home visiting services in just the first half of FY26, with 97% of children exhibiting developmentally on-track social behavior, emotion regulation, and emotional well-being.

That impact is only possible because of the incredible organizations and professionals who power this ecosystem. We are proud to recognize our home visiting partners: B'More for Healthy Babies, DRUM Healthy Families, University of Maryland Baltimore County, Baltimore City Health Department, Park Heights Renaissance, Baltimore Medical System, Baltimore Healthy Start, Inc., LifeBridge Health Sinai Healthy Families, The Family Tree, Inc., Learning How! Child Care Center, Mayor's Office of Children & Family Success

To the home visitors within these organizations: you meet families where they are — literally and figuratively. You show up with consistency, compassion, and respect, building trust one visit at a time. Because of you, parents feel supported, children are safer and healthier, and Baltimore families are stronger. Thank you!

We're proud to share that our Senior Director for Community Impact, Jenee Tucker, PMP, has co-authored an article with The Wallace Foundation: "A Community-Powered Approach to Out-of-School-Time Programs."

As our President and CEO, Demaune Millard, shares: "This article showcases the power of strategic collaboration and community investment at scale. When we braid funding streams and center grassroots voices, we create a force multiplier effect—transforming individual programs into a coordinated system where every dollar, every partnership, and every community leader amplifies our collective impact for young people." We're honored to work alongside incredible partners including Mayor Brandon M. Scott and the City of Baltimore, Maryland Governor's Office for Children, and Baltimore City Public Schools, and Every Hour Counts to build systems that truly serve our communities.

Our Impact:
✅ $1 million annually through our Expanded Youth Program supporting dozens of community organizations serving youth up to age 24
✅ Adaptive Village grants ($2,500-$25,000) with community members voting on which innovative projects receive funding
✅ Annual youth surveys in English and Spanish, giving young people a direct voice in shaping their futures
✅ Community Advisory Board training on equity to ensure accessible grantmaking for all organizations

The results? Most youth in OST programs feel respected, safe, and eager to design and lead programs—proof that when we center community, young people thrive. Thank you to our partners: City of Baltimore, Maryland Governor's Office for Children, and Baltimore City Public Schools. Kudos to co-authors Wendy McClanahan and Tracey Hartmann!

Yesterday, Family League of Baltimore joined state legislators, public health leaders, and community partners in Annapolis for Maternal Health Awareness Day—a meaningful gathering focused on advancing maternal and infant health across Maryland.

The event brought together key voices including Michelle Taylor, MD, DrPH, MPA, Commissioner of Health at Baltimore City Health Department; Kimberly Lyles, Vice President of Population Health Programs at HealthCare Access Maryland and Rebecca Dineen, Assistant Commissioner of Maternal and Child Health at Baltimore City Health Department; and Family League’s Melissa (Missy) Moore, PMP, Senior Director for Community Impact, alongside state lawmakers and B'more for Healthy Babies partners.

Highlights included the unveiling of the B'more for Healthy Babies 2025–2030 Strategic Refresh, which centers anti-racist public health practice, expanded maternal behavioral health supports, enhanced care coordination, and safe sleep initiatives. The evening also honored Morgan State University’s Dr. Yvonne Bronner for her distinguished career and lasting impact on maternal and child health in Baltimore and beyond.

This convening reinforced our collective commitment: ensuring every child in Baltimore is born healthy and every family has the support they need to thrive—through collaboration, community leadership, and evidence-based strategies. Thank you to all who participated in advancing this critical work.

This Martin Luther King Jr. Day, we pause to honor the extraordinary power of consistent, compassionate action. Dr. King taught us that true transformation isn't sparked by a single moment — it's built through the steady, courageous work of people committed to lifting one another up.

That spirit lives vibrantly across Baltimore every day. In every family connected to vital resources, in every partnership forged for our children's futures, and in every effort to bridge communities and opportunity, we see Dr. King's vision unfolding right before us. His call to build the “Beloved Community” was not merely a dream — it was a roadmap. And together with Baltimore's families, we are traveling that path with purpose and hope.

Dr. King once asked, “Life's most persistent and urgent question is, 'What are you doing for others?'” Today, that question echoes through every program we nurture, every system we seek to strengthen, and every act of service we undertake. It guides us. It grounds us. And it unites us.

As we observe this day of reflection and service, we are deeply grateful for our partners, community members, and team who show up — day after day — to help bend the arc toward justice. Your commitment brings Dr. King's legacy to life.

Together, we are not just remembering his dream. We are building it.
