The Early Childhood Council of Kern is a 30-member, appointed advisory board working together to increase and enhance the quality of early childhood programs in Kern County. It is comprised of parents, early childhood professionals, employers, educators, public agencies, advocates—all with a common interest—increasing the availability of high quality early childhood services for young children bir

th to 12 years of age. CHILD DEVELOPMENT
-Enhancement of the whole child through Physical, social, emotional and intellectual and creative development with respect to a child’s ability and culture;
-Frequent, positive, warm interactions appropriate to a child’s age and development; and
-Varied learning activities appropriate to a child’s age and development. HEALTH AND SAFETY
-Healthy, safe, and nurturing environments;
-Nutritious meals and snacks; and
-Knowledgeable and skilled providers to respond to the needs of each child. EFFECTIVE PROGRAM ADMINISTRATION
-On-going communication with families and opportunities for meaningful family involvement;
-Opportunities for training and support for providers; and
-Implementation of an on-going, systematic evaluation process.

We’re closing out today feeling inspired and energized after an incredible professional development seminar on inclusion and equity led by Angela Searcy, Ed.D. The shared learning, thoughtful reflection, and authentic connection throughout the day created a truly engaging experience.

A heartfelt thank you to Kern County Superintendent of Schools, Kern Early Stars, and the Early Childhood Council of Kern staff and volunteers for making today possible. Your commitment to our community continues to move this work forward.

We are thrilled to celebrate Olga Bernal as this year’s recipient of the 2025 Wendy Wayne Early Childhood Education Scholarship!

Olga was honored at our May General Council meeting for her dedication to the field of early childhood and her pursuit of higher education. Her passion for supporting young children and families truly embodies the spirit of this scholarship.

We were also honored to be joined by Gene Tackett, who created the scholarship as a birthday gift to his late wife, Wendy Wayne—a beloved advocate and leader in our community. Her legacy lives on through this scholarship and through dedicated professionals like Olga.

Please join us in congratulating Olga and thanking Gene and the Wendy Wayne Scholarship Committee for their continued support of early childhood educators in Kern County.
