MISSOURI CONSTITUTIONAL AMENDMENTS
August 4th Informed Voter Guide
AMENDMENT 1 - Parks & Conservation Sales Tax
Extends the existing one-tenth of one percent sales tax for 10 more years to fund Missouri state parks, historic sites, soil and water conservation, and conservation programs.
Suggested Vote: NO
Reasoning:
Giving the Parks and Conservation Departments a percentage of total state tax revenue is disproportionate to other departments under the executive branch, which are allotted a basic budget. The Parks and Conservation Departments should also operate within a standard budget structure which makes them more accountable to the people.

AMENDMENT 2 - County Assessor Requirements
Requires all charter counties, including Jackson County, to elect county assessors and comply with statewide training and qualification requirements.

Reasoning:
Creates consistency and accountability by requiring all charter counties to follow the same statewide standards for assessors without increasing taxes.

AMENDMENT 4 - Initiative Petition Changes
Requires initiative petitions to receive approval from a majority of voters in all eight congressional districts before amending the Missouri Constitution. It also prohibits foreign nationals and foreign adversaries influence in initiative petition campaigns and increases penalties for signature fraud.

AMENDMENT 5 - Income Tax Phase-Out
Begins phasing out Missouri’s state income tax while shifting government reliance on sales tax. Includes provisions intended to protect school funding and local governments. Currently the Missouri base sales tax is 4.225% as compared to Tennessee’s base sales tax of 7% which has no state income tax.

Reasoning:
The amendment gradually reduces income taxes over the next 10 years while increasing sales and service taxes. Supporters believe eliminating income tax would attract businesses, create jobs, increase wages, reduce unemployment, and encourage economic growth, leaving Missourians financially better off.
