đź”” APRN Dual Population Licensure: Focus on Neonatal Nurse Practitioners (NNP) đź””

Are you an Advanced Practice Registered Nurse (APRN) interested in dual population focus or expanding your scope to become a Neonatal Nurse Practitioner (NNP)? The Texas Board of Nursing reminds you that APRN licensure is granted based on your formal education in a specific advanced practice role and population focus area—such as family nurse practitioner, nurse-midwife, or NNP.

To legally practice in more than one APRN role or population focus area, you must:
• Complete formal education for each role/population
• Submit a separate application and fee for each area of licensure
• Meet all board requirements prior to expanding your scope
The same applies to prescriptive authority: you must apply and qualify for prescriptive authority in every APRN role and population focus of licensure you wish to practice.

What Neonatal Certifications meet competency requirements for Rule 216.3b?

Continuing Neonatal Nurses Week, a nurse may choose to demonstrate compliance with the continuing competency requirements by achieving, maintaining, or renewing a Board-approved national nursing certification in the nurse’s area of practice within the licensing period in lieu of completing 20 contact hours of Continuing Nursing Education (CNE) in his or her area of practice [Board Rule 216.3(b)] (https://tinyurl.com/yarnehy6 ) Board-Approved National Nursing Certification.

Board-approved national nursing certifications have been determined to be substantively equivalent to the traditional CNE contact hours required by the BON for licensure renewal and include:
Inpatient Obstetric Nursing (RNC-OB)
Maternal Newborn Nursing (RNC-MNN)
Low Risk Neonatal Nursing (RNC-LRN)
Neonatal Intensive Care Nursing (RNC-NIC)

National Commission for Certifying Agencies- The National Commission for Certifying Agencies (NCCA) also accredits many certification programs offered by a variety of certifying organizations. Not all of the certifications accredited by the NCCA substantively meet the continuing competency requirements of the Board; the certifications listed in the table above are the only NCCA accredited certifications that are approved by the Board to demonstrate the nurse’s continued competence for licensure renewal.

Please note: Certification may not be used to fulfill the Nursing Jurisprudence and Nursing Ethics CNE requirement. All nurses (LVNs, RNs, and APRNs) must complete traditional CNE contact hours to fulfill the Nursing Jurisprudence and Nursing Ethics CNE requirement [Board Rule 216.3(g)].

The Texas Board of Nursing would like to thank all the nurses for being so proactive and prompt in uploading Continuing Education (CE) credits (regarding SB 912: https://tinyurl.com/3u4uf4n8). The CE Portal was truly overwhelmed—in the best possible way—by the remarkable response and dedication from the nursing community.

The Board is grateful to everyone who took the time to provide feedback about the ongoing issue with uploading CEs in the Nurse Portal. The Board acknowledges how frustrating this is for those affected and sincerely appreciates the patience and understanding shown as efforts continue in collaboration to fully resolve the issue.

The upload function is being actively addressed, and updates will be provided as progress is made.

SB912 Implementation Date:

As a reminder, during the Texas 89th Legislature Session, Senate Bill (SB) 912 (https://tinyurl.com/3u4uf4n8 ) was passed, requiring all nurses to track continuing education (CE) prior to renewal.
Texas nurses can now upload their continuing education (CE) documentation directly through the Texas Nurse Portal.

Important Dates:
CE uploads will be required for license renewals and reactivations starting today September 1, 2026.

How to Upload Your CE:
• Log in to your Texas Nurse Portal
• Select “Add Continuing Education” next to your license
• Follow the built-in instructions, a step-by-step tutorial is also available here: https://tinyurl.com/3hc6ym6z.

What You Need to Know:
• Beginning today you must upload proof of all required CE before submitting your renewal or reactivation application.
• Acceptable CE documentation includes certificates of completion and transcripts.
• Make sure your CE meets the Texas Board of Nursing’s requirements—review accepted providers and topics before uploading.
