SAYS PUERTO RICO CONVENTION MARKS THE START OF A NEW ERA AND NOW LOOKS TO THE FUTURE

Nation’s Largest and Oldest Latino Civil Rights Organization Says the Results of Its First National Convention Since the Pandemic Shows the Resiliency to Endure

Washington, DC - Domingo Garcia LULAC National President, national president of the League of United Latin American Citizens (LULAC) today issued a statement following the 2022 LULAC National Convention and Exposition, which concluded this weekend in San Juan, Puerto Rico.

“My mandate as national president of LULAC is clear. We are turning up the heat against those who dare to deny more than 62 million Latinos in the U.S. and Puerto Rico our civil rights. We are stepping up our fight to protect our right to vote, women’s rights to decide their own health care, and saying basta to the subpar education of millions of Latino children because teachers are not getting the resources they need. Also, LULAC is raising its voice in strong solidarity with the LGBTQ+ community for their equal and equitable treatment and will defend vigorously their right to
choose whom to love and with whom to share their lives. We also make it clear that despite our internal differences, we remain UNITED in our core values and mission.

More than ever, LULAC recommits to fulfilling our promise to care for our seniors and to save the lives of our military servicemembers through the Brandon Act with the cry to America’s Department of Defense: Roll It Out! No more delays in implementing access to mental health services for our military men and women in crisis. Also, put into effect the Vanessa Guillen Act fully to protect service members against the scourge of military sexual trauma (MST). Plus, repatriate deported Latino veterans who served our country honorably and have paid their time for any crime committed, many of them because of Post-Traumatic Stress Disorder (PTSD).

LULAC is the Latino community’s action force, and we will go to the streets, the statehouses, the Congress, or the White House to be heard and get what we are guaranteed under the U.S. Constitution. Some would prefer we simply accept government grants and corporate money and focus on programs quietly and without as much advocacy. To that, I say, our founders forged LULAC, not out of fear but determination and courage to confront the threats and injustices and protect our families, elders, and culture. We will not be watered down or compromised by those who prefer a softer, nicer, go-along-to-get-along quid pro quo activism or attempts to buy us out. This will never happen under my watch. LULAC vows to be on the frontline, not the sideline and when our people ask, where is LULAC, we can say, PRESENTE!”

LULAC URGES ACTION AS THE BRANDON ACT GAINS MOMENTUM IN THE US SENATE

Nation’s Largest and Oldest Latino Civil Rights Organization Asks Americans to Contact Their Senators Today and Urge a Yes Vote!

Washington, DC - The League of United Latin American Citizens (LULAC) said the push is growing to add the Brandon Act as an amendment to the Senate version of the National Defense Authorization Act. LULAC is calling for all Americans who care about the safety of our military servicemen and women to contact their Senators and urge the Senate Armed Services Committee to vote in favor of the Brandon Act Amendment.

“This should not be a left or right issue, Republican or Democrat issue, or anything else except an SOS to all Americans to take action now,” said Domingo Garcia, National President of the League for United Latin American Citizens. “We are very close to observing Veterans Day, so I ask every voter who cares about our military to contact their Senator and say simply, vote yes for the Brandon Act Amendment,” he added.

The list of Senators who are co-sponsors of the Brandon Act includes Senator Kevin Cramer (R-ND), Senator Dick Durbin (D-IL), Senator Kirsten Gillibrand (D-NY), Senator Tim Kaine (D-VA), Senator Sherrod Campbell Brown (D-OH), Senator Ben Ray Lujan (D-NM), Senator John Hickenlooper (D-CO), Senator Richard Blumenthal (D-CT), Senator Mark Warner (D-VA), and Senator Bob Casey Jr. (D-PA).

“Our faith is strong, and we are undeterred that together, America is very close to achieving a safer military for all service members,” said Teri Caserta, mother of a 21-year old son, Brandon Caserta. He died by su***de in June 2018 at Helicopter Squadron 28 at the Norfolk Naval Base.

The Brandon Act would ensure swift action for service members in distress and in danger of dying by su***de. It empowers and protects them from toxic leadership and abuse of power while enabling them to get the help they need, as they need it. The House passed its version of the bill in July 2021. The Brandon Act further strengthens the Vanessa Guillen Improving Military Justice and Increasing Prevention Act, which both chambers have already passed. “I ask each of the 26 members of the Senate Armed Services Committee to do their patriotic duty,” says Patrick Caserta, Brandon’s father. “Come together in a bipartisan show of support for every man and woman wearing a military uniform in defense of our nation. Patrick and Teri Caserta Urge the Senate To Pass the Brandon Act Now and Help Prevent Harm to Other Servicemembers

Phoenix, AZ-Patrick and Teri Caserta are pressing for an FBI – Federal Bureau of Investigation investigation into the death by su***de of their 21-year-old son, Brandon Caserta at Helicopter Squadron 28 at the Norfolk Naval Base. They say their request is based on information that the U.S. Navy covered up their son's suspected sexual assault leading to what they called his “murder by su***de”.

Domingo Garcia, national president of the League of United Latin American Citizens (LULAC) repeated the organization's call for the U.S. Senate to pass the Brandon Act. “There is no more time to delay as our servicemen and women die!" says Garcia, who heads the nation's oldest and largest Latino civil rights organization. "There is no more time to delay as our servicemen and women die!” says Garcia. "The U.S. Senate has a moral duty and a responsibility to pass the Brandon Act now for inclusion in the FY2022 National Defense Authorization Act (NDAA). The Senate Armed Services Committee leadership holds this legislation hostage for political reasons that have nothing to do with our service members. These men and women desperately need our help. We must put measures in place immediately to provide refuge and relief from this scourge of death by su***de," says Garcia.

The new revelations of a suspected sexual attack were disclosed in the couple's first full, recorded interview since Brandon's death on June 25, 2018. The Casertas said they received a five-page document they call the Freeman letter which contains graphic details of a service member's r**e as he was being held down by five others. “That letter I talked about, those five guys took turns on him," says Patrick Caserta. "In the letter, he describes it to us. That's exactly what happened. They didn't just beat him. They took turns on him. Five men did that to that guy.” The Casertas say an FBI investigation will force military eyewitnesses who have been ordered to remain silent, to come forward and reveal what they know.

"The only thing that could happen that would make Brandon think less of himself is if he was sexually assaulted,” says Teri Caserta of her son. "That is the one thing that would do him in especially if he knew who did it," she adds. Patrick Caserta is Brandon's father and he points to yet unexplained gaps that exist in the two handwritten letters their son left them. Caserta says the Navy made sure they did not get the full account following Brandon's death. “They know who did it and that would do it," says Caserta. “And that would be the one thing that I can honestly say I can see Brandon never talking to us about. If there was ever a subject,” says Caserta before Teri interjects, it would be that,” she finishes.
