UPDATE 5-29-26: Per order of the police chief, no backpacks or duffel bags will be allowed; small purses and diaper bags are allowed. Per school district rules, no food or drink is allowed in the auditorium.

Spring Township Meeting Minutes
Tuesday, May 5, 2025

CALL TO ORDER
Dan Ingalls - Clerk called the meeting to order at 7:00 pm. Board members present were Jeremy Johnson-Trustee, absent was Sherry Peterson-Treasurer

APPROVAL OF MINUTES
Dan Ingalls - Clerk motioned to approve the minutes of the April 1, 2025 as written. Seconded by Jeremy Johnson - Trustee

Public Comments:
Christie Bowman commented that the rock is already gone off 80th between Walnut Valley and 77. Jeremy Johnson - Trustee commented that this is the reason for a good base before putting rock on the roads. James Howell commented that rock is needed on 110th between Haverhill and Walnut Valley. James Howell also commented about who is responsible for the Highway overpass on Walnut Valley due to potholes and a damaged guard rail. Terry Petersen commented that all Highway 400 overpasses are under the State of Kansas

TRUSTEE REPORT
Grader and some drainage work has been performed on 80th between Hopkins Switch and Purity Springs, this portion of 80th needs a lot of rock which we do not have at the moment.
SW Pickerell was graded and some rock has been put done between 400 and 110
Skaer Addition has several potholes that need rock.

BUDGET REPORT
Did not receive a full budget report due to the absence of Treasurer Sherry Peterson

Grader replacement or repairs. The Board has decided to run the Township owned Grader for now, it doesn’t seem to be as bad as has been reported to the board. It ran for 4 days and only used a quart of oil.

FEMA. We will be receiving FEMA money from the last job. A FEMA representative said all the paperwork and road work has been completed to their satisfaction. This years FEMA projects have all been rejected by FEMA

Haverhill Bridge Replacement. Project to start in May, with detours on SW 40th and SW 70th

Inventory. Inventory has been done but needs updated.

Audit. Sherry Petersen - Treasurer can report more on this next meeting.

Tuesday, April 1, 2025

CALL TO ORDER
Jeremy Johnson, Trustee, called the meeting to order at 6:30 pm. Board members present were Jeremy Johnson-Trustee, Sherry Peterson-Treasurer, and Dan Ingalls-Clerk

APPROVAL OF MINUTES
Spring Township did not have a meeting in either February or March

BUDGET REPORT
Did not receive a full budget report because Treasurer Sherry Peterson was only sworn in on April 1, 2026. Will have a full budget report in May. Dan Ingalls-Clerk called the Equity Bank, and as of April 2, 2025, we have $ 65,933.59

80th and Turkey Creek needs a new culvert at $1030.00 delivered.

Boyer and 120th need rock for about ½ mile

Jeremy Johnson-Trustee will be looking into the new Grader contract.

We decided to have the Spring Township monthly meeting on the 1st Monday of each month at 7:00 pm

Public Comments:
Christie Bowman asked how the Audit is coming. Also asked about FEMA, Kyle Wittorff commented that Cody had submitted forms, but FEMA didn’t approve of the forms that had been submitted. Christie also commented on getting rid of the limestone rock in favor of using only the Severy rock. Christie also asked about doing an inventory of equipment, tools, and ect.
Kevin Noeller said that he can help the Township on a part-time basis.
Jerry Linot stated that we need to check if the Tractor we are leasing has an hourly limit per the lease agreement.
Sarah Hinshaw and Richard Stumpt both commented that QuickBooks is very robust and, in their opinion, we should stay with that instead of using Excel.
No other comments were made.

Jeremy Johnson-Trustee motion to adjourn the meeting at 7:15 pm. Seconded by Sherry Peterson-Treasurer, Motion carried 3-0
