Since we have such a large ballot in November, I have composed a "booklet" to try and give voters an idea of the things (and people) they will be voting on.

This booklet quickly turned into a large project and after considerable editing, has landed at 46 pages. Don't worry... its minimal reading, but I encourage you to browse it fully.

It covers all races in our Parish AND the 10 amendments. All information was collected and compiled by me and no AI was used in its production.

A tax roll is the official list of taxable property within the parish, including the assessed value of that property. It serves as the basis for calculating property taxes.

This edition of Bits from the Book shows that the 2025 tax roll included much more than homes and land. In fact, real property accounted for just 10% of the total, while personal property and public service property together make up the largest share. Here’s a look at the composition:

• 48% Personal Property
• 31% Public Service
• 10% Real Property
• 6% Industrial Exempt Value
• 5% Homestead Exempt Value

Special assessments help fund important services that benefit specific areas of Bienville Parish, including fire protection, recreation, schools, hospitals, and water systems.

This edition of Bits from the Book highlights how special assessment millage rates have changed across various districts from 2021 through 2025. Because these millages are approved by the voters and governing authorities of each district, they can vary over time based on the needs of the communities they serve.

From Deeds to Maps: How Legal Descriptions Become Property Boundaries

Legal descriptions are the official written descriptions used to identify a property and describe its boundaries. When a deed or other eligible document is recorded with the Clerk of Court’s Office, it is shared with the Assessor’s Office.

Mapping specialists at the Assessor’s Office use the legal description to identify the property, update ownership records, and maintain parcel maps. These descriptions provide a consistent way to identify property and help maintain accurate records for fair and equitable property assessments.

This process helps keep property and assessment records accurate and up to date for property owners, local government, and the public.

City millage rates don’t always change from year to year, and in many cases, they remain the same.

This comparison from our 2026 Annual Bienville Parish Tax Roll Booklet shows the city millage rates for 2024 and 2025, along with the property tax revenue generated for each municipality.

While the Bienville Parish Assessor’s Office determines the assessed value of property, each municipality is responsible for setting its own millage rate. Those property tax revenues help fund local services and operations within each community.
