6/10/26 -- Congratulations to two outstanding members of our team! At this year's Maryland Emergency Management Association Symposium, our department was proud to see two of our senior leaders recognized for their exceptional contributions to Emergency Management.

🏆 David Mandell, our Deputy Director, won Mitigation Project of the Year. Dave was honored for his decade-long dedication to the Annapolis City Dock Resilience and Revitalization Project. Through his tireless pursuit of grant funding, Dave helped secure approximately $50 million, including a $35.5M FEMA Hazard Mitigation Grant, to protect City Dock from flooding for generations to come. Construction is now underway!

🏆Mary Kate "MK" Seborowski was awarded Maryland Emergency Manager of the Year. In nearly ten years of service to the City of Annapolis, MK has played a key role in our preparedness, response, and recovery efforts, helping lead the City through complex incidents such as COVID-19, power outages, tornadoes, and more. She also represents and advocates for Maryland Emergency Managers as the IAEM Region 3 State Representative. Her professional excellence elevates the standard of our profession in Annapolis and beyond.
