On August 18, 2026, investigators with Task Force Dawnbreaker, a collaborative law enforcement task force comprised of the Alaska Bureau of Investigation (ABI) Technical Crimes Unit and the U.S. Department of Homeland Security Investigations (HSI), contacted Ronnie Wieber, 52, of Anchorage, as part of a s*x offender registry compliance investigation. It was determined that Wieber was out of compliance and arrested on nine counts of Perjury, and nine counts of Failure to Register SOR II. Wieber was arrested without incident and booked at the Anchorage Jail on no bail.

From August 10 to August 12, 2026, the Alaska State Troopers organized and conducted a large-scale, multi-agency s*x offender compliance operation in the Mat-Su Valley.

The three-day operation focused on verifying compliance of registered s*x offenders and resulted in 17 arrests.

Approximately 33 officers and 14 support staff members participated in the operation, representing the Alaska Bureau of Investigation, U.S. Marshals Service, Anchorage Police Department Task Force Officers, Wasilla Police Department, Palmer Police Department, MATCOM, Alaska S*x Offender Registry, Alaska Department of Revenue, and Alaska Adult Probations.
Support staff identified 100 registered s*x offenders for compliance checks by teams operating across the Mat-Su Valley. Of those, 99 compliance checks were attempted and 60 offenders were located.

Of the 17 individuals who were arrested, 15 were arrested for s*x offender registration violations and/or perjury, one for probation violations, and one for violation of conditions of release.

The operation was conducted as part of ongoing efforts by state, federal and local law enforcement agencies to ensure registered s*x offenders are complying with legal requirements

In November 2020, Task Force Dawnbreaker received a cybertip from the National Center for Missing & Exploited Children (NCMEC) reporting that a user had uploaded child s*xual abuse material (CSAM) online. The investigation identified the account user as Jason Hafley, 48, of Palmer, who was also a registered s*x offender from Kentucky. Following the investigation, Hafley was arrested without incident in August 2021.

In July 2026, Hafley entered a guilty plea and was sentenced to one year and five days of incarceration. He was also ordered to register as a s*x offender for life.

Update:

In January 2024, the Alaska Bureau of Investigation (ABI) Financial Crimes Unit received a report alleging the embezzlement of approximately $160,000 from the Deltana Volunteer Fire Department. The subsequent investigation determined that former Fire Chief Michael Paschall, 63, of Delta Junction, had engaged in an extensive scheme to embezzle department funds and property over an extended period. Investigators ultimately determined that Paschall had misappropriated more than $400,000 in department assets.

As a result of the investigation, an arrest warrant was issued charging Paschall with Theft in the First Degree, Scheme to Defraud, Falsification of Business Records, Misapplication of Property, Tampering with Physical Evidence, and additional related offenses. Prior to the issuance of the arrest warrant, Paschall fled Alaska. He was subsequently located in North Carolina, arrested, and returned to Alaska to face prosecution.

On July 9, 2026, Paschall was sentenced in Fairbanks Superior Court pursuant to a plea agreement. Paschall pleaded guilty to Scheme to Defraud and was sentenced to three years of incarceration with one year suspended. He was also ordered to pay $441,409 in restitution to the Deltana Volunteer Fire Department.

On 01/07/2024 at about 1900 hours, the Alaska State Troopers in Delta Junction received a report of theft of an undisclosed amount of monies stolen over the course of several years. The theft occurred in the Delta Junction area. Investigation continues.

UPDATE 7/12: The SWAT Team members who discharged their fi****ms during the officer-involved shooting on July 9th are identified as:

Sergeant Matthew Sidders, a fourteen-year veteran of the Alaska State Troopers

Sergeant David Burtch, an 11-year veteran of the Wasilla Police Department

The Alaska Bureau of Investigation is continuing their thorough investigation into the incident. Once their investigation is complete it will be independently reviewed by the Alaska Office of Special Prosecutions.

Original: On July 9, 2026, at 8:07 pm, the Alaska State Troopers, Alaska Wildlife Troopers, and members of the Alaska State Troopers’ SWAT Team located 58-year-old Wasilla resident Philip Phillips on a boat, at anchor in the Whittier area. Phillips had a no bail arrest warrant issued after failure to appear for trial, a trial in which he was found guilty of one count of S*xual Abuse of a Minor in the 1st Degree, one count of S*xual Abuse of a Minor in the 2nd Degree, and one count of Harassment. When contacted, Phillips was armed with a handgun and refused to participate in negotiations for his surrender. As a result, less lethal tools and chemical agents were used, but Phillips still refused to cooperate and donned ballistic body armor and retrieved a gas mask when the chemical agents were introduced. While attempting to negotiate his surrender, Phillips brandished his fi***rm in the direction of the officers and was subsequently shot by members of SWAT.

Phillips was pronounced deceased at the scene. His body was transported to the State Medical Examiner’s Office for autopsy. His next of kin have been notified. No law enforcement officers were injured during this incident.

The members involved in the shooting have been placed on seven days of administrative leave, in accordance with Department of Public Safety policy. Their names will be released in 72 hours.

The Alaska Bureau of Investigation has responded and initiated an investigation into the shooting. Upon completion, the investigation will be independently reviewed by the Alaska Office of Special Prosecutions.

On June 11, 2026, the Alaska State Troopers were notified of a possible s*xual assault in Tuntutuliak. The incident was referred to the Alaska State Trooper's Western Major Crimes unit for investigation. A preliminary investigation determined that 24-year-old Tuntutuliak resident Jared Enoch had provided alcohol to a teenager and then s*xually assaulted the juvenile. On June 12, 2026, Enoch was arrested by Troopers and remanded to Yukon Kuskokwim Correctional Center on charges of S*xual Assault I, S*xual Assault II, S*xual Abuse of a Minor II, and Furnishing Alcohol to a Minor in a Dry Village.

UPDATE 7/7: The deceased male is identified as 20-year-old Fairbanks resident Thomas Aquino. Aquino's next of kin have been notified.

ORIGINAL: On July 7, 2026, at approximately 2:56 am, an Alaska State Trooper attempted to stop a Ford Sedan near Noble Street and Airport Way in Fairbanks. The driver refused to stop, and a pursuit was initiated. Approximately 1 minute and 30 seconds later, the vehicle drove down a dead-end road on the 100 block of 5th Avenue and was partially blocked in by the marked Alaska State Trooper vehicle. The sedan then drove towards a uniformed Alaska State Trooper who was giving commands for the vehicle to stop. Due to the drivers actions the Trooper fired his service weapon at the adult male driver, and sole occupant of the sedan, striking him. The adult male driver was transported to a Fairbanks area hospital where he was declared deceased. The Alaska Bureau of Investigation assumed case responsibility. During the scene investigation a handgun was located. The man's name will be released once next of kin notifications are complete. His body was sent to the State Medical Examiner's Office for autopsy.

The Alaska Bureau of Investigation is currently conduction a thorough investigation into the incident. Once that investigation is complete it will be independently reviewed by the Alaska Office of Special Prosecutions. The Trooper who discharged their fi***rm has been placed on 7 days of administrative leave and their name will be released in 72 hours.

On July 6, 2026, at 12:08 am, the Alaska State Troopers were notified that 41-year-old Akiachak resident Randy Nose had been stabbed and was seriously injured. Despite the lifesaving efforts of local medical staff, Nose was declared deceased in Akiachak. Troopers and Alaska Bureau of Investigation Investigators responded and investigated the death. Troopers determined that 37-year-old Akiachak resident Fred Nose Jr. had stabbed Randy. Fred was arrested by Troopers and remanded to the Yukon Kuskokwim Correctional Center on a charge of Murder in the 2nd Degree. Next of kin has been notified, and Randy's body was sent to the State Medical Examiner's Office for autopsy.

On June 30 - July 1, 2026, the Alaska State Trooper's Special Crimes Investigation Unit conducted a human trafficking operation in the Anchorage area. During the operation, Troopers arrested 31-year-old Anchorage resident Trevor Williamson and 27-year-old Anchorage resident Ismael El Moussa on charges of Patron of a Victim of S*x Trafficking and Prostitution. During the operation, undercover investigators communicated with both Williamson and El Moussa, who agreed to pay to engage in commercial s*x acts. Williamson and El Moussa were remanded to Anchorage Correctional Center.

In June 2026, investigators with Task Force Dawnbreaker conducted an investigation into the online distribution of child s*xual abuse material (CSAM).

During the investigation, investigators identified an individual suspected of downloading and distributing a significant quantity of CSAM online. The investigation ultimately identified James Oglesby, 29, of Anchorage, as the suspect.

On July 8, 2026, Oglesby was contacted and subsequently arrested on probation violations without incident. Oglesby was remanded to the Anchorage Jail on no bail. Based on evidence developed during the investigation, additional criminal charges, including Possession of Child S*xual Abuse Material and Distribution of Child S*xual Abuse Material, are expected to be filed.

Task Force Dawnbreaker is a partnership between the Alaska Bureau of Investigation Technical Crimes Unit and U.S. Department of Homeland Security Investigations dedicated to identifying and investigating individuals involved in the online exploitation of children. The investigation was conducted with the assistance of Anchorage Adult Probation.
