Operation “Last Dose” results in another take-down of an “out-of-town” drug runner and some local pushers as APD strikes again!
On June 3, 2026, officers from the Altoona Police Department narcotics division conducted a traffic stop on a vehicle operated by Tituscott Potts. This happened after observing multiple traffic violations and suspicious activity consistent with drug dealing coming from 1809 7th Avenue. During the stop, Officers observed signs of drug impairment and obtained a positive narcotics alert from K-9 Blue. A subsequent search warrant for the vehicle resulted in the seizure of drug paraphernalia and suspected heroin/fentanyl. The occupants, Tituscott Potts, Linda Cowher and Tiffani Jenkins, were arrested and charged with narcotics related offenses.
During interviews, passenger Linda Cowher provided information regarding ongoing heroin/fentanyl trafficking at 1809 7th Avenue. Cowher reported that Danelle Garland had been selling narcotics from the residence, including to juveniles, and identified the heroin/fentanyl stamp as "Activity." Information provided by Cowher was corroborated by evidence recovered from Potts' vehicle.
Based on the investigation, Officers obtained and executed a search warrant at 1809 7th Avenue. Prior to ex*****on of the search warrant, Officers observed Robert Hecker leaving the residence. Hecker was visibly under the influence of drugs and placed under arrest. Hecker was found to be in possession of heroin/fentanyl, specifically 3 stamped bags of “Activity”. Upon ex*****on of the search warrant, four individuals, Danelle Garland, Brooke McGeary, Jessica Reed and Travis Lightner, were found and subsequently arrested. During the search, Officers seized approximately 60 bags of suspected heroin/fentanyl, 17.5 oxycodone pills, and $3,885 in U.S. currency. Danelle Garland was interviewed and admitted to selling fentanyl from the residence, identified a Pittsburgh-based supplier known as "Sicko," and agreed to place monitored phone calls to arrange a narcotics delivery from “Sicko”.
Through the investigation, Officers believed they identified “Sicko” as Anthony Jackson of Pittsburgh. Investigators were able to track Jackson as he traveled to Altoona to deliver approximately 15 bricks of heroin/fentanyl. Upon arriving behind 1809 7th Avenue, Jackson refused police commands and fled in his vehicle. Jackson led Officers on a pursuit through Altoona and onto I-99 at excessively high speeds. The pursuit ended when Jackson's vehicle became disabled, following a collision involving a police cruiser. Jackson was subsequently taken into custody. No one was injured in the crash.
During Jackson's arrest, Officers recovered a sleeve of suspected heroin/fentanyl from his person and observed additional suspected narcotics inside the vehicle. A search warrant executed on the vehicle resulted in the seizure of three sleeves of suspected heroin/fentanyl, equivalent to 15 bricks or 750 stamp bags, $728 US Currency and a cellular phone. The overall street value of the heroin/fentanyl seized throughout this investigation is approximately $16,200.
Both Danelle Garland and Anthony Jackson were charged with PWID and conspiracy. Additionally, Jackson was charged with Fleeing and Eluding along with other offenses. Both were later transported to the Blair County Prison, Central Booking for arraignment. Danelle Garland’s bail was set at $1 million straight cash and Anthony Jackson’s was set at $2 million straight cash. Neither Garland nor Jackson were able to post bail, and they were committed to the Blair County Prison.
Tituscott Potts, Tiffani Jenkins, Brooke McGeary, Jessica Reed, Travis Lightner and Robert Hecker were all charged with narcotics related offenses and later released from custody. Linda Cowher was transported to the Blair County Prison on an outstanding warrant.
The investigation resulted in the seizure of a significant quantity of heroin/fentanyl, oxycodone, US Currency and drug paraphernalia, while disrupting an active drug trafficking operation that was supplying narcotics from Pittsburgh to the Altoona area.
This operation was conducted with assistance from the Pennsylvania State Police, the Tyrone Police Department, Logan Township Police Department, Blair County Sheriff’s Department and Agents from the Pennsylvania Office of Attorney General.
