EMPLOYMENT OPPORTUNITY
OPERATOR

The City of Alliance is anticipating an opening at the Wastewater Treatment Plant. The Plant operates twenty-four (24) hours a day, seven (7) days a week.

Responsibilities:
• Inspect the Treatment plant on a scheduled basis to ensure proper operation of the plant and equipment.
• Maintain proper bench sheets (logs) as required.
• Operate all process control equipment.
• Calculate and regulate chemical feeds, flow stream rates, pumping equipment, etc.
• Start and stop pumps, mixers, blowers, boilers, motors, rake screens, replace chemical cylinders, etc.
• Collect samples for the laboratory under the direction of the Department Administration.
• Perform routine custodial and grounds-keeping tasks.
• Perform the preventative maintenance of the equipment at the Wastewater Treatment plant.
• Operate the sludge application and other motorized equipment as necessary.
• Assist with fire hydrant flushing, if necessary.
• Perform all other duties deemed necessary for the safe and efficient operation of the plant.
• Be responsible to the Department Administration or his or her designee.

Requirements:
• Must have a high school diploma or equivalent.
• Must be able to read, write and perform basic algebra.
• A Class I Wastewater License is required within 30 months of hire date.

General:
• This position will answer to the Wastewater Superintendent.
• Hourly rates will be based on 40 hours per week, 2,080 per year.
• Starting wage is $21.76 per hour.

EMPLOYMENT OPPORTUNITY
UTILITY SERVICEMAN

The City of Alliance is anticipating an opening in the Water Distribution Department.

GENERAL: Performs tasks necessary to carry out the duties of the Distribution Department, which are primarily to construct, install and maintain water and sewer lines and their appurtenances; to maintain and repair equipment associated with the water and wastewater treatment plants, reservoirs and dams, water towers and lift stations. Also assist other City Departments as needed.

EXAMPLES OF JOB ASSIGNMENTS: Employees in this position are expected to carry out job assignments that range in normal description from highly skilled to labor. Examples include making taps, setting valves, repairing pumps, laying brick, as well as shoveling sand and gravel, mixing mud, cleaning equipment, or sweeping floors. Employees are expected to work outdoors in all weather conditions and must be capable of working in trenches up to fifteen feet deep. Preference will be given for experience in the troubleshooting, maintenance and repair of process equipment.

REQUIREMENTS: Must be physically fit to do all duties assigned. Must be able to:

Rake and shovel dirt, sand, and gravel
Climb up into equipment, down into excavations distances
up to 15 feet (with ladder)
Pick up items from ground and place on truck weighing up
to 50 pounds
Kneel and lower items weighing up to 10 pounds into an excavation
Look over both shoulders while seated to operate equipment and
vehicles

Must be a high school graduate, able to read and write well, with the math aptitude to perform basic algebra. Candidate must possess or obtain a Commercial Driver’s License within 6 months and a Class 1 EPA license within 30 months of hire date.

TOOLS/EQUIPMENT: Employees in this position must be able to properly and efficiently operate any of the departments tools and equipment, including but not limited to the following: Backhoe, excavator, loader, dump truck, sewer jet, vac-all, air compressor, jack hammer, street drill, cut-off-saw, cutting torch, welder, grinder, laser, auto level, sewer camera, tapping machine, rototiller, mowers, tractors, w**d eaters, chain saw, air blower, trencher, wrenches, impact tools, hammer, sledge hammer, shovel, rake, ladder, screw drivers, drills, saws, meter reading gun, magnetic locator, scope, chlorine residual analyzer.

This position will answer to the Water/Sewer Superintendent.
1) Hourly rates will be based on 40 hours per week, 2,080 per year.
2) Starting wage is $21.92 per hour.

The selected person will report to the Water Treatment Superintendent. The hourly rate will be based on 40 hours per week, 2080 hours per year. The starting wage is $25.30 per hour plus a Class I license pay of $1.24 totaling $26.54.

Job Description:

This position shall:
• Possess a bachelor’s degree in civil engineering, surveying, or a related field.
• Knowledgeable in the principles and practices in civil engineering and surveying.
• Strong skills in computer aided drafting and design, GIS, spreadsheets, database, and other related computer programs.
• Ability to use surveying equipment and to perform basic level and topographical surveys.
• Proficient in performing complex engineering/surveying calculations and in the presentation and communication of the results.
• Knowledge of construction materials and methods and safety regulations.
• Must possess a valid State of Ohio Driver's License.
• Work a 35-hour work week - 8:30 am to 4:30 pm.
• Salary Range: $53,895 to $66,950.

Some specific functions are:
• Perform professional engineering work directing the design and construction of a variety of public and private improvement Civil Engineering projects.
• Ability to work with the public, other government agencies, City employees, City Council, contractors, architects/engineers, and utility companies in a professional and courteous manner.
• Be able communicate with citizens to clearly and correctly handle questions/concerns that they may have.
• Must be in good health and have the ability to work, at times, under adverse weather and site conditions.
• Work requires considerable judgment, initiative, and professional knowledge with the responsibility for making technical decisions on engineering problems.
• Oversee the investigation, planning, design, and construction of complex capital improvement projects including streets, bridges, drainage, water, sewers, pump stations, traffic related items, etc.
• Review drawings for surveys and private construction projects to ensure adherence to local standards.
• Manage and assist in the maintenance of the City mapping system, including streets, zoning, utilities, address maps, and GIS system.
• Retain permanent City records.
• Assist the Engineer with setting and enforcing department policies, procedures, construction standards, and regulations.
• Prepare letters, reports, spreadsheets, drawings, for the Department and others.
• Assist with surveys, issuance of permits, traffic studies, in-house designs, funding applications, payments, budgets, and all other related work deemed necessary for the operation of the Department.
• Possession of an Ohio EIT, preferred with 0-3 years experience, or possession of an Ohio PS with 4-5 years experience.

WATER TREATMENT PLANT OPERATOR

The City of Alliance Water Treatment Plant anticipates an opening for Water Treatment Plant Operator. The Water Treatment Plant operates twenty-four hours a day, seven days a week.

The Operators works with limited supervision and must exercise independent judgment when necessary.

Candidates must have at least a high school diploma or equivalent, able to read, write and perform basic algebra, must have a valid State of Ohio driver’s license, must be physically able to perform all assigned duties and must possess a valid State of Ohio Class I Water Supply License or be able to attain a Class I license within 30 months of appointment to the position.

The position requires working knowledge of surface water treatment. The successful applicant should have good mechanical skills, good math aptitude and the ability to work through problems to their conclusion. The position requires working varied shifts and includes weekend work. The position is responsible for daily operation of the plant along with record keeping, some chemical tests, and maintenance. The treatment plant has a 10 MGD capacity with current output averaging 4 MGD. The City of Alliance offers a competitive benefits package.

The selected person will report to the Water Treatment Superintendent and/or the designated Coordinator. The hourly rate will be based on 40 hours per week, 2080 hours per year. The starting wage is $20.87 per hour.
