While members and member organizations may have differing perspectives and differing opinions on the specifics of implementing national initiatives, we will always aspire to have a group understanding. The Coalition will have no problem finding consensus on major goals to end animal cruelty in our nation.

10:00 am – Keynote Speaker, Dr. Mary Ellen O’Toole - Red Flags: Pre-incident Warning Behaviors You Need to Know – Dr. O’Toole has spent her career studying the criminal mind and mass shooters. She is recognized as the FBI’s leading expert in the area of psychopathy. "I think the most important thing to point out with this kind of individual is that he did not snap this morning and decide to act out violently, these acts involve planning and thoughtfulness and strategizing in order to put the plan together so what may appear to be snap behavior is not that at all." – Dr. O’Toole
11:00 am - Animal Abuse the “Missing Link” to Preventing Mass Shooters Incidents – Phil Arkow, NLC
Popular media frequently oversimplify the common belief that “all mass murderers and serial killers started out killing animals.” While a history of animal abuse can be a risk factor for future violence, the reality is much more complex. This presentation will explore: the myths about animal cruelty’s Links with mass shooters; case studies and research findings; an objective look at how animal abuse might fit into the TRAP-18 risk assessment indicators; and challenges and recommendations for greater recognition by law enforcement, counselors, therapists, and the public into the potential predictive nature of animal abuse as a sentinel warning sign for acts of mass violence.

Law enforcement must build relationships across a diverse range of disciplines that encounter animal cruelty. Creating a multidisciplinary team will allow law enforcement to better understand the correlation between animal cruelty and violence and can provide them with a wealth of information to prevent future violent acts.

Using forensic science in animal abuse incidents to aid in an investigation is a fairly new practice but one that is gaining traction. Since crimes against animals are a good indicator of future violent behavior towards humans, law enforcement needs to be aware of the services forensic science professionals provide them.

On September 20, 2014, a student at Marysville-Pilchuck high school, located just north of Seattle, began posting tweets that suggested he might harm himself and others, he then killed himself and four other students at school a month later. He did not fit the stereotype of past school shooters and many considered him a nice, normal kid; he was popular, he was social, he got along with his family, and he was part of a supportive community. But like many, “lone wolf” criminal actors have networks of associations and online activity that can provide leads or even prevent additional attacks. Mapping of online public information has become more available and reliable. Learn what tools and software are available to law enforcement

Our Mission is Simple
To use our collective resources to reduce violence against animals and increase awareness of it’s link to violence against children, families, and societies, by achieving the following objectives:
Share information, knowledge, experiences, and practices.
Identify ways in which participating organizations can work together to reduce violence against animals.
Identify gaps in the current efforts to reduce violence against animals and recommend policies, programs, and research that will stimulate the reduction of violence against animals and to offer resources to meet that goal.
Speak with ONE VOICE on national issues that affect the mission of the coalition as a whole.
