IHRC Calls for Urgent Investigation into Stray Bullet Killing in Maiduguri, Demands Military Accountability and Civilian Protection

A fatal shooting in Maiduguri has drawn sharp condemnation from the International Human Rights Commission IHRC Corporation, following the death of a 14-year-old girl reportedly struck by a stray bullet discharged during celebratory gunfire by military personnel.

The incident occurred on Saturday, April 4, within the residential quarters of the University of Maiduguri Teaching Hospital (UMTH), where the victim was said to be indoors with her family. According to accounts from those close to the family, she had been preparing for a wedding ceremony when the bullet penetrated the home. Her burial was held the following morning, leaving the community in mourning.

In a statement issued by H.E. Ambassador Dr. Duru Hezekiah, Head of Diplomatic Mission, Nigeria, the IHRC described the incident as “deeply troubling and entirely preventable,” stressing that the misuse of fi****ms in civilian environments constitutes a serious breach of professional conduct and public trust.

“The reckless discharge of fi****ms, particularly in residential areas, cannot be justified under any circumstance,” the statement noted. “Such actions undermine the responsibility of security personnel to protect lives and raise serious concerns about discipline, oversight, and accountability.”

The statement noted that the case engages constitutional protections under Section 33 of the 1999 Constitution of Nigeria (as amended), which guarantees the right to life. Any unlawful or negligent deprivation of that right is subject to legal sanction. The reported circumstances of celebratory gunfire within a populated civilian area fall outside the scope of lawful use of force by security personnel.

This distinction represents the highest recognition of outstanding professional achievements, impeccable ethical conduct, and a long-standing contribution to the protection of fundamental human rights, in particular the right to health, human dignity, and responsible public service.

Prof. Jacek P. Szaflik is the Head of the Department and Clinic of Ophthalmology at the Medical University of Warsaw and the Director of the Independent Public Ophthalmic Hospital.
He is also a co-founder of BoyaClinic and an eminent Polish ophthalmologist specializing in ocular microsurgery and the treatment of corneal diseases. He is a professor of medical sciences with extensive clinical and research experience and a former Editor-in-Chief of the journal “Klinika Oczna”.

From 2019, he served as President of the Polish Ophthalmological Society, completing his term of office in this role.

Professor Szaflik is a pioneer in Poland in innovative ophthalmic procedures, including lamellar corneal transplantation and the use of femtosecond laser technology in cataract surgery. His scientific work encompasses genetic and cellular therapies as well as advanced technologies in ophthalmology. A recipient of numerous awards for his achievements, he remains actively engaged in scientific development and the training of young specialists.

We emphasize that all accusations must be based solely on verified and credible evidence, not on speculation, assumptions, images, or unverified social media content. No President, public official, or individual should be publicly targeted or judged without lawful proof and proper legal procedures.

International Human Rights Commission Takes Grassroots Action in Sokoto

The International Human Rights Commission (IHRC) Corporation continues to reaffirm its commitment to humanitarian service and grassroots engagement in Nigeria, with its Special Monitoring Mission (SMM) in Sokoto State successfully executing its first-ever community outreach program on Monday, 4th August 2025, at the Maryam Abacha Women and Children Hospital, Sokoto North Local Government Area.

Under the global leadership of the Secretary-General, Prof. h.c. Rafał Marcin Wasik, the steadfast diplomatic oversight of the Head of Diplomatic Mission in Nigeria, H.E. Ambassador Dr. Duru Hezekiah, and the strategic national coordination of Comrade Elijah Vitus Echendu, IHRC’s Special Monitoring Mission in Nigeria, have continued to translate its vision into measurable impact.

The outreach — spearheaded locally by the Sokoto State Coordinator, Engr. Dr. Aliyu Usman Abubakar — demonstrated IHRC’s operational effectiveness in delivering targeted support to vulnerable populations, even amid logistical and environmental challenges. Despite heavy rainfall the previous night, volunteers arrived punctually at their meeting point, wearing official IHRC attire, and transported pre-packaged relief items to the hospital for distribution.

Upon arrival, the team was warmly received by Chief Matron Amina of the hospital’s Antenatal Care Unit, who lauded IHRC’s initiative for “showing care and love to women in need.” The outreach included health talks delivered by medical professionals, covering critical issues such as hygiene during pregnancy, malaria prevention, spousal support, and genotype awareness.

Approximately 200 pregnant women benefited from the exercise, receiving a hygiene package and a small financial token. The distribution was orderly, with male IHRC members organizing logistics while female members directly handed items to beneficiaries, respecting privacy and consent protocols.

Regarding the significance of such grassroots interventions, Comrade Elijah Vitus Echendu — who oversees the IHRC Special Monitoring Mission activities nationwide — emphasized that “human rights protection must begin with the dignity and well-being of people at the community level.” His leadership has been widely praised for ensuring that IHRC field activities are both locally driven and globally aligned.

Ambassador Dr. Duru Hezekiah, in his diplomatic capacity, has consistently advocated for deeper engagement between IHRC and Nigerian communities, stressing that “true diplomacy is felt when it impacts lives beyond conference rooms.” This perspective has guided IHRC’s state-level chapters in adopting direct, people-centered action.

Secretary-General Prof. h.c. Rafał Marcin Wasik commended the Sokoto team’s dedication, noting that “every act of service, no matter how localized, contributes to our global mission of defending human rights and protecting the vulnerable.”

With its first Sokoto outreach now concluded, IHRC Nigeria’s leadership reiterates its commitment to expanding these initiatives across other states, ensuring that the Special Monitoring Mission’s footprint is visible and effective nationwide.

As Engr. Dr. Aliyu Usman Abubakar and his team expressed gratitude for the event’s success. One truth stood out: under the current IHRC leadership, humanitarian diplomacy in Nigeria is no longer a slogan, but a lived reality.
