The United States Army Corps of Engineers Tribal Nations Technical Center of Expertise (TNTCX) was established in order to provide a cost-effective administrative tool to improve USACE’s quality and effectiveness in delivering USACE missions and Federal Trust responsibilities to Federally recognized tribes. TNTCX staff Brian Zettle and Mark Gilfillan recently supported SRP Manoomin (wild rice) Workshops held December 2–4, 2025, at the Red Lake and Leech Lake Tribal Nations in northern Minnesota. These workshops brought together tribal partners, the USACE St. Paul District, and The Nature Conservancy to discuss water management at seven Corps reservoirs and develop conceptual ecological models to support Manoomin as a vital trust resource.

The meetings focused on strengthening relationships with Tribal Nations, incorporating tribal knowledge into water management decisions, and identifying tools, resources, and data needs. The USACE recognizes local tribes as an authoritative source on Manoomin at these projects.

Thank you to The Nature Conservancy and St. Paul District Operations staff for their partnership and participation in these important discussions.

On September 23, 2025, from 2:00 - 3:00 PM Eastern Time, EPA will host a webinar for Tribes to learn about the variety of Water Technical Assistance (WaterTA) opportunities available to them.

WaterTA can include support for drinking water, wastewater, and stormwater infrastructure and includes, but is not limited to, preparation for funding applications, capacity development, planning and project prioritization, and a wide range of engineering assistance such as preliminary engineering reports (PERs).

The webinar will feature representatives from Tribal communities, who will share their experiences with WaterTA, including representatives from:
• Lummi Tribe, WA
• Menominee Indian Tribe, WI

As we celebrate Native American and Alaska Native Heritage Month, we honor the rich and diverse Indigenous cultures across the United States. At the Tribal Nations Technical Center of Expertise (TNTCX), we recognize the unique traditions, languages, art, and histories of the Native nations that have thrived since time immemorial.

From the Navajo to the Choctaw, the Lakota to the Yupik, every Tribe has contributed to the cultural tapestry of the United States of America. This month, and every month, we stand in solidarity with 574 federally recognized Tribes, Nations, and Pueblos whose resilience, wisdom, and sovereignty continue to contribute to shaping our collective future.

TNTCX is committed to supporting Indigenous communities in preserving their heritage, protecting their lands, and fostering sustainable futures. Together, we honor the past and look toward a future where Native voices are heard, respected, and celebrated.
