The Albany County Department of Audit and Control serves as the taxpayers’ independent fiscal watchdog.

An independently-elected Comptroller leads the Department and she is the Chief Fiscal Officer of Albany County. The Department provides fiscal leadership, fiscal integrity, timely and accurate reporting and maintains public trust and accountability. The Department fulfills these responsibilities through audits, reviews, reports and investigations. WHO WE SERVE

under the countywide-elected Comptroller, protects the taxpayers of Albany County assuring continued strong fiscal management with solid financial policies, practices and oversight. ABOUT OUR DEPARTMENT
The Department of Audit and Control is guided by the duties and responsibilities prescribed by Article 4 of the Albany County Charter and Article 14 of New York State County Law. The Comptroller provides general supervision over the fiscal affairs of the County and the Department’s activities include:

• Audits all claims, accounts and demands that are lawful County charges;
• Conducts audits of departments and programs, including biannual occupancy tax audits of all hotels and motels registered within Albany County;
• Keeps books and records showing all appropriations, funds and expenditures together with the name of the claimant and the amounts and nature thereof;
• Keeps and preserves all claims, accounts, and demands, numbers them consecutively and endorses thereon their allowance or disallowance in whole or in part, certifying as to the availability of funds;
• Administers all aspects of debt issuance on behalf of the County pursuant to the provisions of the local finance law;
• Procures bank statements from depositaries of County funds at least once a month and reconciles monthly with the books maintained by the Commissioner of the Department of Management and Budget;
• Audits the functions of the county departments and oversees the financial administration of capital projects; and
• The Comptroller’s Office works with the County Executive’s Office and the Legislature’s Office collectively and is transparent to the people of Albany County.

Today's Honor A Veteran ceremony recognized Vietnam Veteran, Thomas A. Regan. Mr. Regan served on board the USS Suribachi as a Senior Gunner's Mate. After his military service, Thomas Regan had a long career with National Grid and he and his wife, Barbara, raised three sons. Among his many recognitions, he was awarded the National Defense Service Medal, the key to the City of Albany for saving the lives of two children, and in 2025 he served as Grand Marshall of the Veterans Day Parade. Mr. Regan lived a life dedicated to his family and community and we thank him for his service.

June 1st is the start of Pride Month and to celebrate I attended the annual Pride Flag Raising at Albany City Hall. This event is a wonderful example of the inclusivity shown by the City of Albany, its government partners, and the community. I enjoy attending this ceremony every year and applaud the organizations throughout Albany County that provide a safe space and offer support to the LGBTQ+ community, not just in the month of June, but throughout the year.

Today my staff and I attended the Albany County Legislature’s Veteran Banner Ceremony. One of the honorees was my long time staff member, Joe Lydon. Joe is a true patriot having served 4 years in the Air Force and then 26 years later, re-enlisted in the Army National Guard where he served for 6 years. Joe has continued to give back to the community by working for Albany County for over 40 years. He is a member of the VFW and the American Legion and he and his wife Karen rescue and foster dogs for several organizations. It was an honor to share this event with Joe.

Last night I had the pleasure of attending the The Reverend Robert Lamar Memorial Dinner hosted by the Interfaith Alliance. The Interfaith Alliance champions democracy, freedom, education and inclusiveness. Several awards were presented to individuals who were recognized for the positive impact they have on their communities.
Congratulations to all the honorees and thank you to the Interfaith Alliance for hosting this special event.
