"Since the state brought on Public Partnerships PPL to run CDPAP, it’s been nothing but chaos. Their technology fails. Their phones go unanswered. And now, caregivers across the state aren’t even being paid for their work. Some have already had to quit just to make sure they can cover rent and buy groceries, and many more are thinking about it."

Despite what Gov. Hochul says, the problems affecting the CDPAP transition are far more than "hiccups."

Now, former Public Partnerships PPL employees are speaking out, saying they were left untrained and unsupported — and that problems inside the company contributed to missed paychecks for caregivers across the state.

“We had to teach ourselves,” said one former PPL customer service representative, who requested anonymity. “It was self-learning — watching videos to figure out PPL’s system.

Former employees with Public Partnerships LLC felt the company was unprepared to take over payroll services for New York's home care program, CDPAP.

Even though his company is helping with the transition, Hovey, like everyone else interviewed for this article, isn’t optimistic the changeover will happen seamlessly. He predicts there will be a “major disruption” in payroll when the system switches over on April 1.

“There is no way in hell that this system is going to work and people are going to get their paychecks on time,” he said. “It’s just not going to happen.”

The state’s fast-approaching deadline to transition of the Consumer-Directed Personal Assistance Program has many stakeholders and lawmakers worried.

“PPL is unqualified and incapable of doing the job,” Bryan O’Malley said in a statement. “This is a preventable disaster and we are renewing our call for Albany leaders to work with us to reform CDPAP the right way before PPL breaks it.”

The Department of Health has insisted it will be able to complete a full transition of over 240,000 people with one month to go.
