Here is something I never knew. If you are about to transfer this is information you can use.

TRICARE Network Provider health record transfer during PCS or separation.

Some people have been asked to by their current health care provider to "pay" for a transcript or transfer of their health records. There is a better way to transfer records without cost to your family.

The proper process for a dependent to request health records is by having the dependent's 'new' healthcare provider request the records. There will be no charge to the dependent. If you are requesting completion of a Special Needs Medical Form please talk to your Family Resource Specialist FRS for details on that process.

If the family member requests a separate copy for themselves there may be a non-reimbursable charge.

AD members with records maintained at other than a military treatment facility will use the same process

Remember that the Tricare transition happened yesterday. Here were some details that were shared with the staff.

The following update is provided on the TRICARE West Region contract transition, which includes Minnesota.

BLUF: The TRICARE contract transition from Tri-West to United Health Care (UHC) will take effect 1 April 2013 for D9 (MN), D11, D13, D14, and D17. All systems have been validated for the conversion. There will generally be no change for our beneficiaries on where or how they get their health care as a result of the new contract.

DISCUSSION: In short, most Primary Care Managers (PCMs) serving our beneficiaries will remain in place, and in fact, UHC has done a great job expanding the network in some locations to offer our personnel more choices where TRICARE Prime is offered. In managing the transition, we've identified a few rare instances where a CG beneficiary will have to change providers because their current PCM is not signing up with UHC. CG health benefit coordinators have been working with UHC to find local solutions for those individuals.

Communicating the details of the transition, UHC has sent each beneficiary materials on the potential changes to them as well as updated phone numbers and contact information to assist with any questions. In addition, HSWL Department Heads at Base commands have been socializing and working the details of this transition for the last several months in a variety of forums: PAC meetings, information bulletins, presentations at local events, retiree councils, e-mails to some major commands, etc.

The biggest challenge for UHC and Tri-West as the 1 April deadline approaches is referral management. Inevitably, some referrals will be approved before 1 April but will need to be paid or get executed after the transition (for example urgent care and ER during the weekend of 30-31 March 2013). This is a specific "behind the scenes" task and is not a concern or will result in more work for the beneficiary. We're working closely with DOD, UHC and Tri-West to ensure this remains as seamless as possible to the end user.

Any specific questions personnel may have should be directed to their benefits coordinators at their CG clinic, UHC or the CG Health Benefits line at 1-800-9HBA-HBA. Command level concerns or feedback, as with any other HSWL concerns, can always be directed to the Base or HSWL Service Center.

One Note: This transition should not be confused with the Prime Service Area (PSA) reductions taking place 1 Oct 2013, which was messaged a few weeks ago. UHC is building their PSA network in conjunction with those reductions. As a reminder, as a result of PSA reductions, Active duty members and their eligible family members will remain in TRICARE Prime, regardless of their location with the potential exceptions to geographical bachelors an members on unaccompanied tours. The primary impact to PSA reductions is the retiree community where some may be forced to enroll in TRICARE Standard or drive further to an MTF.

The Base Alameda CDC's Parents Committee has put together a small Carnival on April 12 to honor our military children. The Carnival will cost $1.00 per person (cash) and will have some fun activities for younger children (geared towards 2-10 yr olds) and lots of door prizes

In response to the suspension of tuition assistance, Coast Guard Mutual Assistance would like to remind our clients of the three available education assistance programs we have to offer.

1. CGMA Education Loan: An interest free loan up to $2000 towards tuition and other expenses is available to all CGMA clients on behalf of themselves or their eligible family members.

The student must be enrolled in an associate, bachelor, or graduate degree program at a regionally or nationally accredited college or university or in a Department of Veterans Affairs or Department of Education approved vocational technical training (VoTech) program.

Assistance may not be provided to a client who has an outstanding CGMA Education Loan, who is currently delinquent in repaying any CGMA loan or who is on the CGMA Restricted List.

2. The Supplemental Education Grant (SEG) provides financial assistance to members of the Coast Guard family by reimbursing them for certain costs associated with seeking their first undergraduate (Associate and/or Bachelor) degree, or a Vocational and Technical Training (VoTech) certificate, or a General Equivalency Diploma (GED), otherwise not covered by Coast Guard Tuition Assistance or similar programs.

Assistance is not authorized for those seeking a graduate degree or a second Associate or Bachelor degree.

Qualified students include eligible CGMA clients and their dependents. The limit is $250 per CGMA client, per calendar year. In a family where there are two eligible CGMA clients, grants of up to $250 may be provided to each CGMA client, with a maximum of $250 issued on behalf of any one student.

Qualifying expenses include:
Textbooks
Enrollment/registration/transfer fees
Lab and activity fees
Lab books, work books, and study guides

3. Stafford/PLUS Loan Fee Reimbursement

CGMA offers help to clients and their families who finance post-secondary education through the Federal Stafford Loan or the Federal Parent Loans for Undergraduate Students (PLUS) Program, by reimbursing loan fees charged the borrower, not to exceed 4% of the loan amount. After confirming use of the loan, CGMA-HQ will reimburse the dollar amount of the loan fee to the client.

Qualifying Expenses: The loan fee typically charged the borrower when obtaining a Federal Stafford Loan or Federal Parent Loan for Undergraduate Students (PLUS), not to exceed 4% of the loan amount. The lender ordinarily deducts this fee when the disbursement check is issued.

Specific application information, eligibility and program requirements for these three programs are available under chapter 3-C-7, Education Assistance, of the CGMA Manual.

contracts. The change, to impact 171,000 beneficiaries, is intended to cut TRICARE costs for
taxpayers. The TRICARE Management Activity has a new online tool for retirees under age 65 and

of Companies offering Federal benefit counseling:
Recently, the Coast Guard alerted us to a commercial company that has contacted employees, offering financial counseling on FERS/CSRS benefits in an attempt to sell private insurance, securities, and similar products. There have been reports of a company representative providing erroneous or misleading advice about federal benefits, as well as asking for the employee's PIN number for federal allotment, recent pay stub, and Thrift Savings Plan (TSP) retirement balance. Please remind your employees to exercise extreme caution in releasing personal or financial information and to never give out their Employee Personal Page (EPP) or TSP passwords or PINs. If an employee believes that someone else knows their password or PIN, they should change it immediately. Also, encourage employees to seek out information on their federal benefits from reliable sources, such as the staff in the Component human resources office or at www.opm.gov. TSP offers an online Security Center to educate investors on how to secure their accounts and avoid online scams. The site offers information on how to identify legitimate TSP communications, provides tips on identifying attempts to solicit account information for fraud, and outlines ways to discern genuine websites from bogus ones. Another resource is the MyMoney.gov website, the U.S. government's website dedicated to teaching all Americans the basics about financial education. The site provides information from 20 Federal agencies and Bureaus designed to help individuals make smart financial choices.
