The Republican Party’s Trumpers are doing everything they can to take away the rights we have worked so hard for: Our voting rights, our civil rights, a women’s right to choose. rights to affordable health care for all…the list goes on.
And it’s happening right here in Harford County.
· The Republican dominated County Council FIRED the county’s chief Health officer, NOT for doing his job, but because he FOLLOWED state pandemic guidelines.
· A Republican council member supported an effort to “CLEANSE” school libraries of books dealing with slavery, minority rights and LGBTQ issues.
· The Republican party is targeting our NON-PARTISAN school board with right wing candidates.
The only way to fight this is by voting. And as Democrats, we need to make sure everyone who is eligible to vote is registered and then votes. And we need every vote we can get. Historically, Republican voter turnout has been higher than Democratic turnout. In 2000, we edged closer, and we need to do even better this year.
And that is why we need your help. By renewing your membership, or joining for the first time, you give us the means to contact voters and potential voters to get them registered and convince them of their need to support our Democratic candidates. The New Harford Democratic Club is working with the African American Democratic Club and the Harford County Democratic Central Committee to get the job done.

Summary of Guest Speakers Presentations
Meeting May 4, 2022

Lavy Mammen, Candidate for Harford County Council, District F.

Mr. Mammen has lived in Harford County for more than twenty years. He is a global engineer and has also served as a substitute teacher to become familiar with local education issues. He is a past president of Toastmasters.

He is running on three pillars. (1)To conduct a survey of homes in District F to ensure an equal distribution of resources. (2) Publish the total Harford County budget on line by 2025. He stated, “…I will find $10-25 million in savings within the current budget and use the funds to create neighborhood broadband assess across the county.” And (3) To assure all county operations are carbon neutral by 2050, convert to a fully electric fleet, and place a moratorium on new development. He also stated he will work for a “New Jobs Act,” address outsourcing and a “New Insulin Act” to cap cost growth.

Sharon Jacobs, Running for School Board in District “F”

Ms. Jacobs has served in the military where she earned a degree in Industrial Engineer from the Naval Post Graduate School in Monterey, CA. She formed her own consulting firm after leaving the Army. She is running on a platform of Quality Education, Fiscal Responsibility and Governance Transparency.

She feels quality education starts at the home where students should receive the support they need to succeed. She favors smaller class sizes and efforts to provide mental health support for students. She also feels student mental health issues are not being met. While good mental health starts at home the schools are not recognizing this issue. Her Fiscal Responsibility platform includes adequate salaries for teacher and staff, funding for student support, spending surplus funds wisely, and bringing the public into the budget process.

Carol Bruce, Running for School Board in District “E”

Ms. Bruce has resided in Cecil and Harford Counties most of her life. She possesses an MBA and has long term experience with local and state government. She is running for the Board of Education at the encouragement of the Democratic Central Committee. She proposes a closer look at the diversity and equity in the Board of Education. She places a high priority on the importance of educating the families on course content being offered. Ms.Bruce says there is a lack of mental health staff in the schools.

Delegate Steve Johnson, Maryland State Delegate, District 34 A, Harford County

Legislative update.

Delegate Johnson, speaker for next month’s meeting, briefly reviewed the status of several bills addressed in the recent legislative session. The Human Trafficking Bill, the collective bargaining bill for library workers. and the reduction of the alcohol licensing fee bill for Ripken Stadium died in the Senate. The bill to allow Glass and Aluminum Containers at Ripkin Stadium passed. Also passed were the Resort Licensing Fee to allow alcohol sales, Gas Tax Moratorium Bill, and the bill that moved Oral Hygiene and Other Medical Supplies to a tax exempt status.

In other action, the Legislature capped insurance co-pays at $30.00, provided $900,000 for the Arts Center in Havre de Grace, $850,000 for the B&O Train Station rehabilitation, and $700,000 for The Discovery Center and funds VFW Hall improvements

Minutes of the New Harford Democratic Club
Wednesday, May 4, 2022 at the Aberdeen Holiday Inn Express

1. Acting Chair & Treasurer George Harrison opened the meeting at 7:10 pm

2. George greeted those attending. He then led everyone in a pledge to the flag.

3. April meeting minutes distributed; Don Mathis moved to approve as presented; motion seconded by Barney Michel and all attending approved without comment.

4. George then asked those present to stand and identify themselves and opened the floor for general questions/discussion.

5. Treasurer’s Report: Treasurer Harrison submitted the financial report. No costs since last meeting. Club is in good financial shape going into 2022 election cycle; 2022 dues starting to roll in. Plan to apply these funds to “Get out the vote” and voter registration efforts. Details available on request.

6. Old Business: Report on door hanger for upcoming elections membership letter and voter registration campaign – Art Helton
a. Art distributed our new door hanger.
b. Voter registration and voter turnout remain our foci. We need to stimulate voter registrations. Dems remain a challenge to get out to the polls. A door hanger is a good tool to help get voters out.
c. Local vote still about getting the “50/50” (i.e., the unaffiliated or independent) voters out. Our message has a strong local thrust; e.g., book removals in public/school libraries; removal (firing) of County Health Director for doing his job to promote masking and vaccinations to address COVID.

Minutes for the March 2, 2022 meeting at the Holiday Express Aberdeen

George Harrison, acting chair, opened the meeting at 7:05
George led everybody in the pledge of allegiance.
George asked for approval of the minutes of the previous meeting. Unanimous approval.
George then asked for those present to introduce themselves.
George then reported on the finances of the club.
George noted that the efforts for the coming election would be focused on registration and getting out the vote in order to overcome past performances in which Republicans outpaced Democrats in voting.
As part of that effort, George called on Board Member Art Helton to report on the club’s efforts to date.
Art reported that the club has been working on a door hanger that would encourage people to register and then actually vote. He described the piece’s message in the hope that it would encourage voters to vote for local candidates. The message, he said, would focus on Republican efforts to scour our school libraries of books they don’t approve of, and attempt to overrule State and Federal efforts to fight the pandemic, among other issues
There was discussion of how voters often do not vote in the down races which includes those offices that effect the lives of Harford County residents more directly that the statewide races.
Art then introduced the first of the night’s speakers. Mary Delany James, former House of Delegates member, now running for the State Senate in District 34.
MS James thanked Art and George for the club’s efforts on behalf of Democratic candidates and praised Delegate Steve Johnson for the good work he has done in Annapolis. She said she is inspired to get into race. Referencing the Ukraine crisis, she stated that “Thank God we have Joe Biden as our president.” “I’m very proud to be a Democrat at this time.” She noted that at this time we have “terrible gridlock” in Washington, and it is difficult to get anything done. “We can be grateful that we have quality leaders in our state government,” She said, adding, during the time she was in Annapolis, the state was a national leader in education programs. Maryland has been far ahead of many other states, she said, and praised programs to provide opportunities for our children to succeed at whatever endeavor they choose. She fully supports the Kirwin commission program to improve our education system.
She decried the toxic atmosphere over Roe vs Wade and suggested the issue should be resolved with a public referendum. She supports efforts to minimize the tax burden on retirees. She vowed to put up a vigorous fight to take over the 34th District Senate seat. She said she has the resources and the support of the Senate and House leadership in Annapolis and would work with all the other Democratic candidates in Harford in their campaigns.
Art thanked MS James for her presentation and proceeded with the introduction of the remaining two speakers: Maryann Connaghan Forgan and Nolanda Robert.
Forgan: Maryann stated that she grew up in Joppatown and had lived the area most of her life. She said that when she moved back to the area a few years ago she realized not much had changed in the area, while much of the rest of the county had more positive development. She felt it was time for Joppa and Edgewood to get better support from county government. She said she was disheartened by the failure of the school system to deal with gangs in the area schools which have life difficult for students. She also called for programs to aid families who lack the knowledge and/or resources to support their families. She also professed concern for the way the county up zones land without considering future uses which may reduce the quality of life of the area residents. She noted that she is a member Friends of Harford and has worked with those who work to preserve our local waterways from environmental damage.

Robert: Nolanda noted that has lived in the area after graduating from college and became involved in programs to aid families and children. She has specialized in mental health care for children and juvenile offenders, including child behavior therapy programs. She currently works with the Cecil Court system on these issues. She said she especially concerned about education issues in Harford County as well as public transportation for those who do not have personal transportation to get to their jobs or to medical needs.
Following the presentations, there were discussions about the upcoming elections, how Democratic candidates could fare and what can be done about getting out the vote, and issue all agreed was central to any success at the polls.
George adjourned the meeting at 8:18 pm
