Today's is John Dowling from U.S. Army Contracting Command - Aberdeen Proving Ground center. Dowling is a procurement analyst with the Natick Division, where he advises management and contracting officers on matters pertaining to contracting policies and procedures, reviews current policies and procedures to determine any enhancements to improve the acquisition processes, develops and interprets policies and coordinates and develops implementing procedures for procurement and other functional areas, etc. He says his biggest accomplishment throughout his nearly fifteen years of employment with ACC has been working a one-year assignment with ODASA(P) on the development and deployment of the new Army Contract Writing System (ACWS).

The long awaited MAPS is here!

The objective of the MAPS IDIQ contract is to provide Army customers, Portfolio Acquisition Executives (PAE), CPEs, Department of War (DoW) agencies, and other federal agencies with uncommon knowledge-based professional services and support the Army enterprise infrastructure and infostructure goals with information technology (IT) services worldwide (inside the contiguous United States (CONUS) and outside the contiguous United States (OCONUS)), including hostile areas.

By combining these vehicles, the Army aims to enhance flexibility, reduce redundancy, and improve cost-efficiency in acquiring uncommon knowledge-based professional services. This integration will also ensure a unified approach in meeting the Army’s evolving technology and strategic needs, thus optimizing mission readiness and effectiveness.

Today’s Warriors Corner presentation at , “Acquisition at Speed: Filling Gaps and Cutting Red Tape,” featured discussions from senior leaders across the Army, including Ms. Danielle Moyer, Executive Director, ACC-APG; Mr. Nick Saacks, Deputy Commanding General, CECOM; BG Shane Taylor, CPE C2IN; Ms. Miranda Coleman, Acting CPE ES2; and Mr. Richard Martin, Director, Supply Chain Management, U.S. Army Materiel Command.

Ms. Moyer discussed how the is adopting a smarter, outcome-driven contracting culture, selecting contract structures based on solutions, linking payment to measurable results, and using flexible contracting tools to maintain a speedy 100-day PALT.

She also urged industry to submit their ideas through the Army Open Solicitation (AOS), which replaces fhe need for lengthy proposals and allows us to quickly identify and fund promising technologies.
