Uganda Free Zones Authority. Free Zones are export-oriented schemes.

Operationalised on 1st September, 2014, the Authority is responsible for the establishment, development, management, marketing, maintenance, supervision and control of Free Zones in Uganda. Uganda Free Zones Authority (UFZA) is a Statutory Body established by the Free Zones Act, 2014, for the purpose of creating opportunities for export-oriented investment and job creation. The Authority intends t

o achieve its main objective of modernization of the investment structure by overseeing and managing the free zones. By doing this, it will ensure that it provides all the necessary support in the promotion and facilitation of export oriented investments. The Authority will ensure that the areas to be considered as free zones are gazetted and developed and those already occupied are subjected to approval. It will regulate the framework of how free trade zone projects will operate and address infrastructural and institutional constraints to enable efficient export led production.

Today, UFZA held a Business Forum with some investors in the Agricultural Sector. The engagement was geared towards enlightening them about the Business opportunities in Free Zones and the applicable tax incentives:

β€’ Partnering with Government to develop Public Free Zones at Entebbe International Airport, Jinja, Kasese and Soroti.
β€’ Development of private owned Free Zones
β€’ Manufacturing, processing or service provision within established Zone.

is mainstreaming Gender and Equity as part of the NDP III aspirations. The Authority has collaborated with the Ministry of Gender, Labour and Social Development to carry out a sensitisation and capacity building session for the Developers and Operators of Free Zones in Uganda.

On 30th January 2021, Hon. Maria Kasaija, the Minister of Finance, Planning and Economic Development, representing His Excellence Yoweri K. Museveni, the President of the Republic of Uganda, commissioned the construction of the first Public Free Zone in Uganda at Entebbe International Airport adjacent to the Cargo Terminal.
The UGX 47 Billion investment is a flagship Project which is fully funded by the Government of Uganda and complements other national projects such as; the Entebbe Express Highway, Uganda Airlines and the on-going expansion of the Entebbe International Airport. The Project will directly contribute to the achievement of NDP III, and the NRM Manifesto of 2021-2026.
On completion, the Free Zone will house seven (7) production units and a Trade house that will host offices of UFZA, URA and other Government offices to facilitate smooth flow of business in the Zone. The facility will have firms engaged in high value mineral processing activities, light manufacturing and agro-processing for export through Entebbe International Airport. This will:
generate an additional US$13.4 million in capital investment;
create over 200 direct jobs;
realise export earnings of over US$4.02 million per annum increasing the volumes of goods exported through the Entebbe International Airport; and
generate UGX108.3 billion in direct revenues within 15-years of operation.
The proposed sectors for the project include: food processing (agro-processing), mineral processing, warehousing, storage, simple assembly, etc. All Operators in this Public Free Zone will process their products for onward export through Entebbe International Airport

UFZA has issued the 27th Free Zone licence to Gourmet Gardens Limited. Their current investment is USD 800,000. Planned investment is USD 1.8m. Dealers in vanilla, cocoa, macadamia, cashew nuts used by icecream & chocolate makers. The products will be exported to Europe.
