In Uganda's public sector, the rulebook is rarely the problem. The laws governing public boards are meticulously drafted and the structures elegantly designed. What happens next is another matter entirely.
Dr Sande Protazio ( IRA"s Director of Strategy and Market Development) holds a PhD in management and administration. His doctoral research on the patronage-governance-performance framework reveals how political patronage, tokenism and board capture frequently undermine strategic oversight.

Interviews with board chairs, chief executive officers, secretaries, oversight bodies and civil society show that while competent boards drive performance and strategy, those dominated by patronage often reduce their role to rubber-stamping management proposals, leading to audit queries, procurement delays, staff exits and overall organizational drift.
