Panama and Greece: Strengthening Strategic Maritime Ties

The Embassy of the Republic of Panama in the Hellenic Republic is pleased to highlight the long-standing and evolving maritime partnership between Panama and Greece, which was reaffirmed during a working luncheon hosted by the Association of Banking and Financial Executives of Hellenic Shipping.
Her Excellency Julie Lymperopulos-Karnakis, Ambassador and General Consul of Panama in Greece, attended along with Mr. Jose Racine, Senior Technical Officer of the Panamanian Consulate, and key representatives of the Association of Banking and Financial Executives of Hellenic Shipping, including President Mr. George Xiradakis, General Secretary Mr. Konstantinos Oikonomou, and Treasurer Ms. Katerina Fitsiou. The discussions focused on strengthening bilateral maritime cooperation and exploring new opportunities to increase efficiency in the sector.

Ambassador Julie Lymperopulos-Karnakis reaffirmed the importance of the maritime alliance between Panama and Greece, emphasizing both the professional and personal ties that bind the two nations. She emphasized Panama’s strategic commitment to maintain and further strengthen its position as the preferred ship registry for Greek shipowners to ensure that the Panamanian flag remains synonymous with reliability and efficiency. Currently, 7.8% of the Greek-owned fleet is registered under the Panamanian flag, reflecting the trust and long-standing relationship between the Greek shipping industry and Panama. This underscores Panama’s role as an important partner in the global maritime sector, providing shipowners with a reliable and well-established registry.

As part of the discussions, participants exchanged views on various topics related to Panama’s maritime sector, including financial collaborations, and broader industry trends.
Ambassador Lymperopulos-Karnakis expressed Panama’s dedication to continuous improvement and innovation, ensuring that its maritime registry remains a strong option within the global shipping community.

The Embassy of Panama remains at the disposal of Greek maritime stakeholders, reaffirming its commitment to supporting and strengthening the deep-rooted ties between Panama and Greece.

Consul General of Panama in Istanbul Mr. Juan Jaime Enrique DELVALLE VEGA, Deputy Minister Mr. Alexander DE GRACIA and the Delegation of the Panama Maritime Authority visited the Turkish Shipowners' Association on Thursday, February 20, 2025. During the meeting, the issues of establishing a communication channel between the Panama Maritime Authority and the Turkish Shipowners' Association, determining a point of contact on both sides, and holding benchmark meetings with the companies of our Turkish Owned ships under the Panama Flag at annual or 6-month intervals were discussed.

The Panamanian delegation, headed by the Consul General of Panama in Istanbul, Juan Jaime Delvalle, together with the Deputy Administrator of the PMA, Alexander De Gracia, the Director of Merchant Marine, Ramon Franco, the Director of Public Registry and Ship Ownership, Marta Aparicio, and the Director of seafarers, Maryluz Castillo, continues to strengthen cooperation in the maritime sector during the 18th International Maritime Fair “Expomaritt Exposhipping Istanbul”, Marta Aparicio and the director of seafarers, Maryluz Castillo, continue to strengthen cooperation in the maritime sector during the 18th International Maritime Fair “Expomaritt Exposhipping Istanbul”, which takes place from February 18 to 21, 2025 in Turkey. As part of this visit, the delegation, together with Ambassador Karina Arias, presented a plaque of recognition to Turk Loydu, a prestigious Turkish classification society, in appreciation for their hospitality and commitment to collaboration in the sector.

They also held a key meeting with the Turkish Maritime Chamber, where they shared with its president, Tamer Kiran, reaffirming the commitment to strengthen bilateral cooperation and strategic relations in the maritime field.

The Recognized Organization (RO), CR Classification Society (CR Class), and the Panama Maritime Authority (AMP) have renewed the Delegation of Authority Agreement to continue conducting inspections and issuing certificates on behalf of Panama for vessels registered under its flag.

Recognized Organizations (ROs) are entities authorized by Flag States to carry out audits and inspections on ships, ensuring compliance with national and international regulations on maritime safety and pollution prevention.
The Director General of the Merchant Marine (DGMM), Ramón Franco, emphasized that this step strengthens Panama’s role as a Flag State committed to international standards, aligning with the IMO’s III Code, the Code for Recognized Organizations (RO Code), and the country’s maritime legislation.

The agreement was signed by Ramón Franco on behalf of the DGMM and Chih-Wen Cheng, President of CR Class. Also present at the event were Laura Tsai, Deputy Director of the company’s Business Planning Department, along with AMP representatives: Rina Berrocal, Deputy Director General of the DGMM; José De Gracia, Head of the Recognized Organizations Oversight Department; and Ruth Rodas, Legal Assistant.
