桃園市龍潭區石門山勞工育樂中心由桃園縣政府起造，時值徐鴻志縣長任內，啟用後，在經營上開始由縣府直接經營，主要在於推動龍潭、大溪、復興三個鄉鎮當地之文化特色、自然遺產、生態景觀及美食、農業特產並全力推動觀光產業，帶動地方經濟發展之商機，石門山勞工育樂中心並給予在桃園的遊客們提供一個廉價舒適乾淨的用餐及休憩場所。
