十方心愛心協會於九十九年九月一日由理事長許朝洲發起成立，本著回饋社會的精神，幫助急需救助者以及低收入戶，在理事長及各位志工的積極參與之下，每月固定至台南市各區發放物資。 台南市十方心愛心協會於一百零一年二月十三日正式立案通過，府社行字第1010132024號函准予設立。
