The ASEAN Training Centre for Social Work and Social Welfare (ATCSW), in collaboration with the Japan International Cooperation Agency (JICA), is inviting applications for a Technical Consultant position under the project: “Human Resource Development on Social Work in the ASEAN Region.”

JICA is seeking a Technical Consultant to support the project under the supervision of a JICA expert.

📌On 29 January 2026, the ASEAN Training Centre for Social Work and Social Welfare (ATCSW), in collaboration with the Japan International Cooperation Agency (JICA), convened the 1st Meeting of the Joint Coordinating Committee (JCC) for the Project on Human Resource Development on Social Work in the ASEAN Region at the Ministry of Social Development and Human Security, Thailand.

The meeting was chaired by Ms. Sunee Srisangatrakullert, Deputy Permanent Secretary, MSDHS, with Opening Remarks also delivered by Ms. Rie Komahashi, Senior Representative, JICA Thailand Office.

The JCC Meeting aimed to share an overview of ATCSW’s mission, activities, and 2026 plans, review the progress of the JICA-supported project, and present key findings from the review of ATCSW’s implementation and the situation analysis of social work human resource development in the ASEAN region. The meeting also provided an important forum for discussion on strengthening the project management framework and future collaboration.

The meeting was honored by the participation of representatives from government agencies, JICA Headquarters, academic institutions, and observers from relevant national committees, reflecting strong multi-sectoral collaboration toward advancing social work and social welfare development in ASEAN.

Today, Dr. Akiko Yokoyama, JICA Expert supporting ATCSW, together with the ATCSW team, met with Ms. Venera Urbaeva, UNICEF EAPRO Programme Specialist (Migration), and Mr. Arturo Salazar, UNICEF EAPRO Consultant, at UNICEF’s Bangkok Office.

The discussion focused on future collaboration, particularly follow-up training initiatives building on “𝙩𝙝𝙚 𝘼𝙎𝙀𝘼𝙉 𝙍𝙚𝙜𝙞𝙤𝙣𝙖𝙡 𝙒𝙤𝙧𝙠𝙨𝙝𝙤𝙥 𝙤𝙣 𝙎𝙩𝙧𝙚𝙣𝙜𝙩𝙝𝙚𝙣𝙞𝙣𝙜 𝘾𝙧𝙤𝙨𝙨-𝘽𝙤𝙧𝙙𝙚𝙧 𝘾𝙤𝙤𝙥𝙚𝙧𝙖𝙩𝙞𝙤𝙣, 𝙋𝙧𝙤𝙩𝙚𝙘𝙩𝙞𝙤𝙣, 𝙖𝙣𝙙 𝘾𝙖𝙧𝙚 𝙤𝙛 𝘾𝙝𝙞𝙡𝙙𝙧𝙚𝙣 𝙞𝙣 𝙩𝙝𝙚 𝘾𝙤𝙣𝙩𝙚𝙭𝙩 𝙤𝙛 𝙈𝙞𝙜𝙧𝙖𝙩𝙞𝙤𝙣,” held in Bali Province, Indonesia, and future plans.

On 15 December 2025, the ASEAN Training Centre for Social Work and Social Welfare (ATCSW) led a delegation from the Japan International Cooperation Agency (JICA), headed by Dr. Yokoyama Akiko, Long-term Expert of JICA supporting ATCSW, together with Ms. Ichigi Akari, Representative of JICA Thailand paid a visit to the Karunyawet Protection and Development Center for Persons with Disabilities in Chonburi Province.

The delegation was formally welcomed by Ms. Siriporn Rojanasukarn, Deputy Director-General of the Department of Empowerment of Persons with Disabilities;
Ms. Sukanya Buachan, Director of the Karunyawet Protection and Development Center for Persons with Disabilities, Chonburi Province; and Ms. Supatra Maneejak, Head of the Social Welfare Division.

The visit provided an opportunity to learn about the care and support provided for persons with disabilities, as well as to observe the work of social workers at the Centre. Karunyawet Home in Chonburi Province operates as a residential care facility for persons with disabilities, with a focus on improving quality of life and supporting residents to live with dignity.

Care services are delivered through a case management approach led by social workers, working closely with a multidisciplinary team, and relevant networks. This collaborative approach highlights the important role of social workers and the social welfare system in responding to the needs of persons with disabilities in Thai society.

On 15 December 2025, the ASEAN Training Centre for Social Work and Social Welfare (ATCSW) led a delegation from the Japan International Cooperation Agency (JICA), headed by Dr. Yokoyama Akiko, Long-term Expert of JICA supporting ATCSW under the Project for Human Resource Development on Social Work in the ASEAN Region, together with Ms. Ichigi Akari, Representative of JICA Thailand.

The delegation conducted a study visit to the Learning and Training Centre for Older Persons in Chonburi Province. The visit was warmly received by Ms. Oruma Intachai, Director of the Banglamung Home for Older Persons Welfare Development Centre, and Ms. Siriporn Kudirat, Director of the Learning and Training Centre for Older Persons.

The Centres provide welfare services at both institutional and community levels, manage information centres on older persons, and operate learning and training programmes through an integrated process covering assessment, care planning, service provision, monitoring, and referral, in close collaboration with local networks and relevant agencies.

In addition, the Centres place strong emphasis on end-of-life care by promoting advance care planning, protecting patients’ rights, and supporting the concept of a dignified death, with active participation from families, communities, and multidisciplinary partners.collaboration and the active participation of families and communities.
